Bohler Engineering is pleased to submit on behalf of Federal Realty Investment Trust, the 41h
Submission Major Site Plan for the Proposed Starbucks in Charlottesville, Virginia. The
following is our comment response letter addressing comments received from your office dated
September 18, 2020. Each comment is addressed and responded to as follows:
Comment 1: Restriction of movements on Southeastern Berkmar Drive entrance to right
in/right out does not appear adequately addressed. Proposed pavement striping
and markings do not meet the minimum requirements. Please review
"Restricting Left Turn Movements at Commercial Entrances" Appendix F, Page
F-97 - VDOT Road Design Manual.
Response 1: Per discussion held with reviewer on 9125/2020, the southeastern entrance
cannot meet the standard requirements for a right -in, right -out entrance
due to existing geometric constraints. As discussed, a "No Left Turn" sign
has been added to the landscaped area prior to the entrance and reflective
flexible delineators have been added to the striping at this entrance.
Please see Sheet C-301.
Comment 2: The saw cut area appears too large. The working area to install curb and gutter
is 8"-18". The "Saw Cut' area should only be enough to allow for the installation
of concrete forms for the new curb/gutter installation. TTC- 5.2 may be adequate
for this portion of the project. Please show on plans.
Response 2: The saw cut has been reduced to the 8" required to install curb and gutter
on Sheet C-301. TTC-5.2 has been added to Sheet C-803 with a note stating
that it shall be utilized for curb and gutter installation without lane closure
along the SR 29 corridor.

Comment 3: TTC-16.1 is shown in duplicate and is outdated. Please show TTC 16.2 detail
and notes.
Response 3: TTC-16.2 has been added to Sheet C-803 with a note stating that it shall
only be utilized during the allowable work hours of 10 pm to 6 am for mill &
overlay improvements.
Comment 4: This office recommends the contractor place concrete from the project side
without closing a lane on S.R.29. Allowable work hour restrictions for this portion
of S.R. 29 are 10 pm to 6 am (next morning) and an exception to the allowable
work hours is doubtful.
Response 4: TTC-5.2 has been added with a note stating that it shall be utilized for curb
and gutter installation without lane closure along the SR 29 corridor and
TTC-16.2 has been added with a note stating that it shall only be utilized
during the allowable work hours of 10 pm to 6 am for mill & overlay
improvements. Please see Sheet C-803.
Comment 5: The "Saw Cut' area appears to be the area for mill and overlay area. Please
correct the designation on the plans.
Response 5: The saw cut has been reduced to the 8" required to install curb and gutter
on Sheet C-301.
Comment 6: Please replace the WDOT General Notes" with the Approved AM-E. The VDOT
General notes are for subdivision development, not site plan development.
Response 6: The VDOT General Notes have been replaced with the Approved AM-E on
Sheet C-102.
Comment 7: A Traffic Maintenance Plan (TMP) is required to obtain a permit to work within
VDOT Right of Way. The TMP shall be prepared by an Advanced Work Zone
Certified person, certification card and verification number is required on the TMP
submittal.
Response 7: Note 3 has been added to Sheet C-803 stating that a TMP shall be prepared
by an Advanced Work Zone Certified person prior to work within the VDOT
Right of Way.
Comment 8: Please provide a comment response letter with each submission after the initial.
Response 8: Comment acknowledged.
