See below and attached for conditions and process: SITE PLAN: This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval of the final site plan. In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the following approvals are received: 1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle. 2. Approval of all easements for facilities for stormwater management and drainage control. 3. Submittal of a tree conservation checklist with areas for tree preservation identified. The final site plan will not be considered to have been officially submitted until the following items are received: 1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code. 2. Applicable fee outlined in the application. Please submit 13 copies of the final plans to the Community Development Department. The assigned Lead Reviewer will then distribute the plans to all reviewing agencies. [32.5.2(a)] Provide a scale for the general location map that is depicted on the cover sheet. 2. [32.5.2(a); 32.5.2(n)] Provide a plan sheet that includes a layout plan, or include these items on one of the existing plan sheets, with the following information depicted and/or labelled: a. Depict visually the distance of the pump station and the generator enclosure from the property lines, including showing the setback lines, so that staff may ensure that the structures meet the setback requirements for the RA zoning district. b. Provide the maximum footprint of the generator enclosure structure. c. Identify the dashed line that is depicted running from the southeast comer of the pump station to the edge of the paved area, near where the gravel drainage basin begins. d. Identify any proposed outdoor lighting. If outdoor lighting is proposed, a separate lighting plan sheet that complies with 32.6.2(k) and 4.17 of the Zoning Ordinance must be included. If no outdoor lighting is proposed, include a note stating as such. e. Provide the dimensions of the proposed parking spaces. Each parking space must be at least 10'x18' with a 20'-wide drive aisle. 3. [32.5.2(b)] Include the generator and its enclosure in the list of proposed uses on the cover sheet of the plan. Also, provide the square footage and height of the generator enclosure on the cover sheet and on the layout plan. 4. [32.5.2(b)] On the cover sheet, provide the maximum amount of impervious cover on the site. 5. [32.5.2(b); 4.12.7] As the proposed use is an unscheduled use in regard to the Parking requirements, Section 4.12, submit a letter to the Zoning Administrator with a request for the proposed number of parking spaces. This request must include justification for why the proposed number of parking spaces is expected to provide sufficient parking capacity for the proposed use. The number of parking spaces required for this use will ultimately be determined by the Zoning Administrator. 6. [32.5.2(f)] Indicate in the watershed note on the cover sheet whether this property is within a water supply watershed. (This property is not located within a water supply watershed.) 7. [32.5.2(i)] Berkmar Drive is intended to be extended in the future and is proposed to cross the front portion of the subject parcel, eventually connecting to Airport Road to the north. See the attached document `Berkmar Drive Extended, Phase 1,- provided by the County's Facilities and Environmental Services department for more information. For more information about the road design, contact Jack Kelsey, PE, Transportation Engineer, at iketsey2@albemarte.org. 8. [32.5.2(j); 32.5.2(1)] Identify all existing sewer and drainage facilities, as well as all existing and proposed utilities. a. An approved easement plat will be needed for the proposed utilities and stormwater facilities. Once recorded, the deed book and page number(s) for the new easements will need to be noted on the plan before final approval can be granted. 9. [32.5.2(k)] Proposed sewer and drainage facilities. Depict these facilities and their dimensions. If necessary, an approved and recorded easement plat will be required prior to approval of a final site plan and/or final subdivision plat. (This comment and the comment above are standard comments for all site plans, and staff recognizes that they may not apply to this project in the same way as most other projects since this site plan is for an RWSA facility.) 10. [4.1] Provide a note on the cover sheet identifying whether this property is located within the ACSA jurisdictional area. 11. [4.14; 4.18] Please be advised that this use must be in accordance with the performance standards and the noise regulations as stated in the Zoning Ordinance. 12. [32.5.2(p)] Landscaping. Provide a landscaping plan that complies with section 32.7.9. 13. [32.7.9] Landscaping. a. [32.7.9.4] Provide a landscaping schedule on the landscape plan sheet that includes the number, types, and sizes (caliper and expected 10-year canopy) of the proposed landscaping. b. [32.7.9.4] The Conservation Plan Checklist that is provided on sheet 9 must be completed, signed, and dated by the property owner on the final site plan. 14. [General Comment] Final site plan. A final site plan is required to be submitted for this project. 15. [Advisory Comment] The anticipated future ground storage water tanks and associated improvements are not being reviewed or approved with this site plan review. When the property owner proposes to construct those features in the future, a major amendment to the final site plan will be required that meets all regulations of the Zoning Ordinance and any other applicable regulations. These tanks will also be required to meet the requirements of section 5.1.12 of the Zoning Ordinance, as well as all height and setback requirements, among other applicable regulations.
