Dear Mr. Wentland:
We have reviewed all of your comments from (Rev. 3) October 15, 2020 and made the
necessary revisions. Please find our responses to the comments below in bold lettering.
Engineering— (Matt Wentland):
1. Provide an easement on the gravel emergency access.
An easement around the gravel emergency access road has been provided.
Rev. 1): Comment addressed.
2. Provide a minimum of 1' between the back of walk and ROW.

3. Remove trees from on top of pipes and beside structures.
Trees have been removed from the top of pipes and beside structures.
Rev .1 Comment not addressed. The landscape plan still shows several trees on or too close to
structures and pipes. It is also difficult to see the proposed structures with the light linework.
The lineweight of the storm network has been revised on the Landscape Plan sheets and the
tree locations have been revised to avoid storm structures and pipes.
Rev. 2 : Comment not addressed.
Trees have been removed from the top of pipes and beside structures.
Rev. 3): Comment pending revised utility layout.
Landscape plan has been modified in accordance with revised utility layout.
4. Include on the plans the Public Road Acceptance Procedure and the As -built Road Plan
Policy.
The Public Road Acceptance Procedure and the As -Built Road Plan Policy has been added to
sheet C1.00.
ENGINEERING I DESIGN I TECHNOLOGY
Rev. 1): Comment addressed.
Revision 3 Comments:
S. The plans will need to be revised per the VSMP plan changes and the utility layout
changes.
Plans have been revised to reflect VSMP and utility changes.
Planning (Tori Kanellopoulos):

1. Comments sent directly to applicant on 10/02/2020.

GIS— (Brian Becker):
1. Rev. 3): Critical Issues:
a. Neither New Horizon Drive or the alternate road name New Leaf Drive are
acceptable road names. Cardinal Lane is also not acceptable.
New Horizon Drive has been revised to Horizon Road. Cardinal Lane has been
revised to Cardinal Hill Lane.
2. Rev. 3): Comments:
a. The Albemarle County Road Naming and Property Numbering Ordinance and
Manual limit the number of road names that can begin with the same word to
five, and "New" exceeds the limit. The guidelines also restrict road names that
duplicate an existing road name, unless it is a dead-end street with the same
name as the road from which it originates. Albemarle County has a Cardinal
Drive, so Cardinal Lane is not an acceptable road name here.
Cardinal Lane has been revised to Cardinal Hill Lane.
b. Margarita Lane, Wardell Crest and Dave Matthews Crest are all acceptable road
names and have been placed on the Albemarle County Reserved Road Name List.
Please update the site plan with these names or provide this office with
additional road names for review.
Street names have been revised to Horizon Road, Wardell Crest, and Cardinal
Hill Lane. Revised street names have been included in plans and confirmed per
email from Brian Becker on October 23, 2020.
3. Roads 1, 2, and 3 require road names. Comments: Roads 1, 2, and 3 require road names,
per the Albemarle County Road Naming and Property Numbering Ordinance, Sec. 7-200,
Part B (page 2 of the PDF): "It is intended by this article that all roads within the county
which serve or are designed to serve three (3) or more dwelling units or business
structures shall be named..." Please provide this office at least three alternative road
names for review, in case your first choices are not acceptable.
Road names have been included with this submittal. Road 1 shall be named New Horizon
Drive (alternate: New Leaf Drive). Road 2 shall be named Cardinal Lane (alternate: Margarita
Lane). Road 3 shall be named Wardell Crest (alternate: Dave Matthews Crest).
Fire Rescue —(Shawn Maddox):
1. 1 do not see any indication of no parking signs on the plan:
Roads must be marked no parking based on unobstructed travel width:
-Less than 28' No Parking on both sides.
-28' to 35'11" No parking on one side.
-36' or greater parking is allowed on both sides.
"No Parking" signs have been added on Sheets C4.01-C4.04.
2. Please confirm the emergency apparatus access road in an all-weather surface rated for
80,OOOlbs and indicate how it will be maintained during inclement weather.
The emergency access road has been revised to be heavy-duty asphalt.
Rev. 3 : No Objection
