Please find our responses to the comments below in bold lettering. Planning —(Tori Kanellopoulos)— Comments: REV: 3 Comments: 1. [ZMA201800003 Application Plan] Label "Future connection to trail in Block 2" at the edge of the sidewalk along the north/west side of Hickory Street. A call out has been added to the Layout and Utilities Plan on sheet C4.01. a. Rev. 4: Addressed. 2. [ZMA201800003 Application Plan] Label "Future connection to sidewalk and bike lane" at the edge of the sidewalk/bike lane on the south/east side of Hickory Street. A call out has been added to the Layout and Utilities Plan on sheet C4.01. a. Rev. 4: Addressed. 3. 18-4.12.6 Design standards and parking: Driveways cannot be within the public ROW. 18' for each on -site (driveway) parking space is needed. Extend driveways so that 18' on -site (and off the sidewalk) is provided for each space. Driveways appear to have a very small portion located within the public ROW. All driveways have been revised to have IS' outside of the ROW. a. Rev. 4: Addressed. REV: 2 Comments: 1. [Code of Development Alleys] The COD requires alleys to have a 20' minimum for two- way traffic. The alley behind Lots 14-23 has a 20' access easement, however that ENGINEERING I DESIGN I TECHNOLOGY includes 5' of sidewalk. The access easement needs to be 20' for traffic, and not include the sidewalk. It should also be labeled 'private'. The alley has been called out as private. The 5' of heavy-duty concrete has been removed. The alley is 20' for traffic. a. A separate public access easement is needed over the sidewalks, if they are intended to be for public access. The heavy-duty concrete portion of the travelway has been removed and the asphalt travelway is 20'. b. See Engineering comments for additional comments on the design of this alley. Acknowledged. c. REV. 3: Addressed. 2. Comment: It appears part of Bitternut Lane (as it turns into Pliny Road) is being removed with this site plan. How will residents access their homes in this area? The application plan with ZMA201800003 shows this road being re-routed. There shall be dead ends on Bitternut Lane in such a way that maintains residents' access to their driveways. Note that this is a temporary condition. An additional fire access point has been added to Pliny Road and additional access from New Horizon Drive (Road 1 is provided. a. REV 3: Coordinate with Fire/Rescue and Engineering to ensure that any circulation requirements are still met, including during construction. Acknowledged. We will coordinate with Fire/Rescue and Engineering. b. Rev. 4: Comment acknowledged. Applicant will coordinate with Fire/Rescue and Engineering. 3. [Other Applications] Ensure that the final site plan and final version of the Road Plan exactly match. Ensure that the easements and lot lines of the final plat match the final version of the Road Plan. Acknowledged. The final plat will match the final version of the Road Plan. a. REV 3: This is an advisory comment and will be addressed with the final site plan and final plat. REV: 1 Comments: 1. [Notes]: Include all Tax Map Parcels (on Sheet 1) that have grading, construction, or land disturbance associated with the Road Plan. It appears TMP 90A1-1D should be included as well. TMP 90A34D has been include on Sheet C0.00 under Site Information. a. REV 2: Addressed. 2. [Streets] Label each street as "Public" or "Private". It appears all streets are intended to be public. If private streets are being requested, the applicable sections of Chapter 14 must be met.: Each street has been labeled as "Public." a. REV 2: Addressed. All streets are public. 3. [14-302(B)(M)] Street names: Coordinate with E911 reviewer on street names. Names must be provided for each street. Acknowledged. Street names will be included on future submissions. a. REV 2: Not addressed. Street names will be included on future submissions. b. REV 3: Not addressed. Proposed road names have been shown on the plans. Alternate names for each include: New Leaf Drive (for New Horizon Drive), Margarita Lane (for Cardinal Lane), and Dave Matthews Crest (for Wardell Crest). c. Rev. 4: Partially addressed. Some road names must be revised per CDD E911 comments. Street names have been revised to Horizon Road, Wardell Crest, and Cardinal Hill Lane. Revised street names have been included in plans and confirmed per email from Brian Becker on October 23, 2020. 4. [18-30.7.5] Managed Slopes: It appears there will be disturbance of managed slopes. Please coordinate with Engineering to meet design standards. Acknowledged. We will coordinate with Engineering. a. REV 2: Will be addressed with Engineering. S. [Code of Development] Street Sections: a. Roads should be labeled based on their ultimate naming designations. For example, Sheet C4.3 shows Road 3 as traveling along Lots 14-25 in Block 5, and then curving and traveling along Lots 27-34. This will ultimately need to be two different named streets (e.g. Oak Street and Willow Street), so please label differently for now (e.g. Road 2 and Road 3). The temporary road names have been revised to correctly label Road 1, Road 2, and Road 3. REV 2: Addressed. b. For each street, include which Street Section, per the Code of Development, is being used. i. A Street Section for 'Road 2' is included, however Road 2 does not seem to be labeled on the Road Plan. Road labels have been revised to label Road 1, Road 2, and Road 3 correctly. ii. REV 2: Addressed. c. Label the 6' planting strip for each road (in the same way the sidewalks are labeled). The 6' planting strip has been labeled throughout the plan, shown on C4.01-C4.04. L REV 2: Addressed. d. Along the southern side of Road 1, include the following COD requirement: "Future sidewalk and planting strip along the south side of Road 1a will be constructed during future phase, per COD requirement." The plan has been revised to show the proposed full built out of Road 1. I. REV 2: Not addressed. Sheet 3.03 is not included with the Road Plan. This future phasing note should be included on the Road Plan, not separately. If sidewalk and planting strip are to be constructed with the associated site plan (SDP202000033 and pending final SDP), the landscaping information for both sides of Road 1 must be shown. Otherwise, only landscaping information for the north side is required at this time. Landscaping has been shown on both sides of Road 1. Sidewalk and planting strip are to be constructed with the associated site plan. ii. REV 3: The note referring to phasing provided with Sheet 3.03 still remains for Road 1A, however no phasing is shown on the Road Plan. Given that sidewalks and planting strips/street trees are shown along both sides of Road 1A, these improvements must be built or bonded prior to Road Plan approval. Either include the future phasing note per the COD or remove the reference to phasing. The reference to phasing has been removed from Erosion and Sediment Control Plan Phase IIA on sheet C3.06. Ill. REV 4: There are still references to phasing, however Sheet 3.03 is removed. See Sheets C4.01 and C4.07% Sheets C3.00-C3.08 have been included in the Road Plan in order to reference the phasing of Horizon Road. e. Show and label the required bike lane on the climbing side of Hickory Street on the road plan layout. The bike lane has been shown and labeled on Hickory Street on sheet C4.01. L REV 2: Not fully addressed. The bike lane should be labeled/shown on all relevant sheets; it is not labeled on the 'Road Plan'. The Road Plan sheets have been revised to call out the bike lane. ii. REV 3: Addressed. 6. Code of Development/Street Sections: Utilities and Landscaping: a. It appears there maybe conflicts with the proposed utilities and some of the landscaping strips, specifically along Road 1. b. REV 2• Not addressed. Trees cannot be centered on top of utilities (incl. storm pipe) and should be centered 5 feet or more from the utility. Use the same grey/white striping to show the storm pipe (consistent with the key), as it is difficult to see on the landscape plan. All utility conflicts along New Horizon Drive have been revised. The storm pipes on the Landscape Plan have been revised to match the key. d. Rev. 4: Addressed. Additional comments pending revised layout of manholes/sewer utilities. Revised sewer layout has been included in resubmittal. 7. Code of Development/Street Sections: Parking: a. If any street parking is being provided that is contributing to required parking spaces, show and label these parallel street parking spaces. If these spaces are not yet required parking, but will be in the future, these spaces will need to be labeled with future phases. The street parking contributing to the required parking spaces has been shown on sheet C0.01 and called out on sheets C4.02-C4.04. L REV 2: These spaces are not shown or labeled on the Road Plan Sheets. The total length of the on -street parking spaces required has been dimensioned on the Layout & Utilities Plan and Road Plan sheets. Per e-mail conversation with Tori Kanellopoulos on May 27, the spaces shall not be striped. ii. REV 3: Addressed. b. Note that the street parking spaces shown in some of the street sections (Sheet C1.1) do not appear to meet County standards. Further comments will be provided with VDOT and Engineering comments. Acknowledged. We will coordinate with VDOT and Engineering. REV 2: Cannot be determined without lines/spaces shown. The total length of the on -street parking spaces required has been dimensioned on the Layout & Utilities Plan and Road Plan sheets. The width of the on -street parking is shown in the Typical Sections on sheet C1.01. ii. REV 3: Addressed per email conversation dated 05-27-2020. 8. Code of Development/Open Space: Trails: a. Label "Future Trail connections" in each direction for the trail shown. Future Trail connections have been labeled in each location where the proposed trail ends. L REV 2: Addressed. b. Label the required trail buffer (minimum of 30'). The 30' trail buffer has been labeled and shown in sheet C4.03. I. REV 2: Addressed. c. Include a table with the required trail amenity, with the following information: i. The LF provided with this plat is an estimate. Please include the correct calculation. A table with required and provided trail amenity and the LF provided with this plan has been included on sheet C0.01. ii. REV 2: Addressed. Will need to match the final site plan table. See site plan comments and adjust accordingly. Acknowledged. d. Label provided 'Pedestrian Connection Areas' to the trail network. The pedestrian connection areas have been labeled where the trail network connects with the roads, shown on sheet C4.03 and sheet C4.04. L REV 2: Addressed. 9. [14-302(A)(4)(5)] Easements: Label all easements on all sheets where they are shown. For example, the private drainage easements and public drainage easements are not labeled on the Layout/Utilities sheets. All easements have been labeled on all layout and grading sheets. a. REV 2: Addressed. 10. [14-409] Coordination/extension of streets: A "Stub out of future phases" is shown on Sheet C4.1, where Road is connecting to Hickory Street, however Hickory Street is existing. Clarify the stub out label, as it does not appear there should be a stub out in this location. The stub out for future phases refers to the water line. This has been clarified on the call out by stating, "Stub out water line for future phases." a. REV 2: Addressed. 11. [14-423] Street signs: Signs identifying the name of each street within a subdivision shall be installed and maintained as provided in Chapter 7 of the Code. Acknowledged. A note has been added to sheet C0.00. a. REV 2: Addressed. 12. [14-428] Dedication of public streets and alleys, curbs, gutters, sidewalks, SWM facilities, bike trails, and pedestrian trails: a. The agent shall require a subdivider to dedicate to the county for public use each public street, including each non -constructed street extension as provided in section 14-409, and including any required curb, curb and gutter, planting strip and sidewalk, each drainage improvement for the public street. A subdivision plat will be submitted to the County for review/recordation which will delineate all areas/right-of-way for public dedication. L REV 3: Addressed with VDOT/County policies provided. b. Bike and pedestrian trails may also be dedicated to public use. Clarify if the proposed trail network will be dedicated to public use. A 10' public access easement is proposed around the trails. See sheets C4.02-C4.04 L REV 3: This will be addressed with future site plan submittals per the proffers approved with ZMA201800003. 13. [18-32.7.2.3] Crosswalks: Crosswalks should be provided at intersections for safe pedestrian access. Crosswalks have been provided at each intersection. See sheets C4.02-C4.04. a. REV 2: Addressed. 14. [18-32.7.9.5] Street Trees: Street trees are required every 50 feet for large shade trees. This requirement is not being met in many locations. Revise the Road Plan and Subdivision Plat to meet this requirement and request a waiver in any locations necessary. The landscaping plan has been revised to propose street trees at least every 50 feet. a. REV 2 i. Show street trees along Hickory St and Road 1 (at least the northern portion). These must be consistent with the street trees shown on the Road Plan. Street trees have been shown along Hickory Street and Road 1. ii. Provide two additional street trees along Road 3 near the stub out across Lots 25-28, if feasible, to meet the street tree spacing requirement. The VDOT sight distance triangle prohibits trees along Road 3 near the stub out across Lots 25-28. iii. Provide additional trees adjacent to the Plaza along Road 2, if feasible, to meet the street tree spacing requirement. The VDOT sight distance triangle prohibits trees adjacent to the Plaza along Road 2. iv. Provide additional trees near Lot 34, if feasible while maintaining site distance requirement, to meet the street tree spacing requirement. The VDOT sight distance triangle prohibits trees adjacent to Lot 34. b. REV 3: Addressed. 15. [18-32.7.9.5] Street Trees: "Platanus Acerfolia 'Columbia"' does not appear to be on the County's approved plant list. Revise to a tree that is on the approved list. The landscape plan has been revised to include only plants that are on the County's approved plan list. See sheets 1-1.01 and 1-1.02. a. REV 2: Addressed. 16. [18-32.7.9.5] Street Trees and Code of Development: The street trees shown along the south side of Road 1 are part of a future phase (per the COD). These trees should be greyed out and labeled "Future street trees along the south side of Road 1a will be planted during future phase, per COD requirement." Road 1 has been revised to show the entire proposed section. a. REV 2: If sidewalk and planting strip are to be constructed with the associated site plan (SDP202000033 and pending final SDP), the landscaping information for both sides of Road 1 must be shown. Otherwise, only landscaping information for the north side is required at this time. Acknowledged. Landscaping has been shown along Road 1. b. REV 3: Addressed, if being provided with this phase.
