Subject: SDP201900068 —Spring Hill Village -Final Site Plan (latest revision date 10-12-20)
The response below in red is from David E. Nichols of Roudabush, Gale & Assoc. on October
23, 2020. This response is addressing the only comment directly relating to the Landscaping
and Trail Easement Plat. All other comments will be addressed by others.
The Planner for the Planning Services Division of the Albemarle County Department Community
Development and the Site Review Committee will recommend approval of the plan referred to
above when the following items have been satisfactorily addressed. (The following comments
are those that have been identified at this time. Additional comments or conditions may be
added or eliminated based on further review.) [Each comment is preceded by the applicable
reference to the Albemarle County Code.]
Planning (Tori Kanellopoulos)
REV 4: Note that review of the final site plan is now per ZMA202000006, which was approved
by the Board of Supervisors on 09-16-20. Planning has also removed addressed comments for
easier review as plan is close to approval.
1. 18-32.5.2132.6.2 Contents of a site plan. TMP 90-28 no longer exists. Include correct
TMP information (e.g. TMP 90H Lots 1-100, TMP 90H-A, 901-1-13, etc.).
2. 18-32.7 Easements and ZMA202000006. A public access easement is required for the
trail along Route 20, per ZMA2020-6 application plan. An easement plat and the
required maintenance agreement is currently under review.
3. 18-32.7 Easements. Label drainage easement in front of Lots 68-70.
4. 18-32.7 Easements. Deed Book 5382 and Page 138 shows the private maintenance
agreement (HOA declaration) and plat were recorded together. Where were the public
drainage deed, SWM deed, and private street maintenance agreement recorded? This
DB/PG information is required.
5. ROW Dedication. The Route 20 ROW dedication should have been completed with
SUB202000064. Has this been completed? If so, it should be labeled as dedicated, not
to be dedicated.
6. 18-32.7.9 Landscape plan and landscape easements.
a. Please revise landscape plan cover sheet; it appears CAD layers have shifted.
The plan sheets appear correct.
b. The following lots still need landscape easements on an approved and recorded
plat prior to final site plan approval and are shown correctly on the easement plat
under review: Lots 15, 16, 75, 76, 79, 80, and 83.
c. The following lots still need landscape easements on an approved and recorded
plat prior to final site plan approval and are not shown on the easement plat
under review: Lots 52, 53, 54, 55, and the rear of Lots 84-100.
A landscaping easement has been added to Lots 52-55. For lots 84-100, the
intent of the landscaping plan was to place the required landscaping in Open
Space F, which would mean that landscaping easements are not necessary in
this area. The site plan is being updated to reflect this intent.
d. Lots 42 and 45 do not appear to need landscape easements, assuming that the
plan sheets are correct and the cover sheet is not.
e. The DB/PG for this easement plat will need to be on the final site plan.
7. 18-32.8.2 and 14-311 Other required applications. Road Plan Amendment must be
approved, and all required improvements must be built or bonded, and all required
Deeds and Declarations must be reviewed and approved prior to final site plan/final
subdivision plat approval.
Engineering
1. The road plan amendment must be approved before the final site plan can be approved.
2. Shared use path that is outside of the right-of-way requires an easement. This must be
recorded before final site plan approval.
