WPO Plan must be approved before road plan can be approved. Rev. 1: Comment not addressed. 2. WPO Plan must include a mitigation plan for the disturbance in the buffer. Rev. 1: Comment not addressed. 3. Provide all permits required for work in the floodplain and Powell's Creek. Rev. 1: Comment not addressed. 4. Comments: Per Part I, Section 4-a of the County's Road Naming and Property Numbering Manual (page 6 of PDF): "A proposed road name which duplicates an existing or reserved road name in Albemarle County or the City of Charlottesville shall not be approved. An exception may be made for cul-de-sacs which have the same name as the road from which they originate (example: "Amberfield Court" which originates from "Amberfield Drive")." A new road name will need to be submitted. We recommend providing three (3) candidate names to our office for review, in case your first choices are not acceptable. Road plans for the Connector Road should not be approved until the Special Use Permit amendment is approved (SP2019-002). Conditions regarding replanting, mitigation, LOMR/CLOMR, may be approved with the special use permit and will affect the road plans. Revl: Comment addressed however the SP should be referenced on the plan, including the conditions. 2. Road plans do not match the plans submitted for the special use permit. A comment for the SP was made by the County Engineer that the grading be 3:1 slopes, while the SP plan was revised, the road plan is showing 2:1 slopes. Both plans should match. Revl: Comment addressed. 3. A condition is proposed for the special use permit regarding a greenway trail. If the trail is proposed in this area, it should be shown on the road plans. If the greenway will happen with another plat, this does not need to be shown at this time. Revl: Since the greenway will be dedicated it needs to be shown on a separate plat with a deed for dedication since the road plan will not be recorded. It is recommended that you work with Parks & Rec to determine the location of the greenway. See condition below: property subject to the special use permit. 5. Prior to issuance of a grading permit to allow installation of the stream crossing or with submittal of the final subdivision plat, whichever comes first, the applicant must submit an easement plat dedicating to the county the area identified for a greenway trail on the attached plan. 4. Sidewalks and street trees should be bonded with the road plans. Revl: Sidewalks and street trees should be provided for the entirety of the property frontage along Orchard Drive. Brich, P.E. 1401 East Broad Street (804) 786-2701 Commissioner Richmond, Virginia 23219 Fax: (804) 786,2940 October 23, 2020 Emily Cox County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SUB-2019-00058- Pleasant Green Connector Road Dear Ms. Cox: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced Pleasant Green Connector Road, as submitted by Collins Engineering, dated September 25, 2020 and find the following: 1. The design plans for the proposed triple box culvert have been forward to the Culpeper District Structure & Bridge Section, as well as the Hydraulics Section. The following comments will need to be addressed: a. Submit load rating per HM-S&B-86.3 b. S&B will need to review shop drawing details to verify conformance with the details described in these plans prior to construction. c. No wing wall details have been provided. Will a standard wing wall and foundation be used? What is the skew, length, height, etc.? d. Please highlight or call out the dimensions specific to the proposed triple 8x10 box e. Fill height appears to be less than 10'. Why are these standards being used, page 5? f. Right-of-way limits are not shown with sufficient room to maintain structure after road acceptance into the State system. g. The connector road crosses a Regulatory Floodplain with a Floodway. The construction of the connector road will impact the floodplain and floodway and is regulated by Albemarle County floodplain ordinances and FEMA Regulations. Please confirm that Albemarle County has approved a CLOMR for the proposed floodplain alteration. h. Provide results of HEC-RAS analysis for review. 2. A Geotechnical report in accordance with Chapter 3 of the Manual of Instructions is required, as well as structural and hydraulic details and information. 3. Provide distances to nearest entrances or intersections on Route 1206, Orchard Lane. VirginiaDOT.org WE KEEP VIRGINIA MOVING 4. Pavement design for new subdivision streets shall be developed using the Pavement Design Guide for Subdivision and Secondary Roads in Virginia and must be based on in place material at the time of construction. 5. Please show mill and overlay on plans in accordance with WP-2. Show limits of mill and overlay to adjacent travel lane. Also, please add the WP-2 detail to the plans. 6. Please provide an MOT plan in accordance with the Virginia Work Area Protection Manual. MOT plan should be on a separate sheet and designed for this project, include the proposed mill and overlay phase of construction. 7. Easement plat will be required for establishment of the proposed right of way. S&B will require additional 10' easement for access and inspection. 8. Please include a note stating that VDOT will only maintain within drainage easements to the extent necessary to protect the roadway from flooding or damage. 9. Landscaping plan: Princeton Elm trees do not appear to be a good choice for this application. Due to its fast growth, the wood becomes brittle and weak, which ultimately becomes susceptible to breakage during severe storms. It has a shallow rooting system, which penetrates sewage pipelines, and cracks driveways and walkways. 10. Due to the level of items noted in this review, these comments may not be exhaustive. 11. Please provide a comment response letter with each submission after the initial. A VDOT Land Use Permit will be required prior to any work within the right of way. A Traffic Maintenance Plan (TMP) may be required to obtain a permit to work within VDOT Right of Way. The TMP preparer shall possess an Advanced Work Zone certification, verification number is required on the TMP submittal.
