Subject: SUB202000098 — Galaxie Farm — Road Plan dated 10-13-20
The following are Planning comments for Road Plan submittal SUB202000098:
1. ZMA201800012 Application Plan. Include notes on the Road Plan that the future
connections and ROW with TMP's 91-13 and 91-10 (Roads C and D.1 on the ZMA)
must be extended and dedicated upon demand of the County.
a. REV 1: Addressed. Note that Road DA on the ZMA is labeled Road B.1 on the
road plan.
2. ZMA201800012 Application Plan. Include the street sections from the rezoning
application plan.
a. REV 1: Addressed.
3. ZMA201800012 Application Plan. Label the bike lanes on Roads Al and A2.
a. REV 1: Not addressed. Labels do not appear to be shown.
b. REV 2: Addressed.
4. [Comment] Label roads as "public" or "private" on the road plan.
a. REV 1: Partially addressed. Road E needs to be a "private street easement".
b. REV 2: Addressed.
5. ZMA201800012 Application Plan. Per the approved rezoning, disturbance of preserved
slopes is not permitted: No preserved slopes within the development shall be disturbed.
The Road Plan shows grading in preserved slopes.
a. REV 1: Addressed. This is a site plan/subdivision comment, but note that lots
cannot be in preserved slopes, and Lot 65 will need to be adjusted.
6. 'MA201800012 Application Plan. Clearly label limits of ROW for Road A2; ROW for
Road A2 should be shown up to the property line. A future interconnection should be
labeled here as well.
a. REV 1: Addressed.
7. [14-303(N)] Private streets. Include the required note for private streets: "The streets in
this subdivision may not meet the standards for acceptance into the secondary system
of state highways and will not be maintained by the Virginia Department of
Transportation or the County of Albemarle."
a. REV 1: Addressed.
8. [14-410] Street standards. Include labels and dimensions for sidewalks and planting
strips.
a. REV 1: Not addressed. These should be labeled on C5 and C6.
b. REV 2: Addressed.
9. [Comment] Offsite grading outside the ROW appears to be shown on TMP 91-81B. If this
is the case, an offsite grading easement is needed (or letter of approval).
a. REV 1: Acknowledged applicant response. Applicant is working on addressing
this comment. Ensure all offsite permission is obtained. It appears work is also
shown on TMP 91A1-EO to connect to for emergency access.
b. REV 2: Acknowledged applicant response. Applicant has also indicated
revisions will be made to avoid offsite grading on TMP 91-8113, as this is
County -owned property and would require a public hearing for the offsite
grading. Offsite grading permission on TMP 91A1-EO can be in the form of
an easement or a letter from the owner granting permission.
10. [Comment] Recommend include the required trail with the Road Plan, as this must be
built or bonded prior to final site plan approval. If not included with the Road Plan, it will
need to be bonded separately (or built).
a. REV 1: Partially addressed. The trail connection along Road Al to the sidewalk
is not shown (see application plan below). Also note that a small portion of the
trail is shown offsite on Sheet C4. Additionally, Sheets C5 and C7 should show
the trail all the way to the boundary line — the boundary line is not fully visible at
the bottom of the page.
b. REV 2: Addressed.
11. [14-317] Note that a private street maintenance agreement will be required for Road E
that meets all of the requirements of 14-317. This can be completed with either the Road
Plan or the final subdivision plat.
a. REV 1: Will be completed with final plat. This is required prior to final plat
or final site plan approval.
12. ZMA201800012. Show how the special exception condition is being met:
The commission approved by a vole of s0 for the requested sklewalk modification with the condition (listed below) and
reasons stated n the staff repot.

REV 1: Addressed.
13. 18-32.7.9.4 Conservation checklist. Include a signed conservation checklist for the
preserved wooded areas.
a. REV 1: Addressed.
14. 18-32.7.9.5 Street trees.
a. Show each tree type on the Road Plan — currently tree types do not match
"Interior Street Tree Schedule".
i. REV 1: Addressed.
b. Clarify if trees are `large' or `medium' shade trees, as the notes indicate large
trees and the tree schedule indicates medium trees. Note that the 50' spacing
requirement applies to large shade trees, and medium shade trees must be
spaced at 40'.
I. REV 1: Addressed.
c. If possible, provide street trees at 50' apart along southern edge of Road C cul-
de-sac. Several trees are 60-70'+ apart.
i. REV 1: Partially addressed. It appears an additional tree could be added
adjacent to Lot 3.
ii. REV 2: Addressed.
d. If possible, provide additional street trees on Road D2 to meet the 50' spacing
requirement. It may not be possible to relocate utilities, however currently one
side of the street does not have street trees.
e. Several street trees are conflicting with utilities along Road C (storm sewer).
i. REV 1: Not fully addressed. See trees below Open Space C, Lot 52,
Lot 10, Lot 11, Lot 12, and Lot 46.
ii. REV 1: Recommend move trees into Open Space C and out of
planting strip along Road C, to avoid conflict with pipe.
iii. REV 1: Along Lots 9-12, seek alternative utility layout or find
alternative tree placement, such as in yards.
iv. REV 1: Ensure tree counts are updated accordingly.
v. REV 2: Not addressed. Tree and utility conflicts remain. Planning
has discussed with Engineering. Refer to Engineering Final Site
Plan checklist, Easements, third item: No trees within drainage
easements. Please revise or coordinate with Engineering.
f. REV 1: Note that all trees shown on individual lots will need landscaping
easements. Label landscape easements on the road plan, to allow for future
comparison with the final site plan. See Lots 62, 63, 53-60, 49, 48.
15. 18-32.7.9.8 Tree canopy. The entire site is approximately 13.362 acres, not 7.59 acres.
Include calculations for any areas removed per 18-32.7.9.8(c).
a. REV 1: Addressed.
16. [Comment] Indicate how other properties to the north will have access to their
properties via Galaxie Farm Lane during construction.
9. REV 1: Addressed.
Advisory Comments
1. Advisory comment. Planning review of this Road Plan is for comments specific to Road
Plan requirements only. Planning approval of the Road Plan does not constitute
subdivision plat or site plan approval; Planning has not reviewed this Road Plan for other
requirements such as setbacks, minimum lot size, open space, etc.
2. Advisory comment. The final plat will need to meet the requirements of 14-235 and will
need a maintenance agreement meeting the requirements of 14-317.
3. Advisory comment. Note that all required improvements must be built or bonded per
14-234 and 14-235 prior to final plat approval.
