Charlottesville, VA22903 www.timmons.com November 3, 2020 Megan Nedostup Albemarle County Community Development 401 McIntire Rd Charlottesville, VA 22902 RE: Keswick Hall Additions — Minor Site Plan Amendment Plan Review — SDP-2020-056 - Comment Response Letter Dear Ms. Nedostup: We have reviewed all of your comments from October 29, 2020 and made the necessary revisions. Please find our responses to the comments below in bold lettering. CDD Planning— Megan Nedostup: 1. Please clarify the provided parking. I counted 135 total spaces, and the plan states 246 are provided. Does that include Spa Spaces? If so, those should be removed from the site plan. Rev1: Comment not addressed. Per the plan there are the following: Proposed Spaces:134 Proposed Handicap spaces:7 Existing parking to remain: 107 Existing Handicap spaces to remain: 2 Total: 250 However, there is not 250 spaces. The total needs to be the total provided, not the total proposed plus existing. It doesn't appear that you are adding 134 new spaces but adding 27 new spaces (134-107). Please clarify and revise accordingly. The cover sheet has been updated to remove the reference to existing parking spaces. Parking tabulation reflects final amount of provided parking spaces. 2. Provide more information regarding the tent. There is a note on the plans that says "see landscape and structural details", however I don't see that information provided on the plans. More information is needed regarding this tent. Is this a permanent installation since anchors are being installed? What will this be used for? Covid seating for the restaurant lie temporary)? Events? Permanent outdoor space for the restaurant? This might have parking implications. Notes should be added to the plan on the intent for the tent use. Rev1: Comment addressed CIVIL ENGINEERING I ENVIRONMENTAL I SURVEYING I GIs I LANDSCAPE ARCHITECTURE I CONSTRUCTION SERVICES 3. An email indicated that there would be lighting changes. No lighting plans were submitted. Please include all information in the letter for changes and on the plans for all changes that are being requested. Rev1: Newly submitted lighting plan does not meet the requirements of section 4.17 of the zoning ordinance. Revise to include the following for all light fixtures over 3000 lumens: A. Cut sheets of the fixtures that include the height of the fixture and information that they will be full cutoff as required. B. Information on the LLF, which must be 1.0. Sheets L2.01 and L2.30 have been included for review and clarification. Cut sheets have been provided for all fixtures that exceed 3000 lumens. A LLF of 1.0 has been used for all fixtures that exceed 3000 lumens (see fixture labeled "14 III"). 4. Bubbled areas are identified in the area where the spa is to be located. The information shown does not match the most recent approved spa minor amendment (SDP2020-002). If there are changes to the spa parcel and site plan, a letter of revision needs to be submitted for that site plan, and not contained on this site plan. Remove any changes to the spa site plan from this request, and this plan should indicate the limits of the spa site plan with the site plan number that it was approved under. Sheet 2.00 has been updated to remove the revision cloud around the existing parking spaces in relation to Comment #1. In addition, limits have been added to indicate the extent of SDP2020-002 as requested. We have included PDF copies of the plans.
