I offer the following suggestions to help enhance your application. - Provide a 1 or 2 page site plan type sheet as an overview of the entire site, to include both entrances (the existing and the proposed), all buildings, travelways and parking areas, this document should also show the site's relationship to adjacent properties and road networks abutting the property. It should be scalable and should specifically provide distances to the light, distances to the bridge, depict the nursery entrance. It should also list the existing uses that will remain and the proposed uses for when the entrance will be proposed. It should show the location of the primary and reserve drainfields (as I believe the new entrance crosses over those). This document will be used for staff review. - You should make a clear case for why this SE should be approved. I'd mention what is different since the last time this went to the BOS, what has changed for their consideration. - This special exception item will go to the PC and the BOS. If staff is recommending approval consent agenda is not an option because of the history associated with the request and the substantial public interest. - I'd suggest you submit crash data for the site's Rte. 250 right out entrance and crash data at the stop light, as this was an element of the last submittal of this request and the BOS may request this information. - There is a risk associated with your request, since you are pushing the design of the entrance to the Major Site Plan Amendment, if anything changes with the design of the entrance at the Major Site Plan amendment stage that causes additional critical slopes to be effected that are not approved by the BOS you would need to go back to the BOS for approval of those additional slopes. To allow for the above information to be submitted please request a deferral of the proposal. After we hung up, I looked through my emails to find the correspondence I said I would forward along to you and in looking through my emails I found that correspondence had happened over a phone call. Again, we would like to move forward with these applications separately because in the event that the SE application is denied by the Board, we wouldn't want to have burdened our client with the costs of the major spa application fee and additional surveying and engineering work needed to prepare the major spa. I cannot find anything in the code that would preclude these applications from moving forward independently and we're confident we can provide staff with the information needed to comprehensively evaluate our critical slopes disturbance request without making an SPA application at this time. Of course, we understand we will have to move forward with the additional work prior to any entrance construction if the SE is approved. I spoke with Justin about the crash data request and I know he wants to catch up with you about that and so I hope you two can discuss that soon. Justin, please reach out when you can.
