Thank you for your comments dated October 5, 2020 the above referenced project. Below are our
responses to the comments from the review of the Special Use Permit application.
Planning Comments:
1. The applicant is verifying that the fee has been paid. This will be definitely be paid prior to PC meeting,
if it has not already been paid.
2. The application number has been added to the concept plan and project narrative, as requested.
3. The name of the application plan has been revised to Development concept plan, as requested. Also the
name of the sheets 3 and 4 have been revised, as requested.
4. The cover sheet has been updated to indicate that the parcel TMP56A2-04—A4 is located within the
Entrance Corridor Overlay.
5. A note has been added to the cover sheet under building height noting that the proposed facility is a 2
story building.
6. The parking calculations are based on the previously approved parking calculations for the Park facility,
adding in the additional parking for the recreational facility. Zoning, in their review of the parking
calculations, have determined that these are acceptable. Most of the planning comments about the
parking relate to the approved parking calculations from SDP2002-00051.
7. The existing structure on the R-6 zoned property is currently being used as storage for the park
maintenance equipment.
8. Concessions are still being served at the pool and from the concession stand over at the Peachtree
concession stand. This is the Lion's club concession booth that is being removed. It is used twice a year
during the large festivals at the park. A note has been added to the concept plan on sheet 4 (note 12).
9. The remaining area within the recreational facility is locker rooms, hallways, sitting areas, and
mechanical/storage rooms. This area will not be used for additional uses not already listed.
10. The setbacks have been updated per the zoning comment. With the setback updates, there are no
longer any issues with the location of the building extending into the setback. This has been resolved.
11. We have Included in the narrative under the public facility and infrastructure impacts the expected
impacts on the fire and police department.
12. Attached is a copy of the agreement. This agreement does not have any effect on the proposed
development plan.
13. Section IV of the narrative has been updated to include the preserved slopes just south of the pond.
14. The overall SF of the building and the building footprint of the Poo and recreational facility have been
added to the concept plan sheet, as requested.
15. This comment is acknowledged.
16. This comment is acknowledged. This note has been added to sheet 4 under the notes (note #13).
17. This comment is acknowledged.
18. This comment is acknowledged. The site plan will include a landscaping plan for the facility. The
concept phan shows the location and calls out the screening in this location.
19. This comment is acknowledged.
Planning Comments:

2. Additional information has been provided in the Special exception portion of the narrative which
identifies the distance of the swimming pool from the property line as well as the nearest dwelling units.
The distances are also shown on the concept plan (Sheets 3 and 4). This include the distances for both
in the inside pool and outside pool.
3. Additional information has been included in the narrative forthe justification of why the special
exception should be granted and how the potential impacts will be mitigated.
Transportation Planning
1. An 8' asphalt pathway has been extended to the southeast and southwest corners of the site, see sheets
3 and 5 for the location of the pathways.
2. An 8' asphalt pathway has been extended along the access road connection to Hill Top Street, as
requested. In addition, the existing concrete sidewalk has been extended to the new travelway
intersection.
3. The existing sidewalk has also been extended along Indigo to meet up with the pathway connection
from the park.
Engineering Comments:
1. The narrative has been updated to reflect the fact that the existing pond is not a SWM facility. The plan
has been updated to ensure that it does not reference the existing pond as a SWM facility.
2. The 50 foot buffer around the pond has been added to the plan and labeled. None of the grading
impacts occur within the 50 foot buffer area. In addition, the proposed dry retention area and most of
the water quality swale has bee shifted out of the 100 foot buffer. Only a small portion of the swale is
now within the buffer area.
3. A note has been added to the plan restricting parking within the 100 foot buffer. In addition,
landscaping has been added within the buffer are as requested. This additional landscaping is also
restricting the overflow parking within the buffer area.
4. An additional SWM facility has been shown at the outfall from the parking lot expansion to the east and
north. This facility will be designed to accommodate the SWM requirements for this portion of the site.
5. The gravel parking lot has been removed. It is now shown as a grass overflow parking area and future
parking area if the parking for the facility needs to be expanded.
6. It is acknowledged that the site will be considered as development of prior developed land and will need
to meet state water quality design criteria, as noted in the narrative.
7. The project will also account for the removal of the existing SWM facility, as noted in the narrative.
Transportation Planning
1. A note has been added to the concept plan stating that the proposed entrance at Hill Top Street shall
conform to VDOT standards, including the intersection design and sight distance requirements. The
design of the intersection shall be finalized with the site plan. Sight distance easements or a modified
entrance may be required to meet VDOT requirements for the entrance.

3. No onstreet parking is allowed at this intersection. The roadway cross section is too narrow for onstreet
parking in this location.
4. A note has been added to the concept plan stating that the final site plan will include right turn/taper
analysis and left turn lane warrant analysis for the entrance along Park Street. This warrant analysis
shall be performed with the final site plan for this intersection.
5. The trip generation data has been updated, as requested.
6. This comment is acknowledged.
Zoning Comments
1. The comments are addressed as noted:
A. The parcel setbacks have been updated as noted in the comment. The as noted, the
recreational building location works with the 25' side setback. The additional setbacks have also
been added along the parcel line between Parcel 72 and 72A.
B. Additional screening has been added in the location of the recreation and pool structure to help
mitigate the impacts of the structure on the adjacent properties.
C. A landscaping buffer has been added to the R-6 property to help buffer the park from Parkside
Village. In addition, street trees and landscaping have been added at the new entrance to the
Park from Hill Top Street.
D. This comment is acknowledged.
E. This comment is acknowledged.
F. This comment is acknowledged.
2. The comments are addressed as noted:
A. This comment is acknowledged. Conditions may be implemented by staff prior to the PC/BOS
meeting.
B. The landscaping noted above has been added to the concept plan, as requested.
ACSA and Fire/Rescue Comments:
Both have no objections, and the comments are site plan related, provided for information only if the SP is
approved.
Trail Comments:
1. The applicant is working with Stanley martin homes on the connection of the trailway in this location.
Stanley martin homes will be making the tie-in connection to the trailway in this location and providing
the trailhead elements which may include a kiosk and bench.
2. A note has been added to the concept plan on sheet 4 (note 14) indicating that portions of the existing
perimeter trail will repaired to correct existing deficiencies.
3. A primitive/stone dust trailway is now proposed around the pond to more formalize the amenity.
