Alan,
Level spreader design and location must avoid stream buffer. We've pressed as much as we can. It is reasonable to
propose culverts, but please focus on areas upslope /outside of 100' buffers for level spreaders. Highlight locations below
that run with contours may or may not work, but my sense and recommendation are for more level spreaders (13' L or
less) with ditch discontinuous downslope. With more level spreaders, there is reasonable expectation that concentrated
ditch flow may in fact become sheet flow —which is what we need to comply with 9VAC25- 870 -66.D.

Please revise.
Please show ditch discontinuous 5 -10' below ea. Level spreader, then show ditch beginning again. Culverts are
reasonable, but we cannot approve level spreaders in the stream buffer. Provide only ESC outlet protection (OP /stone
aprons) at culvert outfalls.

Alan,
You have the right idea —sheet 3 Level Spreader with Rigid Lip is the right detail, but please consider label /note that states
that Level Spreaders shown with this design are not Water Quali BMPs, that VA DEQ Stormwater Design Specification
No. 2 downslope profile may or may not be achievable.
Please revise `Maintenance Easement' label to read `SWM Access Easement' This easement allows Alb. County access
to inspect/maintain LS (if need be). Level spreaders are considered SWM facilities in that they are means by which
concentrated flow is converted to sheet flow. They are quantijy control as opposed to quality control, but SWM facilities
nonetheless. They are not ESC measures and will require SWM bond, maintenance agreement, and (SWM Access) Deed
of Easement. JT is better positioned to offer guidance /advice on Access easement requirements.
The proposed planting grid works but a diagonal or diamond pattern may give canopies more space. Without reference to
clear guide, it's intuition; square pattern is acceptable, but diagonal may be better.
Last, and more an item for Hunter or Josh, property owners of parcels proposed to receive Mitigation plantings will be
party to Mitigation Plan bond. Please feel free to pass this along, and feel free to call.
