RE: SDP2013 — 00029 — RESPONSE TO LOR COMMENTS AND INFORMATION
PERTAINING TO MINOR SITE PLAN AMENDMENT
Dear Ms. Gleason:
This is to provide important background information. The bond posted in 2017 was to disturb
the entire 2.3 acre site rather than for just the "Initial" phase so that the site improvements
could be constructed that exceeded the area covered in the Initial phase 5 — 8 sheets. It seems
this has resulted in a problem with obtaining a CO on the car wash.
As anticipated and in order to avoid cost associated with tear out of items shown that only
pertain to the Initial phase ie landscaping, old entrance, so the portion of the Final phase
improvements between the car wash and RT240 were completed. This was intended when
LOR #1 was submitted which shows that the 1-1/2 story bldg. in front of the car wash was noted
as "removed 2017" and made clear at Pre -construction meeting 4/26/17. The issue at this time
is that the CO for the car wash is being withheld due to Zoning being unable to sign off as the
site work that is in substantial accord with the approved Final phase has features that cannot be
bonded ie temporary travelway with associated temporary curb etc. This was unexpected and
has caused a financial hardship on the small business opening.
The LOR #2 has been revised accordingly. The details are clearly shown on Sheet 9 and 15
to address each staff comment. The Minor Site Plan Amendment application with check is
submitted. This is to make index changes to Sheet 1, delete the Initial Phase sheets 5,6,7, and
8 and replace with Sheet 9A — Phasing Plan. ( Since phasing is not part of the policy for LOR.)
ITEMS NUMBERED BELOW CORRESPOND WITH NUMBERS ON EACH SHEET:
1. Fence: White wood Fence at west property line — deleted
2. Islands abutting car wash bldg modified details:
a. Length of island rear/north side between self serve wash bays is 52"
b. Island added: Center front — Island 52" x 19' inserted which was shown on some and
omitted on some sheets. (This was an obvious unintentional error when printed.)
c. Sidewalk 9 'wide along east wall of car wash. Partial line was not clear that sidewalk
is partially over concrete water recycle tanks. Line is completed and shaded correctly
d. Islands(3) at rear of car wash- center, between auto wash bays, and east side of auto
wash bay- are 16.5' (kiosk was added in LOR#1)
e. Litter Can pad — small concrete pad is 3'x5' for two (2) trash cans.
f. Bollards — Corner of car wash and at wash bays, typical. Optional as needed (LOR#1)
3. Concrete paving sections: Where asphalt was upgraded to concrete paving at front and
rear of each bay and 16.5'x19' over water recycle tanks at east corner of car wash..

4. Trench Drain Added: across the front/north of the wash bays to collect runoff from the
higher grade of the parking area and pipe directly into structure 2A (No stormwater is
allowed in floor drains inside the wash bays which drains to the sanitary sewer system.)
5. Pavement markings & Signage: To clarify the circulation of vehicles
a. Seven (7) additional arrows — 1 at exit of 4 wash bays, 2 at west side, 1 at rear
b. Sign added "DO NOT ENTER" at two locations
c. Sign added: " One Way" with arrow to left to prevent right turn.
6. Gas service: Relocated by gas company — location noted
7. Slope Stabilization: 112ft x8 -11 ft noted as "Optional slope plantings"
8. Note Revised: Note #1 at bottom of Sheet 9 to read " All utilities serving all (3) buildings
to be placed underground" This is a correction as the existing telephone & comcast
lines along RT240 are not required to be UG and excessive cost associated with major
public utility relocation is not the responsibility of this property owner. The existing bldgs
have been served overhead and new bldgs are to be service underground. The car wash
utilities have already been installed underground ie cable, electric.
9. Signage: Two (2) possible locations for signs 1 Oft setback to property line. It is
understood that a permit is required for signage & ARB is part of that process.
10. Items from LOR #1 approved in 2017 — Kiosks (2) with bollards, bollards typical at car
wash bldg. corners, wall deleted from rear center island.
LANDSCAPING SHEET 15 REVISED:
1. Shrubs: Four (4) shrubs added in island at center front of Car Wash so quantity of
126 increased to 130. One (1) shrub deleted at left side of east entrance at the new
electric pole with several underground feed wires so final quantity is 129. Of these,
49 have been planted which leaves 80 remaining to be planted. At request of ARB
(comment 2), the remaining 80 will include 3 additional species mixed in with no
species to account for more than 25% of these. This is noted on Sheet 15 for the LOR
and noted on Sheet 9A phasing notes.
Response to individual comments pertaining to the LOR submittal:
1. Generally — Upgrades to concrete paving and landscaping are both addressed in the
items listed above. The light fixtures are exactly as shown on Sheet 9, 15, and
Photometrics on Sheet 17 of approved site plan. The parking spaces for specific bldgs.
are per the phasing plan.
2. There is no reason to go back and make changes to the initial phase sheets. The sheets
that specifically pertain to the Initial phase are deleted 5,6, 7 and 8. Sheet 9 shows
minor changes listed above and Minor Site Plan Amendment -Sheet 9A is added to
show the phasing of site improvements.
3. Sheet 9 is being submitted with revised details- see items list above.
a. Sidewalk Phasing is addressed in the Minor SP Amendment -sheet 9A
b. Parking space phasing is addressed in the Minor SP Amendment - Sheet 9A
c. The gas service is not "new" to this site. Clearly shown on Sheet 4 labeled "gas meter'
on right side of the old entrance. The gas company moved it 60ft to the West to the right
side of the new entrance. The only reason this is noticeable is the gas company has
new safety yellow paint on the pipe guard that protects the gas line. (See ARB
comment 4 below)
4. The removal of this bldg. was noted on LOR #1 sheet approved in 2017 which is in the
county records. By reference, this is addressed.

5. The landscaping installed is per Sheet 15 of approved site plan for the west portion of the
site with minor change to shrub count (see above 126 increased to 129). The juniper
slope stabilization plants are ADDITIONAL and do not replace any landscaping plants.
Location is noted on Sheet 9. The west slope area is location of primary underground
electric line serving transformers on the self storage property. To stabilize the slope
completely as coordinated with neighbor property, an area 112ft long x 8-11 ft wide is
mulched with 60 junipers planted approx. 3ft o.c. This is optional for owner to plant for
low maintenance and attractive appearance. These are not required plantings so noted
as "optional".
6. Light fixtures: There are four (4) installed in Phase I. Locations are per the approved site
plan Sheets 9 & 15 with Photometrics on approved site plan Sheet 17. Two ( 2) at front
of parking spaces along the west edge 22' & 85'from the SW curb corner and two ( 2)
behind the car wash at 28' & 98' from NW curb corner. (The photometric plan Sheet 17
of the approved Site Plan is to confirm maximums at the property line for conformance
with the Zoning Ordinance. The Phase I installation of 4 lights does not require a new
photometric plan to demonstrate LESS lighting internally as it serves no purpose.)
7. The circulation around the car wash is One Way (clockwise). This is UNCHANGED from
what was approved on the Initial Phase sheet 5. Arrows are increased and signage
added per list above to clarify vehicular circulation. Since the temporary travelway on
the east side is 24ft wide and serves only vehicles that do not drive through the car
wash bay — if a car was parked along the side in one lane, the second lane is available
for emergency vehicles circling the car wash bldg. Therefore, a no parking sign is not
warranted.
8. Understood but the LOR is a limited review process that needs to be completed. This
resubmittal is to confirm minor changes and to assure that the site improvements agree
with the site plan once the LOR is approve. The Minor Site Plan amendment which is
being required will address the Change in Phasing as this is the only item that is not
covered under the LOR policy.
ARB — Comments
1. The notes on the LOR were to decrease the length of the fence shown on the approved
site plan. Since the fence is not needed or required and difficult due to the transition
grades, this submittal includes deleting the fence in its entirety.
2. The site plan was approved with one species of (126) shrubs. This LOR is to revise the
total to 129 shrubs. (See Sheet 15 notes). Regardless, we are willing to change the
planting schedule to comply for the 80 shrubs that remain to be planted. Currently,
abelias are already planted (30 at front & west edge, 4 at west side of car wash, and 4 at
front center of car wash. Add a note on the Phase Plan 9A and on the landscaping SH
15 so that the remaining 80 shrubs in "Phase II & III will include three additional species
mixed so that no shrub species will account for more than 25% of the 80 shrubs.
3. Junipers are part of the E&S slope stabilization and optional to plant so not added to
plant schedule. These 60 plants are in additional to the abelias.
4. This is the same gas service shown on Sheet 4 but relocated approx. 60ft west. The
grey gas pipe is protected by a pipe guard painted yellow. The 3 shrubs have been
shifted to directly in front of the gas service for screening purposes. Gas company does
not allow attachments to the guard. It is safety yellow for a reason.

6. Understood - As discussed, an application will be submitted to the ARB applicable to
the elevations for the front bldgs.
