Jodie, Charles Rapp and l met together yesterday to consider your points. We acknowledge the importance to the Foundation of being able to commence construction as soon as possible, and seek to support your forward movement. Because the County initially provided a decision that an LOR would be an acceptable process based on limited review of the situation at hand and the Foundation reportedly moved forward based on that decision, we believe it important to stand by that decision. However, based on the additional information received, we recognize the need to condition the approval in the following ways. First, the Foundation needs to complete a comprehensive major site plan application with approval of the major site plan achieved prior to issuance of a certificate of occupancy on this replacement and expansion. The consolidated plan will be the basis for our zoning inspection approval and bonding for the currently proposed work and will tie together numerous separate plans. The site plan / zoning team can work with you all to determine the appropriate extent of the consolidated plan. Second, given the volume of work underway through the Foundation, we are requesting an update meeting with the Foundation team to discuss your comprehensive future plans for development. This meeting will be attended by our department leadership to frame in context both your upcoming submittals and the workload impacts for our staff. This meeting would be in addition to the restarting of a regular meeting between CDD staff and the Foundation. We look forward to continuing a collaborative and cooperative working relationship with the Foundation. I want to first say that I am fully appreciative of the work Lisa, Cameron and Mariah are doing on our behalf in support of the Boar's Head Spa renovation (from the fire last December). We had several discussions last week and I believe they have included you in this issue. I am not sending this to "go over their heads," but feel I must over -communicate in support of the Boar's Head and the Foundation. Thank you for your consideration on the Letter of Revision (LOR) for the Boar's Head Spa. Needless to say, we were surprised with the change of direction at the Pre -Application meeting since we had discussed with county staff over the summer to confirm that a LOR would be an appropriate direction for approval. That said, we understand that the planning team was simply reacting to what they knew and likely did not have all of the necessary detail at the time for them to make a comprehensive recommendation. I have worked with Lisa Green for many years and appreciate her continued guidance. If she mentioned to me that any future site plan work require a Major or Minor Site Plan Amendment and that LOR's would not be allowed, I most certainly did not understand that was applicable on the other buildings on this parcel such as the Spa or Pavilion since we have never taken that approach in the past. Mariah just confirmed that the Spa Site Plan (date 2000), did not have any associated LOR's which was good news. However, considering where we stand now, I did have a few thoughts I would like to provide: 1. We would be more than happy to provide the County a consolidated site plan for the basis of any future work. We are requesting an LOR for the BH Spa project, associated with the 2000 site plan specific to that building, be acceptable to enable us to begin work. This is key. We will also submit a Site Plan Amendment for the recently requested consolidation work. If helpful, we would be comfortable with language that states that the Site Plan Amendment would be "in process' by the time of a Certificate of Occupancy for the Spa. The Minor process could take some time with all of the reviewers and we would like to link that process to the Spa CO to make sure the County and our civil have time to thoroughly compile the information. 2. The Planning Staff recommended breaking up the Building Permit into the existing structure and a second phase for the 450 SF addition. While this is helpful in getting us started, it does create considerably more work for the Building Inspections team in review and in inspections on site. In an effort to streamline the process for Zoning, we may be creating more work for the Building Inspection team. 3. The Planning Staff showed us the list of SP's and LOR's on the property going back to 1978. It seems that with 8+ buildings over 42+yea rs, the 23 actions were not particularly out of line for what we expected. If we had known that 42 years of precedent on how site plans were handled on this parcel was changing, we could have compiled this information in a Minor amendment months ago. 4. Finally, as you are aware, the Hospitality business has been more impacted than almost any other business during the pandemic. If we are delayed from our November start, this will cost Boar's Head a significant amount of revenue loss per month. Considering the positive relationship we have with Roger Johnson on requesting Expedited Review for economic development related projects, the impact the schedule will have on revenue is worth considering. As mentioned previously, we are requesting moving forward with a LOR for the Boar's Head Spa for SIP 2000-22 with a commitment to have a Minor/Major Site Plan Amendment underway as a condition for the Certificate of Occupancy for the Spa.
