(The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) COMMENTS THAT MUST BE ADDRESSED WITH THE INITIAL SITE PLAN: 1. [32.4.2.5(c)] Proposed water usage. The initial site plan needs to demonstrate that, as proposed, the development on this site is viable. The estimated water usage currently listed on the Cover Sheet (875 gallons per day), exceeds the by -right, permitted water usage on this site (348 gallons per day). Revise the plan to demonstrate that the proposed building does not exceed a water usage of 348 gallons per day. 2. [32.5.2(b)] Shared parking. Since a shared parking arrangement is being proposed, written documentation will be needed to confirm that the adjacent parcel owner of TMP 58A2-20A is aware and agreeable to a shared parking agreement. (Note: An email would suffice.) ADDITIONAL COMMENTS RELATED TO THE SITE PLAN: Albemarle County Planning Services Mariah Gleason, meleason@albemarle.org — Requests Changes 1. [Comment] Project number. Now that the initial site plan has been assigned a project number, please include the project number — SDP202000065 — within the title/heading of the Cover Sheet. 2. [32.5.2(i)] Easement plat. Prior to final site plan approval, an easement plat(s) will need to be submitted, approved, and recorded. The easement plat(s) will need to address the following: a. Shared access easement (for the benefit of TMP 58A2-20A) b. Vacation of property line (as shown on the Existing Conditions sheet) c. Drainage easements d. Any easement areas that may be needed for improvements, construction, maintenance, etc., along Ivy Road. 3. [Comment] Critical Slopes Waiver. Special exceptions, including critical slopes waivers, are now being processed as separate applications and fees. Please reference the following link for more information: httos://www.albemarle.org/govenunent/community-development/gpplly-for/special-exception Approval of the special exception will be needed prior to final plat approval. 4. [Comment] Area along Ivy Rd. The Existing Condition/Demo sheet indicates a large area where gravel will be removed in the front of the property along Ivy Rd. What does the site plan intend to place in this area once the gravel is removed? See related Comment 2. 5. [32.5.2(I)] Overhead power line. How is the overhead power line being relocated/rerouted on the site? 6. [32.5.2(n)] Building. a. Provide the dimensions of the proposed building. b. Note the intended height of the proposed building. 7. [32.5.2(n)] Walkways. Label the widths of proposed walkways/sidewalks. 8. [32.5.2(n)] Dumpster pad. Provide details for the proposed dumpster pad and enclosure to demonstrate that the requirements of Sec. 4.12.19 are being met. 9. [32.5.2(n)] Parking area. a. Provide dimensions for handicapped parking spaces and access aisle width. b. Denote on the site plan sheet, by note or legend, proposed paving material types for the parking lot and entrance. 10. [32.5.2(a)] Tax map and parcel number. Include in at lease one (1) place, the unabbreviated tax map and parcel numbers for the subject property. Consider providing this information on the Cover Sheet. 11. [32.5.2(a)] Setbacks. Revise the front setback from "Primary Street Frontage (Ivy Road): 10'Minimum" to align more readily with the ordinance regulations in 4.20. Replacing this text with "Front: 10' minimum from public street right-of-way (Ivy Road)" would be acceptable. 12. [32.5.2(a)] Sheet labels. a. Revise labels for Sheet C4.0 from "SUP Concept Plan" to "Site Plan" (e.g. on the sheet itself and in the Sheet List Table on the Cover Sheet.) b. In the Sheet List Table, also amend the title for sheet number C2.0 to indicate that this is the Demolition Plan sheet as well. 13. [32.5.2(e)] Existing landscape features. On the Existing Conditions sheet, identify existing wooded areas and tree line and note whether the wooded area is composed of evergreen, deciduous, or a mix. 14. [32.5.2(a)] Abuttingparcel information. a. List the present use within the information provided for each abutting parcel. b. Update the property owner for TMP 58A2-20A 15. [Comment] Vicinity map. Outline the parcels/subject property on the Vicinity Map on the Cover Sheet. 16. [32.5.2(a)] Location information. Include the state name after the County name in the title/heading information on the Cover Sheet. 17. [Comment] Benchmarks. If not already provided, reference the benchmarks used for surveys. 18. [Comment] Water connection waiver. The previous approval that was granted on June 16, 2020 in regards to SP202000005 Ivy Proper, which allowed relief from a required connection to the public water supply, has been re -issued specific to this initial site plan. Please see the approval letter attached. The development will still be required to meet all other building code and zoning regulations for the proposed project. Please provide turn lane warrants. 2. Dimension to entrances, show additional details for both sides of road. 3. Proposed entrance does not appear to meet commercial entrance designs along highways with shoulders. Seepage F-108 in the VDOT road design manual, Appendix F. Please note, the curb radii should be offset from the EP. 4. Please show mill and overlay on plans in accordance with WP-2. Show limits of mill and overlay to adjacent travel lane. Also, please add the WP-2 detail to the plans. 5. Please provide an MOT plan in accordance with the Virginia Work Area Protection Manual. MOT plan should be on a separate sheet and designed for this project, include the proposed mill and overlay phase of construction. 6. Please include a note stating that VDOT will only maintain within drainage easements to the extent necessary to protect the roadway from flooding or damage. 7. There appears to be drainage swale from bridge area that has not been adequately addressed. Final site plan will adequately address the drainage along Rte. 250. 8. Please extend drainage study to daylight for verification of existing pipe and outfall area adequacy. 9. Please note that the final site plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations, or other requirements. The ARB recommends approval of the Initial Plan without conditions. • Regarding recommendations on the plan as it relates to the guidelines: None. • Regarding conditions to be satisfied prior to issuance of a grading permit: None • Regarding the final site plan submittal: A Certificate of Appropriateness is required prior to final site plan approval. The following items and all items on the ARB Final Site Plan Checklist must be addressed: 1. Provide architectural designs with the next submittal. Note that the EC -facing elevation of the building must have the appearance of a fully designed facade and the side elevations must be designed to eliminate blankness and achieve appropriate form, scale, etc. 2. Show the location of mechanical equipment (building and ground mounted) on the site and architectural plans and show how it will be screened from the EC. 3. Provide a detail of the dumpster enclosure in the site plan. Specify materials that are coordinated and compatible with the building. 4. Include the standard mechanical equipment note on the architectural plans: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 5. Provide a lighting plan with the next submittal. 6. Provide a complete plant schedule with the next submittal. 7. Provide confirmation that easements will not conflict with the proposed/required landscaping. 8. Adjust the site layout to provide sufficient planting area for large shade trees along the eastern perimeter of the parking lot. 9. Submit a construction/landscape easement for any parking or landscaping that are proposed off -site. 10. Provide trees at the west end of the parking lot and shrubs at the base of the northern retaining wall. 11. Add the standard landscaping note to the landscape plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." 12. Show existing trees on the existing conditions plan. 13. Indicate retaining wall material(s) and color(s) on the plan. A physical sample may be necessary for review. 14. Provide landscaping at the base of the visible retaining walls to integrate them into the site. 15. Coordinate the tree line that is to remain throughout the site plan.
