Dear Mr. Wentland:
The Department of Transportation, Charlottesville Residency Transportation and Land
Use Section, has reviewed the above referenced plan as submitted by Townes Site
Engineering, revised 31 July 2020, and offers the following comments:
Culverts with opening size greater than 36 square feet must be approved by the
Culpeper District Structure & Bridge and Hydraulic Sections; this also includes the
proposed pedestrian tunnel. Typically these approvals are required prior to plan
approval, but may
be delayed until acceptance because this was not mentioned in previous reviews. Note
that we do not, however, recommend starting construction on these facilities prior to
Structure
& Bridge approval. Also note that these structures require a Geotechnical report;
please see Chapter 3 of the VDOT Manual of Instructions for those requirements.
Geotechnical testing and reports are in progress and will be emailed to you to pass
along to the District section for review/approval as soon as they are complete.
2. Commercial entrances along the proposed streets should be removed. These entrances
will be designed and approved during the site plan review process for each
corresponding parcel when a better understanding of their intended use is available.
As discussed in email correspondence prior to resubmittal, the locations of the
commercial entrances proposed on this plan were coordinated with Joel Denuzio
in 2013 and are based on spacing requirements for a thoroughfare road.
Townes has removed the proposed entrance on Crosscreek Drive for the future
apartment site; VDOT has agreed to let the remaining commercial entrances be
installed as dictated in 2013 with the rest of the proposed road improvements. At
VDOT's request, the proposed land use and a trip generation (ADT) estimation
for each commercial entrances have been provided on plan sheets C-3 and C-3C.
VDOT also stated in email correspondence that intersection sight distance lines,
for all intersections and entrances, need to have their own profile with existing
and proposed grade lines. These have been provided as requested on sheets C-
7Q - C-7S.
The proposed pedestrian tunnel does not connect VDOT facilities, is not essential for
pedestrian access, and does not meet minimum dimensions; therefore, it is not eligible
for VDOT maintenance. A maintenance agreement with the County of Albemarle
must be in place for this structure prior to road acceptance. Note that the structure
must still be approved by Culpeper District Structure & Bridge Section, as it supports
structures within proposed VDOT right-of-way.

4. Please add a note to the plan: "Landscaping plants and trees adjacent to the sight
distance triangle will need to be maintained in area between 2 and 7 feet above
ground as a clear zone to preserve sight lines and accommodate pedestrians." This is
especially important in areas of Line of Sight and Line of Sight easements.
Note added to C-10.
5. Minimum K values have not been met and horizontal alignment should be
adjusted to meet or exceeded the minimum requirement. Examples:
a. PVI Sta. 16+75.00 on Thicket Run Place.
b. PVI Sta. 10+75.00 on Thicket Run Drive.
c. PVI Sta. 20+15.00 on Thicket Run Drive.
d. PVI Sta. 11+00.00 on Crosscreek Place.
Per correspondence with VDOT in an email
dated 10/19/2020 the curves are okay.
6. Stop signs appear to be missing from Crosscreek Place.
Stop signs added to Crosscreek Place.
7. Stop Bars are not required on local streets intersections.
Stop bars removed.
Please provide a copy of the revised plan along with a comment response letter.

owner/developer must contact the Charlottesville Residency Transportation and Land Use
