On behalf of Airport Plaza, LLC we offer the following responses and plan revisions to
comments dated October 22nd, 2020.Our Responses are in bold italic text below each
comment.
Planning — Poty Saternye
1. (Original comment 2.) A site plan meeting all the requirements of section 32.6 of
Chapter 18 of the Code.
FINAL: Comment not yet fully addressed.
A site plan has been submitted per the above referenced code. Please
clarify/identify specific deficiencies of section 32.6 if any remain besides those
specifically commented on below.
2. (3.) [32.5.2(a)] General information. Revise the following:
a. (b.) Revise the parcel information for TMP 32-39 to include the Steep Slopes
— Managed overlay district information. Also, revise the site plan to show the
managed slopes information. The area of managed slopes in this parcel
appears to be very small and crossing the western property line.
FINAL: Comment not yet fully addressed. Since the E&S sheets will be
removed from the site plan (see Engineering comments) it will be necessary
to ensure the Steep Slopes — Managed information will still be provided in
the sheets that remain. The existing conditions sheets show the Steep
Slopes — Managed areas, but still require either labels or a legend symbol to
clearly locate these areas.

The managed steep slopes hatch from GIS also appears on sheets C1.0, C3.0,
C4.0, C5.0, C6.0, etc. A legend has been added to sheet C0.2 indicating the
hatch, and the hatch has been labeled directly on the site plan.
(i.) This site plan is based upon a boundary line adjustment. Therefore,
address the following:
i. (a.) A boundary line adjustment plat must be submitted (separate
application, fee, and submission) and approved prior to the approval of
the final site plan.

ii. (b.) The plat at the back of the site plan should be removed prior to
final site plan submission.

3. (6.) [32.5.2(j), (k) & (1)]] Existing sewer and drainage facilities; Private & public
easements; Existing and proposed utilities. Address the following:
a. (b.) See engineering comments in reference to required storm drainage
easements and modification that will be required.

b. (c.) Revise the site plan to show any existing or proposed waterline
easements. In the southwest corner, where the water meters are proposed,
no easements are shown or labeled for water.
FINAL: Comment not yet fully addressed. Although the Fire Hydrant
appears to have sufficient easement around it the proposed water meter
appears to be places on the edge of the proposed water easement. Water
meters typically require the easements to have an additional area around
the meter as part of the easements. Ensure the proposed water meters
have the required easement area around both of them.
The proposed water meters have been relocated to be within the proposed
easement with sufficient working space around the meters. See revised sheet
C6.0.

c. (d.) On the western parcel boundary line there is an existing storm pipe that
crosses the property boundary. Show all existing or proposed easements for
this pipe and the associated grates the rights of all involved are not already
covered by the VDOT drainage easement.
FINAL: Comment not yet addressed. Address the comment.
No record of any existing easements for the existing pipe could be found, other
than what is shown on the survey. All rights of entry and maintenance are
covered under the existing VDOT drainage easement which completely
encompasses these facilities on the subject property. Therefore, no additional
easements are proposed.
d. (e.) An easement plat must be submitted (separate application, fee, and
submission) and approved prior to the approval of the final site plan.

Acknowledged. A separate plat will be recorded prior to FSP approval once all
comments affecting easement geometry are resolved.
e. (f.) Include the abandonment of any easement in the proposed easement
plat.

f. (g.) A proposed gas line easement is shown. An easement plat will be
required. Work with gas provider to establish this easement.

4. (7.) [32.5.2(m) & 32.5.2.(i)] Ingress and egress; Streets, easements and
travelways. Address the following:

construction easement and a permanent access easement.

requirements.

5. (8.) [32.5.2(n)] Existing and proposed improvements. Address the following:
a. (b.) Revise the plan to include a detail for the screening fence.
FINAL: Comment not yet fully addressed. A screening fence is no longer
specified as being on top of the retaining wall. If this fence to be included,
then include a detail for the screening fence in the site plan.
At this time, this project is still awaiting final ARB approval. Until such time, we
will hold off on finalizing this detail to ensure that it matches what ARB
approves.
(d.) Revise the plan to include a detail for the dumpster enclosure.
FINAL: Comment not yet fully addressed. Address the following:
i. (1.) Revise the provided detail to include the height of the walls.
ii. (2.) Ensure that all portions of the wall and gates have a minimum
height of 6' (32.7.9.7(e)). The smaller of the two gates is labeled to
have a height of 5'-2".
iii. (3.) Ensure that the dumpster pad meets the minimum requirements.
The concrete dumpster pad must be at least eight feet beyond the
front of the dumpster, and therefore in front of the gate.
At this time, this project is still awaiting final ARB approval. Until such time, we
will hold off on finalizing these details to ensure that it matches what ARB
approves.
c. (g.) Show all street/accessway signage on the plan, ensure it is shown on the
layout and landscaping sheets, and ensure there are no conflicts with
landscaping.
FINAL: Comment not vet fully addressed. Please eet anv clarification on
required signs from engineering. In reference to this comment, show all
existing and proposed signs in the Landscape Plan sheet and ensure that
there are not conflicts between the signage and the landscaping.
At this time, this project is still awaiting final ARB approval. Until such time, we
will hold off on finalizing these details to ensure that it matches what ARB

6. (9.) [32.5.2.(e), 32.5.2.(p) & 32.6.2(j)] Landscape plan. A landscape plan is
required in the final site plan that complies with section 32.7.9. A landscape plan

information should include, but is not limited to, the following:

a. (e.) Provide the required shrubs between the parking spaces and Airport
Road in the area of the HC ramp. Some shrubs could be provided at the lot
side of the ramp and some could be provided at the roadside.
FINAL: Comment addressed.
b. (f.) Ensure area that utilized to meet the interior parking landscaping bed
requirement is planted with landscaping, not just one tree in a much larger
area, and is around the parking. The hatched island at the corner of the
building could be changed to a planting bed and provide additional area. Do
not claim areas not adjacent to parking, especially when it is above the
required amount.
FINAL: Comment not yet fully addressed. Significant areas of beds hatched
as "Interior Planting Areas" have no plantings shown in them in the
Landscape Plan sheet. The bed to the north of the main building and the
bed between the main building and the carwash area must have plantings
(at least shrubs if not trees and shrubs) in them to be considered "planting
areas".
Interior Planting Areas have been reduced to areas adjacent to parking, and
planted with a combination of landscape material including shrubs, ornamental
grasses, and trees.
c. (g.) Include in the site plan a filled out, signed, and dated conservation
checklist. FINAL: Comment not vet fully addressed. Ensure that the owner
of the site also siens the Conservation Checklist.
The subject parcel is subject to sale of the property to the contract purchaser
before the end of calendar year 2020. Therefore we have only included the
purchaser signature who will be the owner in the near term.
d. (h.) Include in the existing conditions, grading and landscape sheets tree
protection fencing around all existing trees that are to remain and include
tree protection fencing details in the site plan. FINAL: Comment not yet full
addressed. Ensure that on all three sheets (existine conditions. eradine &
landscaping) the:
i. (1.) Tree Protection Fence line work is actually shown. It is shown in
the Landscape Plan, but it does not appear to be shown in the
Grading and Drainage Sheet or the Site Plan Sheet. Only the limits of
clearing and grading appears to be shown in those two sheets.
ii. (2.) Tree protection Fence line work is either clearly labeled or the
linetype is included in a legend that specifically calls it out as "Tree
Protection Fencing". There does not appear to be any labels in either
the existing conditions sheet or in the site plan sheet. In the
landscaping sheet it is labeled, but the label is cryptic (TP 91 LF) and
nowhere on the sheet does it specify what the "TP" symbol in a circle
represents.

Tree protection fencing has been labeled additionally on the landscape plan.
e. (i.) FINAL: [New Comment] Revise or remove the "ADA Route/Sidewalk Not
Applicable 30 LF" and ensure that portion of the frontage is included in the
frontage calculations.
Dimensional note on Airport road and tabulations have been adjusted.
(10.) [32.5.2(n) & 32.6.2(k)] Outdoor lighting. In reference to the photometric
plan address the following:
a. (b.) Revise the Luminaire Schedule to have LLF value for all fixtures and
update the table accordingly.
FINAL: Comment not yet fully addressed. LLF must be 1.0. Revise the chart
and calculations for an LLF of 1.0 on all luminaries/fixtures.
Comment noted. Please refer to the revised photometric plan. We also
acknowledged this is subject to ARB.
b. (c.) Revise the Luminaire Schedule to have values for the total lamp lumens.
FINAL: Comment not yet addressed. Revise the charts to contain Total
Lamp Lumens and ensure that the column is labeled accordingly. Although
the values may be shown in the chart, not chart column is labeled
accordingly.
Comment noted. Please refer to the revised photometric plan. We also
acknowledged this is subject to ARe.
c. (d.) Ensure that all product manufacturer cutsheets are provided in the site
plan and include pictures or details that allow determination that they are
"full cut off".
FINAL: Comment not vet fully addressed. Address the followine:
i. (1.) Provide manufacturer cutsheets, that include pictures, for fixture
"B" (BKLT CH — LED-e69-FL-BZP-12) lighting fixture if it is to be
included in the site plan. Otherwise remove it from the photometric
plan and the Luminaire Schedule.
ii. (2.) Revise the light fixtures so that none can be tilted. Lights that tilt
are not considered full cut off. Therefore "F" (QSQ-AAXX- w/PGM-1 +
OSQ-A-NM-I5D-B-57K-UL-XX) does not meet the full cut off
requirement and must be revised.
iii. (3.) Clarify how light fixture "F" is mounted and how it is at almost
ground level when all the other OSQ series are mounted on a pole.
iv. (4.) Clarify what "Set to switch position 3 in field" refers to for fixture
"A" (CAN-228-PS-RS-06-E-UL-XX-700). Please note that titling would
not meet the "full cut off" requirements.

Comment noted. Please refer to the revised photometric plan. We also
acknowledged this is subject to ARB.
(e.) FINAL: [NEW COMMENT] Revise the Symbols in the Luminaire Schedule
to be the same color, darkness, and shape as those shown in the
Photometric Plan. It is hard to differentiate the colors from each other in
the schedule and the colors in the schedule do not appear to match those
in the plan. Also, at least one symbols not match ("F") between the two
and other do not appear to match because of scale, color, and darkness.
Comment noted. Please refer to the revised photometric plan. We also
acknowledged this is subject to ARB.
e. (f.) Light fixture "B" does not appear to be shown on the plan. Either make
it obvious where the 12 fixtures are located or remove them from the
Luminaire Schedule if they are not shown in the Photometric Plan. Items
not fully incorporated in the site plan cannot be approved with the site
plan.

acknowledged this is subject to ARB.
f. (R.) FINAL: [NEW COMMENTI Ensure that the resolution of the photometric
plan and the manufacture cutsheets are sufficient resolution to be able to
read all text, including the smallest.
Comment noted. See revised plans. if resolution is still unsatisfactory we will
work with the consultant to further improve the quality.
8. (13.) See the SRC comments from most of the reviewers attached. All SRC
reviewer comments must be sufficiently address prior to final site plan approval.

9. (14.) UPDATE: [NEW COMMENT] The final site plan will not be approved until an
ARB Certificate of Appropriateness has been granted. Additional revisions have
been made to the site layout, based upon ARB comments, that have not been
shown on the version of the initial site plan (see note top of "UPDATE"
comments) being reviewed. ARB review of the Initial Site Plan has not been
finalized/completed, revisions to the site plan to meet ARB comments have
been made since the site plan submission date, and additional revisions may be
required. Additional discussion and review of the site plan is on the agenda for
the 9/21/2020 ARB meeting. Any revisions to the site plan from the original

10. (Original comment 1.) The VSMP plan will need approval prior to FSP approval.

11. (2.) Record Plat for SWIM facility easements, Access, Temporary Construction,
Forest/Open Space, Drainage Easements needed prior to FSP approval.
Acknowledged. See response to comment 4.d. above.
12. (3.) Please remove the E&SC, SWIM, and drainage design sheets from the FSP —
Sheets C2.0 thru C2.8, C7.0 thru C7.6.
The WPO/VSMP and FSP sheets have been separated as requested. See
attached submission.
13. (4.) C3.1—Show the turn and taper lane lengths and widths labeled. Taper at
12:1 with 12' lane widths.
Entrance geometry at Rte. 29 has been revised per discussion with VDOT in
regard to their comments. See responses to MOT comments below and image
below for a summary of entrance geometry changes.

The stone base for the curb and gutter detail has been revised to be 6" thick.

Needed fire flow calculations can now be found on revised sheet C0.2.
21. (3.) Provide the currently available fire flow for the site from a recent ACSA fire
flow test.
Fire flow data is now provided on revised sheet C0.2.
22. (4.) A Knox box is required. Please indicate this requirement with a note on the
plan. The location can be coordinated with the fire marshal's office.
This note can be found on sheet C4.0 under Site Plan Notes.
VDOT — Max Greene
23. (Original comment 1.) The curb radii should be offset from the EP along Rte. 29
SBL. Per page F-108 in the VDOT road design manual, Appendix F.
As discussed in email correspondence, the geometry of the Rte. 29 entrance has
been revised to provide continuous curbing from the proposed entrance to the
existing curbing at the intersection with Airport Road (south side). The
geometry has also been revised to provide a taper from the existing edge of
pavement to the proposed curb return end on the north side of the entrance.
See revised sheet C4.0.
24. (2.) Please add a note to plan: A Traffic Maintenance Plan (TMP) is required to
obtain a permit to work within VDOT Right of Way. The TMP shall be prepared by
an Advanced Work Zone Certified person, certification card with verification
number is required on the TMP submittal.
This note has been added as note 1 under Maintenance of Traffic on revised
sheet CO. 1.
25. (3.) Please show and label "mill and overlay' areas to adjacent travel lane in
accordance with WP-2.
The mill and overlay areas are now shown and labeled on revised sheet C3.0.
26. (4.) Please add the WP-2 detail to the plans.

29. Provide details of accessible spaces, access aisles, and signage.
Details of parking spaces and signage can now be found on revised sheet C4.1.
30. Add the following note to the general notes page: "All roof drains shall discharge
in a manner not to cause a public nuisance and not over sidewalks."
This note has been added to sheet CO.1 under miscellaneous.
ACSA — Richard Nelson
31. Submit 3 copies and PDF of the utility plan to ACSA for review and approval.
Acknowledged. See submission package.
32. Relocate proposed light pole outside proposed ACSA easement.
The light pole has been relocated outside the easement. See revised sheet C6.0.
33. Provide fixture counts and proposed flow rates to confirm water meter size.
Demand has been calculated from actual water demand data from existing
Sheetz stores, as provided by Sheetz. Meter sizing calculations are now
provided on sheet C0.2.
34. Revise 6x2" tapping sleeve to a 1" Corp. stop.
The tapping sleeves have been revised to 1" corporation stops. See revised
sheet C6.2.

The connection is now called out as required on plan and profile. Contractor is
directed to RWSA notes in plan view label. See revised sheets C6.0 and C6.2.
36. Add the following note to the utility plan sheet that shows the proposed
connection: "Contractor shall coordinate with RWSA and ACSA for the
connection to the existing RWSA 12" waterline. Contractor shall use due
diligence to protect the RWSA 12" waterline during construction and tapping.
Contractor shall verify the horizontal and vertical location, the outside diameter
and the pipe material of the 12" waterline prior to ordering the tapping sleeve.
RWSA shall be contacted 3 business days in advance of the test pit and shall be
present during the test pit. The tapping sleeve shall be approved by RWSA prior
to being ordered. The tapping contractor shall be approved by RWSA prior to the
tap. A minimum of 3 business days' notice shall be given prior to installation of
the tapping sleeve. The 12"x6" tapping sleeve and valve shall be installed plumb.
Following the placement and testing of the 12"x6" tapping sleeve and valve, a
concrete pad and thrust block shall be placed under and behind the tapping
sleeve and allowed to set prior to making the tap.
These notes now appear on both plan and profile sheets. See revised sheets
C6.0 and C6.2.

37. No trees within 10 feet of RWSA 12" waterline.
No trees are proposed within 10' of the RWSA 12" line. See revised sheet C8.1.
