Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [35.1 ] Fees. The public notification fee of $435 was not paid prior to the SRC meeting. Please pay the $435.00 fee prior to any further review/action of the plan. 2. [ZMA2000-09, ZMA2013-7] Application Plan and Proffer 3.2. The recreational facilities proposed in Park I do not match the approved application plan. The application plan associated with ZMA2000-09 depicts building #34 Community Clubhouse, building #33 a daycare/institution/commercial, an outdoor pool, and a playground. Revise the site plan to include all of these uses. Proffer 32. Requires "The gross floor area of the buildings used for commercial, office, other uses, and hotels shown on Sheet A may be adjusted within a range of up to ten percent ( 10%), provided that the maximum gross floor area for each category of uses shown on Sheet A is not exceeded." Thus building #34 Community Clubhouse shall be no more than 10% below 6,000 SF. Also, provide building #33 as a daycare/institution/commercial use at no more than 10% below 8,040 SF. Continue to provide an outdoor pool. Also provide a playground. Also, sheet G (Open space and Greenway plan) of the application plan requires Park I to contain a minimum of 50,669 SF of active/passive recreational area consisting of pool and natural woods. Provide a chart on the site plan which staff can review to ensure this requirement is met for this area. The square footage for the Community Clubhouse building shall not be counted in this calculation. Per meeting with the county, the recreational facilities will be based off the modified Application plan that has been made a part of this plan submittal. 3. [4.16.2] Minimum Facilities within the Recreation Areas. On the final site plan document the amenities provided in the building and onsite. Per meeting with the county, the recreational facilities will be based off the modified Application plan that has been made a part of this plan submittal. 4. [32.7.2.1, 32.5.2(i)] Vehicular Access to Site. Prior to final site plan approval the road plan serving this site shall be approved in a road plan. Currently these roads are being reviewed under SUB2016-92. Noted. 5. [ZMA2013-07, ZMA2000-9] Proffer 9.2 Bus Stop Turnoffs, Bus Stop Improvements, and Bus Service. On the road plan for Cliffstone Boulevard design, label, and dimension the 2 required bus stop turnoffs adjacent to Park I (see sheet B of the application plan). One shall be provided on each side of the road as depicted in the application plan. Prior to final site plan approval and prior to road plan approval the County Transportation Planner shall review and approve the locations of the two proposed bus stop locations. The bus stop turnoffs shall be bonded and constructed with the streets. As discussed in meeting with community development a bus pulloff area has been proposed on the section 1 plans and shown on the clubhouse plans. 6. [32.7.2.3(b), 32.7.2.3(c)] Sidewalks and Pedestrian Walkways. Provide a 5' wide sidewalk on each side of the entrance road into the site. Also, provide the required 6' wide landscaping strips on each side of the entrance road into the site. Additionally, extend the sidewalk along the front of the building to the parking lot. A sidewalk has been provided on the southern side of the entrance. The proximity of the parking lot to lot 41 does no provide room for a sidewalk. Cg-12 have been provided at the entrance to allow pedestrians to access the site with the sidewalk provided on the southern side of the entance. 7. [32.7.2.31 Sidewalks and Landscape Strip. Provide the required sidewalks (5 feet wide) and landscaping strips (6 feet wide) along the entrance into the site. A 5' sidewalk and strip has been provided due to proximity to the sanitary sewer easement. Bumper blocks have been added where sidewalk is adjacent to parking. 8. [32.7.9.7(a)(2), 32.7.9.7] Screening/Parking Areas. Commercial uses and parking areas shall be screened from adjacent residential uses. Noted. Landscaping will be used to provide screening. 9. [32.7.9.5(e)] Shrubs Along Public Streets. The parking area is located so that the parked cars will be visible from the public street, as such additional planting of low street shrubs (12" tall minimum) between the street and the parking area is required. Provide shrubs in this area that meet the criteria in Section 32.7.9.5(e). The shrubs shall be in a single row planted five feet on center. Noted. Landscaping to be provided. 10. [32.5.2(b)] Information Regarding the Proposed Use. On the coversheet of the plan list the maximum amount of impervious cover on the site. Information provided with the site summary on sheet C-3. 11. [32.5.2(n), 32.5.1(c)] Dimensions. Dimension the proposed building Dimensions provided on sheet C-3. 12. [32.5.2(b)] Height. Label the height of the building. To be provided when available. 13. [32.5.2(n), 32.5.1(c)] On the plan label the maximum footprint of the pool/pools. Added to c-3. 14. [32.5.2(n), 32.5.1(c)] Dimension the height of the fence around the pool. Label the material used for the fence. 4' vinyl call out has been added to fence labels 15. [32.5.2(n), 4.12.15(a)] Label the material of all surfaces. Added to c-3. 16. [32.5.1(c)] Dimensions. Throughout the plan dimension all proposed improvements. Added to c-3. 17. [32.5.2(n)] Existing and Proposed Improvements. Depict and label the proposed paving materials for all walkways, parking lots, and dumpster pads. Material callouts added. 18. [32.5.2(a), 32.5.2(s), ZMA2000-09] On the cover sheet provide the required and proposed setbacks for the front, side, and rear yards. [32.5.2(n)] Label the extent of the public right-of-way. Added on C-3. 20. [32.5.2(e), 32.7.9.4(c)] Existing landscape features. On the landscape plan identify whether existing wooded areas are evergreen, deciduous, or a mix thereof. The existing landscape is to be removed with the grading proposed with North Pointe Section 1. 21. [Comment] Provide directional arrows for the entrances and throughout the site. Added to sheet c4. 22. [32.5.2(n), 32.6.20), 32.7.9.7, 4.12.19] Dumpster Pad. Provide dumpster enclosure detail. Also, dimension and label material for the dumpster pad. Added to C-10. 23. [32.5.2(i)] Streets. Label Cliffstone Boulevard and Thicket Run Drive as either public or private roads. Added. 24. [32.5.2(p), 32.7.9.7(a)(1)&(2) & 32.7.9.7(d), 32.6.20)] Landscaping. Provide a complete landscape plan that meets all requirements of Section 32.7.9 with the fmal site plan. The plan shall provide the required street trees, meet tree canopy requirements, and meet parking lot landscaping requirements. To be provided by separate cover. 25. [ZMA2013-07, ZMA2000-9] Modify the title of sheet C-113, "modified application plan" is not a true statement and it is misleading. No such modification has taken place. Relabel this page "Layout Plan". Per meeting with community development, this modified application plan was approved by the county once the scope of the north pointe project became more clear. 26. [32.5.2(k)] Provide flow arrows in all storm drainage pipes. Added. 27. [32.7.4.1] Approval of a V SMP Plan is required prior to final site plan approval. See attached Engineering review comments. Noted. 28. [32.5.2(n)] Any proposed outdoor lighting must be shown on the site plan. A photometric plan and lighting cut sheets must be provided with the final site plan. Proposed lighting must comply with requirements of Sec. 32.7.8 & Sec 4.17 of the Zoning Ordinance. In addition to meeting all lighting requirements a standard lighting note will be required.
