HomeMy WebLinkAboutSUB202000041 Review Comments Rural Division Plat 2020-12-01t County of Albemarle Department of Community Development Memorandum To: Justin Shimp and Gwen Lacy From: Tori Kanellopoulos- Senior Planner Division: Planning Services Date: December 1. 2020 Subject: SUB202000041 - Castalia - Rural Subdivision The County of Albemarle Planning Division will approve the Final Plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [14-416] and [14-309] and [14-310] Health Director Approval. Approval from the Health Director is required for this application. Soils work has not yet been received. a. REV 1: Soils work and revised plat were transmitted to VDH 11/24/20. Comments or approval will be provided once received. 2. [14-316] New entrance onto public streets. This plat has been sent to VDOT for their review and approval. a. REV 1: No objection from VDOT. 3. [14-307] Stream crossing. Engineering is reviewing the proposed subdivision plat for compliance with this section. a. REV 1: See advisory comment from Engineering: Only comment was to label the floodplain, but they're showing an existing entrance to that parcel that is outside of the floodplain and will not have to enter it to get to the parcel. They can go through stream buffer if they need to and will have to do mitigation, but that will be picked up when they come in for a building permit or with a WPO plan when they want to clear or grade the lot. 4. [14-302(A)(8)] Building site. Show a building site for new Parcel C1. This parcel has significant constraints (WPO buffer, power line easements, critical slopes). a. REV 1: Addressed. Note that a 30,000 building site appears feasible outside of critical slopes, however it is not possible to tell for certain if the proposed drain field is outside of critical slopes, as they are not labeled on the plat. Ensure no critical slopes will be disturbed for the building site. 5. [14-31 on new Parcel C-1. a. REV 1: Addressed. 6. [14-302(A)(10)] Development rights. Revise the development rights note to show that revised Parcel D has five (5) development rights, not seven (7). The maximum for any parcel is five. 7. REV 1 NEW [14-302(B)(1)] Latest revision date. Include a last revised date for the plat. 8. [14-303(D)] Acreage. The residue acreage for the residue of TMP 65-1 1E (and, therefore, the total acreage of revised Lot D) appears to be incorrect. a. REV 1: The acreages do not appear to add up. TMP 65-11 D and 11 E are currently 52.80 and 52.93 acres, which adds up to 105.73 acres. However, adding up the revised and new parcels does not add up to the same result: 7.07 + 5.08 + 86.44 + 12.35 = 110.94 acres. 9. [Notes] a. Sheet 1 lists the parcels as TMP 55, instead of 65. i. REV 1: Not addressed: T.11.81-olo,J VAML C b. Sheet 1 lists the subdivision as "a portion of Parcel C", however it is a portion of parcel TMP 65-11 E. i. REV 1: Addressed. 10. [Advisory Comment] Attached are guidelines from Dominion Energy on applications and powerline easements. The County does not enforce power company requirements. Virginia Electric may have different requirements than Dominion, therefore Planning advises the applicant to reach out to the power company for their input. Parcel C-1 appears to require either an entrance through the floodplain or an entrance through the powerline easement.
