Subject: SDP202000074 Three Noteh'd Center— Minor Site Plan Amendment
The above-referenced site plan amendment does not satisfy the requirements of Albemarle County Code
§18-32.4.3.1(a)(ii), including meeting the standards for accuracy required by §18-32.6.1(e).The plan is
deemed incomplete and is not accepted for official submittal,pursuant to County Code §18-32.4.3.1(d).
in accordance with the determination that the plan is incomplete,provided below are reasons for
determining that the plan is incomplete and the corrections that will be required to permit acceptance of
the minor site plan amendment application.
1. The submitted drawings do not match the as-built conditions of the site,specifically the location
of the existing curb as constructed and associated changes to the drive aisle. Ensure that the
materials submitted to the County accurately match the desired as-built conditions.
2. Any changes from the existing,approved site plan,either recently constructed or proposed,
should be accurately conveyed on the amended plan and drawn to scale with sufficient detail to
review key elements such as length,width,spacing,etc.
3. The drawings submitted do not clearly identify which items are to be constructed within each
phase. Staff recommends that each phase be shown separately with improvements associated with
that phase.
4. Update the planting schedule to identify specific species and quantities of plant material to be
installed,including the additional proposed species as well as their location on the site. If
substitutions are needed at the time of installation,proposed species can be submitted to staff for
approval.
5. Notes should be used on the plans only when sufficient detail cannot be provided on the drawn
elements. Enlargements of specific areas may be needed to provide detail.
6. Remove clouding from prior revisions to accurately identify changes relevant to this submission.
7. If recently paved areas are to be used for staging during construction of future phases, please
label those areas with their intended use on the associated phasing plan. This information is
necessary in order to reduce potential conflicts between construction activities and the public if
portions of the site are open.
Per§18-32.4.3.1(d),a revised plan must be submitted within fifteen(15)days of receipt of this notice.
The date of the next application deadline after the resubmittal of the plan shall be deemed to be the date
upon which the plan was officially submitted. In the event the developer fails to resubmit the plan within
the 15-day period,the plan shall be deemed to be disapproved and a new application and fee shall be
required for submittal of the plan.
Staff has consistently conveyed these county requirements through written correspondence,emails,phone
calls and multiple site visits dating back to July of 2020. If you would like to set up a meeting to review

RESPONSES BELOW:
1 [he submitted drawings match existing site conditions tor Phase I
traveiways and curb. .See sheet 9A and 98 for phasing. Sheet 9 shows full
site plan improvements which wil not be achieved until site is fully
developed.
2 Minor Amendment details are drawn to scale and some notes are
necessary and consistent with approved site plan ie signage
3 Phasing Plan 9A shows full site plan improvements as shown on Sheet 9
divided into phases. Sheet 9B shows Phase I Auto Laundry which does
include a temporary travelway (with temporary curb) to facilitate
circulation around the bldg as was always intended on approved site plan.
The temp travelway & curb will be removed in Phase II and improvements
installed as shown on Sheet 9.
4 Landscaping plan show minor edits to change the quantity of shrubs &
locations. Species added
5 Plans are clear. Minor notes for signage is needed to show location
6 Previous clouding removed
7 No staging is shown and not necessary.
