This project is approved. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1. Sec. 1, Registration Statement: a. Sec. W.E. /MS4: Leave blank since Merrie Mill Farm lies outside Albemarle County MS4. (Rev. La.) Addressed. b. Sec. W.F. /Common Plan: checkbox, please check `No (Rev. La.) Addressed. 2. 6.A.: Revise PPP Exhibit to include: (Rev. 1) Addressed. a. Rain gauge location. b. On -site fuel storage for construction grading equipment, if proposed (better to show and not need, than to need and not show). Provide secondary (berm) containment with impermeable liner with volume sufficient to accommodate volume of stored fuel + 10-yr. storm event (vol.) x 1.1. c. Recommend relocate concrete washout location since it appears remote from concrete placement location, and occupies area that will be graded and paved. Recommend area near PCE. d. Limits of Disturbance listed as 40,000 SF while plan indicates LOD =1.54 Ac. Revise for consistency. 3. Include reference to WP02020-00040 in SWPPP title. 4. Provide complete tel. # for John Diven /Shelter Assoc., on SWPPP cover page. B. Pollution Prevention Plan (PPP) — See item 2 above. (Rev. 1) Addressed. The PPP content requirements can be found in County Code section 17-404. C. Stormwater Management Plan (SWAP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is approved. Note: A bill of sale for 0.92 lb. nutrient credits is required prior to receiving a Grading Permit. Engineering Review Comments Page 2 of 3 1. Revise EC 100 to include: (Rev. 1) Addressed. a. Reference to WPO202000040, b. Project tax map parcel number. 2. Provide a new existing conditions plan sheet, that includes, or shows: (Rev. 1) Addressed. a. Project site TMP, with ownership information, incl DB-PG reference. b. Property lines, with adjacent property ownership information (see, 2.a., above). c. Distance from bend in paved drive to Louisa Road (SR 22). d. Mapped floodplain (highlight,GIS image, below). [ image removed with Rev. 1 comments ] e. Water Protection Ordinance (stream) buffers. f. Show tasting room roof (downspout pipe) discharge to level spreader/s, or similar, to transition concentrated roof runoff to sheet flow, else revise SW 100 to demonstrate post -developed compliance with 9VAC25-870-66, stormwater quantity. i. Indicate length and location of (each) ELS. (Rev. 1) Addressed. ii. Ensure downslope gradient is consistent with /meets requirements listed in VA DEQ Stormwater Design Specification No. 2, Table 2.2. (Rev. 1) Addressed. b. Provide pre- /post -developed drainage maps. (Rev. 1) Withdrawn. Applicant response (letter d. 10/15/20): `... Due to the minimal increase of runoff, primarily related to addition of gravel to create a parking area in a field, and the continuation of sheet flow from this area, due to the low degree of grade change required, there is not really a need for pre/post analysis and comparison of stormwater. Therefore, pre/post development drainage maps were not added because I am not sure what they would be trying to portray. I believe that the plan set includes the information to satisfy this requirement.' c. Revise VaRRM.xls if LOD =1.54 Ac. rather than 0.92 Ac. (Rev. 1) Addressed, LOD revised to 1.75 Ac. d. Note: Engineering requires SWM Maintenance Agreements for ELSs for all sites other than single family residences. Engineering does not, however, require an easement plat or SWM facility deed of dedication (as in the past) for sites unless a site plan or final subdivision plat is required. This site fits that category (Agricultural use /no subdivision, no Site Plan), and will not require an easement plat or deed for ELS/s that may be required (appear to be required) to ensure post - developed sheet flow, especially from venue tasting room roof. (Rev. 1) Addressed. Applicant: `Working with Ana Kilmer on this.' [ Update: Maintenance Agreement recorded 11/9/20. ] D. Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is approved. 1. EC101 a. Maximum slope length above SF is 100'. In several locations SF upslope limit is exceeded. Provide alternate ESC measures, diversion dikes diverting runoff to traps, for example. It appears unlikely a 1.54 Ac. disturbance in close proximity to floodplain and stream buffers would not require one or more sediment traps. (Rev. 1) Addressed. Two sediment traps provided. Asfollow- Up: Although bottom trap dimensions are included in tables on EC104, please label ST floor dimensions on EC102. (Rev. La.) Addressed. b. There are separate, inconsistent references in SWPPP and plan to 0.92 Ac., 40,000 SF, and 1.54 Ac. LOD. Please check LOD, and revise LOD references in SWPPP and plan for consistency. c. Eliminate SF if not parallel (or nearly parallel) with terrain contours. Provide alternate temporary ESC measures, as needed. SF is installed cross -contour, parallel with terrain contours. 2. EC-102: Indicate locations of soil blanket stabilization, wherever slopes are steeper than 3: 1. (Rev. 1) Addressed. Engineering Review Comments Page 3 of 3 3. EC-103: Ref. SWM Plan comment /item #3, above, and provide level spreader (ELS) detail. (Rev. 1) Addressed. The VSMP permit application and all plans may be digitally resubmitted for approval when all comments have been satisfactorily addressed. Please provide digital version of revised plan /SWPPP with a completed application form. Process: After approval, plans will need to be bonded. [WPO bond posted 12/2/20.] The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded (ELS). [Maintenance Agreement recorded 11/9/20, bk.-pg. 5423-0003 ] The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. • If Nutrient credit purchase is required (0.92 lb. purchase is proposed); purchase documents must be executed prior to county issuance of a grading permit. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database (if LOD >1.0 Ac.) for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application (SWPPP Registration Statement). DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. [ VAR100883 issued 11/17/20. ] After DEQ coverage is issued, the County can hold a pre -construction conference. Applicants must request a pre - construction conference (complete form) and pay any remaining application fee. The form identifies the contractor and responsible land disturber, and fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a grading permit will be issued by the County so that work may begin.
