SUBJECT: Proposed Stormwater Management (SWM) Facility jacent to VDOT Right of
Way

The Culpeper District Drainage Section has established several criteria in evaluating proposed
SWM facility adjacent to VDOT maintained Right of Way. The criteria are as follows:
There shall be no permanent connection of the proposed SWM facility's primary
and/or emergency spillway structure (pipe or box culvert) to any culvert (pipe or box)
under a roadway maintained by VDOT (currently or anticipated). A temporary
connection to VDOT's drainage structure may be allowed during the construction
phase of the SWM facility provided such connection does not impede the
functionality of the VDOT structure.
The top of the SWM facility's dam/berm shall be a minimum of two feet above the
calculated 100 year water surface elevation within the SWM facility.
The proposed SWM facility will be located outside of VDOT's right of way.
The horizontal separation distance (drawing #1) from the toe of the embankment
slope of the VDOT maintained roadway (currently or anticipated) and the toe of the
embankment slope of the SWM facility's dam/berm shall be no less than five feet at
their closest point. In no case shall the horizontal distance (drawing 42) between the
centerline of the SWM facility's dam/berm and the outside edge of the shoulder of the
VDOT maintained roadway (currently or anticipated) be less than 30 feet.
