Ben,
(Doug please forward to Ben since I am guessing his e-mail address.)
The final steps to getting this project moving are underway.
will submit the revised application (changed tax map number) and get a check cut for the fee.
(It will take about two weeks and we feel the school division is getting a value well in excess of
the $1351.25 fee).
Ben will get a bond posted for the E & SC for $43,000 ( see 9/20 message form Allan Shuck
below).
Then the permit should be released.
Ben will be in touch with us for the schedule of the work. We intend to limit the fill next to the
school to a single window of a few months duration.

Subject: RE: Luck Stone - Stone Robinson ESC plan
Lisa,
Thank you for your patience. It is my understanding that the work is being performed by
Luck Stone and on their property, except for a small portion on the school property. A
joint (Luck Stone /School) WPO application was allowed in lieu of the School granting a
construction easement to Luck Stone for the activity that will occur on school property.
The school may receive some benefit from the completed grading activity, however; the
work is not being funded as a capital project nor is the contractor under contract with the
County where we have control over the contractor's performance.
Therefore, Luck Stone is responsible to provide the plan information, pay all applicable
fees, and post the performance bond for this work.
Sincerely,
Jack M. Kelsey, PE

Jack,
Allan tells me you are one who can waive a fee for Erosion Control plan review and
permit application.
Please consider waiving the fee(s) for the Luck Stone -Stone Robinson School grading
project.
The project benefits the school by providing fill in the hollow at the edge of the school
property so that the playground can be enlarged.
Please let me know if the fee cannot be waived and we will get a check cut to the County
of Albemarle for the fee amount Allan listed below.
Since Luck is providing the labor and materials for this project, we think it fair for us to
take care of the fee for a project that benefits the school.
(Yes, this is the same issue I left you a phone message about last Thursday, 10/5.)
Thank you for your consideration, Lisa

Ben /Lisa-
As luck would have it, the day after I sent you Allan Schuck's review comments indicating
everything was okay once the bond is posted, he sent me this email requesting another
application to correct several minor items, and also requesting a fee. The tax map parcel of the
school is TMP79 -23A, and the Luck Stone Parcels involved are parcels 21, 21A and a portion of
20 on tax map 79. The fee required for 8.25 acres is $1,351.25 Call me if you have questions or
need me to do anything.

Good Afternoon:
sent the E &SC review comments via mail several days ago for the Luck Stone - Stone
Robinson E &SC plans. Those comments are also attached to this E -mail. In addition to
the bond being placed, the following items need to be adequately addressed before
Engineering will approve the E &SC plans and allow a preconstruction meeting to occur.
1. The E &SC plan application needs to have the TMPs correctly identified and labeled on
the WPO application. These are shown incorrectly on the resubmitted application,
attached above, with both Luck Stone and Albemarle County school official signatures.
2. The applicant DID NOT pay a fee for this E &SC plan review. Even though some work
is being done on the school property, Luck Stone is the main applicant on this project.
An E &SC application is attached to this E -mail. This E &SC plan is NOT an amendment.
The previous E &SC plan has the bond released, therefore no E &SC plan currently
exists. The fee will need to be based on a disturbed acreage of 8.25 acres as shown on
the most recent application.
The new application and fee need to be submitted and the E &SC bond amount of
$43,000.00 needs to be posted before the Engineering can approve these plans.
Thanks,
