RE: SDP - 2006 -0071 Gillispie Preliminary Site Plan
Dear Sir:
Pursuant to Section 32.4.2.4 of Chapter 18 of the Albemarle County Code, the above referenced site plan
has been denied. This action has been taken because the site plan has not been revised to include required
revisions of the Site Review Committee. Those items that have not been addressed are:
1. More information is required for the concept stormwater management facility;
a. Please provide a BMP computation worksheet(s) for the site (17- 315.B.C, DSM- 503.3A)
b. Please specify the type of BMP you are proposing and whether or not the existing swale will
need to bypass the BMP.
c. It appears more of the site needs to be captured. The entrance road must drain to a BMP. [17-
312C & 17 -315A]
d. The BMP appears to be discharging with the swale into the neighbor's backyard. Please be
aware the channel at the bottom of this drainage area has had significant problems in the past
and the system under Inglewood Drive and downstream may need upgrading.
e. The drainage inlet to the south of the entrance road has experienced problems in the past, and
discharging into this channel and inlet without upgrading the system will be problematic.
Rev. 1: This comment has not been adequately addressed with this submittal. Comments la, 1b,
I c have been addressed. Comments Id and le have not been adequately addressed. The
applicant needs to provide written documentation with the preliminary site plan as to how the
outstanding comments will be adequately addressed.
2. As shown the existing Swale at elevation 520 will pond water at the property line. Please correct this
condition. If offsite grading is required please provide a temporary grading easement or letter of
intent from the owner of TMP 61K- 6 -C -8.
Rev. 1: This comment has only been partially addressed with this submittal. The applicant has
proposed a headwall and pipe at this location. More specific design information is required with
the preliminary site plan for the design and construction of this structure.
3. Please provide more information for the existing drainage inlets on TMP 61K- 5 -C -13, i.e.
dimensions /conditions /locations of the piping system, outlet and drainage easement. (18- 32.5.6.j,
VESCH MS -19). Afield inspection indicates the inlet at the corner of the road is in need of repair.
Rev. 1: This comment has not been adequately addressed with this submittal. The applicant
needs to provide a timeframe for the proposed inspections and possible improvements that may
be required at this location. This drainage issue affects the entrance and "safe & convenient
access" to the site.
4. Please provide a temporary grading and construction easement or letter of intent from the owner of
TMP 61K- 5 -C -13 for the installation of the proposed DI -3b and 15" pipe (DSM- 1102).
Rev. 1: This comment has not been adequately addressed with this submittal. The applicant
shows the Filterra on the property line and the DI -3B and pipe approximately 3 -5 ft off the
property line. The proposed 15 " line is approximately 3 -6 ft deep in this area. It appears an
easement is required for the proposed construction to occur.
5. Please provide drainage easements or letters of intent for discharges into the Koehn property TM
61K- 5 -D -4, and the Early property TM 61K -10 -1. See Design Standards Manual Chapter 11.
Rev. 1: This comment has not been adequately addressed with this submittal.
6. Please revise the entrance travelway to provide curb and gutter along its entire length.
Rev. 1: This comment has not been adequately addressed with this submittal. The applicant has
provided curb and gutter along the entire southern length of the entrance access. The northern
side of the entrance needs to be curb and gutter with a private entrance opening provided for the
adjoining property.
7. The existing roadway will need to be upgraded to current standards from the point where VDOT
maintenance ends. This will include a suitable turnaround at the end of state maintenance, removal of
the parking area, continuation of the curb and gutter, and dedication of right -of -way or easement as
necessary. Please show these improvements and easement or right -of -way on the preliminary plat

8. The critical slope waiver could not be processed at this time. Please provide a plan sheet that shows
both the proposed development and critical slope shading.
Rev. 1: Engineering has reviewed the critical slope waiver. The critical slope waiver needs to be
approved before Engineering can recommend approval to the preliminary site plan. This will not
be presented before the PC until all issues are worked out.
You may obtain reinstatement of review as provided by Section 32.4.2.4 of Chapter 18 of the Albemarle
County Code. A reinstatement fee of $65 must be included with the resubmittal of the plan. If a revised
plan and fee are not received within fifteen (15) calendar days the plan shall be deemed to be denied and a
new application and fee shall be required for submittal of the plan.
In accord with Section 32.4.2.7 of Chapter 18 of the Albemarle County Code, this decision may be
appealed.
