Clark,
I strongly encourage you to take advantage of the Thursday afternoon meetings with the engineering
reviewers to discuss concerns with the plan.
Please recognize that, because this plan calls for waivers of the critical slopes requirements and curb and
gutter requirements, the Planning Commission must approve those waivers before the preliminary plan can
be approved. The normal process is for the Planning Commission to approve the preliminary plan at the
same time as they approve waivers associated with the preliminary plan. If the Planning Commission
approves those waivers, they can also approve the preliminary plan with conditions they consider
appropriate, such as addressing downstream drainage concerns.
That said, engineering staff remains concerned the final plan will not be approvable because of drainage
concerns and grading on the adjoining property. As such, they remain reluctant to support approval of the
waivers until those concerns are satisfactorily addressed. I anticipate the Planning Commission will also be
sensitive to those concerns. That is why I believe it is important for you to sit down and see if you can
work out these concerns with staff.

We are having trouble obtaining preliminary approval for the site plan referenced above.
It is my contention that engineering staff is continuing to deny preliminary approval based on
items that are either final site plan requirements or contractor coordination issues. This has
caused an unprecedented delay for a project of this size.
Please review the attached documents and let me know how we should proceed to resolve this.
