Dear Mr. Wentland:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated 23
February 2018, and offer the following comment:
1. Upon attempting to verify required licensure it seems that the firm Collings Engineering,
Inc. is not registered appropriately with the APELSCIDLA Board. The plans will not be
approved until this is resolved.
2. This plan proposes fills in excess of 25 feet to achieve the proposed cul-de-sac and
housing elevations, which will be flanked by a 2:1 slope. Fill slopes of this height require
a Geotechnical study, which should include settlement/consolidation and slope stability
analyses. See Chapter 3 of the VDOT Manual of instructions.
3. All fill material shall consist of Type I Select Material as defined in Section 207 of the
2016 VDOT Road and Bridge Specifications. This must be clearly noted and described in
the plans.
4. This plan proposes excessively steep pipe slopes. Effort should be made to avoid these
excessive slopes as much as possible. Where slopes are in excess of 16%, anchor blocks
are required. When anchor blocks are used, they should be installed at every other pipe
joint, as a minimum. (See Special Design Drawing No. A-73 and MA 73 for Anchor
Details for Concrete Pipe). Although these pipes are not in the right-of-way, they are of
particular importance as they run through the fill slope embankment that will support the
road.
5. The VDOT Drainage Manual states that velocities in excess of 10 fps are to be avoided.
6. The maximum lift thickness for SM 9.5 is 1.5". Additional lifts must be placed no sooner
than 12 months. This should be noted on the plans.
7. Please show HGL's on profiles. Also provide HGL calculations, which should be
consistent with existing plans showing existing structures that are being tied in to.
