Brent; I had a chance to drive up and down the EC to look at the sign location and other recent signs approved by ARB. The sign will be highly visible from the EC, heading south. Landscaping,while important, will not totally screen the sign base. As far as the EC Sign Guidelines go,they seem to apply to signs being constructed along with new or renovated buildings and they are not necessarily applicable here. In this particular situation matching the sign to the building material is not appropriate. All the more recent signs provided with new or renovated building on the 29 EC have a brick or stone base. I would concur with the goal of"creating a consistent and unified design approach along the Entrance Corridors",and therefore would suggest a brick sign base for the Schewels sign. I have been working with them to bring the sign proposal closer to approved Entrance Corridor Sign Guidelines. Their attached proposal (see ARB 20-44 Sign) shows a 4'x 8' sign cabinet(internally illuminated, opaque background) atop a 4'x 8' base (total height 12'). The base consists of a medium gray aluminum cover(Pantone#877) surrounding a pole supporting the sign. As shown on the site plan drawing and photos below,there is significant landscaping, including trees and shrubs, along their Route 29 frontage.The proposed sign location is shown at the right (northeast) end of the parking facing Route 29.The issue remaining for approval is the aluminum material of the sign base. Entrance Corridor Sign Guidelines state the following regarding proposed freestanding signs: "Materials used in both the sign and support structures should be complementary.They should also support the aesthetics of the building and/or complex being served by the sign, although a direct duplication is not necessary. It is preferred that the base material match one of the primary building materials unless the design of the sign represents itself as a freestanding element complementing the building." The existing Schewel's building was constructed prior to establishment of the Route 29 Entrance Corridor and the building design/materials are not representative of what the EC guidelines recommend. As a result,our staff review recommended a brick sign base either matching or complimenting brick in the nearby AMF Bowling freestanding sign (photo below), in support of the guidelines'goal of"creating a consistent and unified design approach along the Entrance Corridors".The AMF monument style sign is located at the opposite (south)end of the same frontage. A similar brick sign base was administratively approved for the Marks& Harrison sign 440 PREMIER CIRCLE in 2014 (see attached ARB 14-136 Original Proposal and ARB 14-136 Approved Sign). The applicant has responded stating they do not care for the look or expense of the brick and have asked for ARB review of the proposal. Margaret suggested that we reach out to you for your input to gauge whether or not the ARB would support a change in material. Do you think a change in material is required for the base? Or do you think the level of visibility,the landscaping, and the design of the building (photo below) make the metal pole cover acceptable?
