DESIGN BUILDERS & DATE: AUGUST 7, 2020 REMODELERS, LLC Re: OLD DOMINION VILLAGE, CR0ZET, VA TRAFFIC ENTRANCE STUDY PURPOSE AND SUMMARY In response to the Virginia Department of Transportation's (VDOT) first review of ZMA-2020-00005 Old Dominion Village 240 Three Notch'd Road, Design Builders & Remodelers, LLC has requested EPR, P.C. to perform a traffic entrance study. This memorandum documents the traffic entrance study, which includes trip generation calculations and assignments, turn lane analyses, and an entrance spacing conformance assessment. This study finds that the estimated weekday AM and PM peak hour turning movement volumes do not meet the warrants for requiring turn lanes at the proposed site entrance, but the PM peak hour volumes are close to warranting a right turn taper. The proposed site entrance meets VDOT's minimum spacing standards relative to its proximity to Parkview Drive; however, the distance from the proposed site entrance to the two entrances to the vacant property on the south side of Three Notch'd Road does not meet VDOT's minimum spacing standards. INTRODUCTION The Old Dominion Village development project is proposed to be located on Three Notch'd Road (VA Route 240) east of Parkview Drive in Crozet, Virginia. The project area includes the site of the existing Crozet Veterinary Care Center. The project location is shown in Figure 1. Figure 2 shows the site plan for the rezoning application. One entrance to the site is included in the site plan. This proposed entrance is located on Three Notch'd Road, 530 feet east of Parkview Drive. At the location of the proposed site entrance, Three Notch'd Road is one lane in each direction with a 35 MPH posted speed limit. The VDOT functional classification is Minor Arterial. JEFFERSON ST, #101, CHARLOTTESVILLE, VA 22902 The site plan for the rezoning application consists of the following uses: • 14 new single-family detached residential units • 101 new townhouse residential units The Crozet Veterinary Care Center (existing use, 3,171 sq. ft gross floor area) would remain and would be the only commercial use on the project area. No new commercial uses are proposed. Table 1 shows the trip generation calculations for the existing and proposed uses, following the methodology of ITE's Trip Generation Manual, 10' Edition. Table 2 shows the entering and exiting trips of the existing and proposed new future uses on the Old Dominion Village project site. JEFFERSON ST, #101, CHARLOTTESVILLE, VA 22902 It should be noted that the total future trips shown in Table 2 are the total driveway trips for the project but that they are not all new trips. The trips generated by the Crozet Veterinary Care Center exist today. TRAFFIC VOLUMES ON THREE NOTCH'D ROAD VDOT Traffic Data VDOT's 2019 traffic data indicates there are 6,000 vehicles per day on the 2.4-mile segment of Three Notch'd Road between Crozet Avenue and Old Three Notch'd Road. The K Factor is 0.097. The D Factor is 0.556. Four -tire vehicles consist of 97 percent of the traffic volumes. By applying the K factor to the average daily traffic volume, the peak hour two-way volume is 582 vehicles per hour. Turning Movement Counts at Park Ridge Drive Peak hour turning movement counts were collected at the intersection of Park Ridge Drive and Three Notch'd Road on Wednesday September 12, 2018 as part of an unrelated study. The count data is provided in the Appendix. The proposed entrance for the Old Dominion Village project site is located approximately 0.4 miles west of the intersection of Park Ridge Drive. There are no major intersecting roads between the Park Ridge Drive intersection and the proposed site entrance. Table 3 provides the eastbound and westbound traffic volumes on Three Notch'd Road just west of Park Ridge Drive in the weekday AM and PM peak hours, according to the 2018 counts. Dividing this volume by the 0.097 K factor gives a daily volume of 6,021 vehicles per day, which is consistent with the 2019 VDOT traffic data. In the AM peak hour, the eastbound left turn volume constitutes 6.25 percent of the advancing eastbound volume. Figure 9 shows the left turn lane warrant evaluation for the AM peak hour, which indicates a left turn lane is not required. In the PM peak hour, the eastbound left turn volume constitutes 7.4 percent of the advancing eastbound volume. There are two existing entrances on the south side of Three Notch'd Road within 200 feet of the proposed site entrance. Although the exact distance from the proposed site entrance to the two existing entrances on the south side of the road cannot be discerned from the site plan, it appears one existing entrance is located about 100 feet east of the proposed site entrance, and the other existing entrance is located about 150 feet west of the proposed site entrance. This spacing does not meet VDOT's access spacing criteria; however, it is currently vacant commercial land that is not in use, and it is unknown at what time it may redevelop. Appendix B(1) of the VDOT Road Design Manual indicates the minimum spacing between intersecting streets on the same or opposite sides shall be 200 feet. If the land on the south side becomes active, the spacing between the currently configured entrances and the proposed Old Dominion Village entrance would not meet VDOT standards. The site plan indicates the existing entrance on the north side of the road to 5258 Three Notch'd Road would be removed. The next nearest entrance on the north side of the road is the entrance to 5220 Three Notch'd Road. It appears this entrance is about 600 feet east of the proposed Old Dominion Village site entrance and meets VDOT's minimum access spacing criteria. EPRPc "ENGINEERING & PLANNING RESOURCES" 902 E. FIELD REVIEW OBSERVATIONS EPR conducted a field review on Tuesday August 4, 2020 at 10:00 AM to make note of existing conditions at the proposed site entrance. EPR confirmed the general location of the nearby entrances and confirmed the land on the south side of Three NotcWd Road is vacant and currently unused. The periphery of the land on the south side of the road is fenced off, and no trespassing signs are posted. Photograph 1 shows the existing entrance approximately 150 feet west of the proposed Old Dominion Village site entrance. Photograph 2 shows the existing entrance approximately 100 feet east of the proposed site entrance. Formal sight distance measurements should be provided by the applicant's civil engineer. The terrain on the north side of the road at the proposed entrance location is mostly level. Further to the west of the proposed entrance, the terrain slopes down to the north. Drainage swales are located along both sides of Three Notch'd Road. No other observable issues were identified during the field review.
