Here is a letter from the developer to my neighbors, Nina and Larry Crawford, on
Pritchett Lane
that we would like to submit to the BZA members prior to the December 1st meeting.
We feel
that it is important relevant information.

After more than six years and twenty-six work sessions, neighborhood meetings and public
hearings, the North Pointe rezoning application is scheduled for its final public hearing and
a vote on Wednesday. May 1016 at 6:00 pm at Burley Middle School, 901 Rose Hill Drive. It
is important that there be Pritchett Lane representation at the meeting to support us in advocating
for no connections, other than for emergency access, from North Pointe to Pritchett Lane. We
(and die Board of Supervisors) made this commitment to neighbors in 1993 when North Pointe
(formerly Towers Land Trust Properties) was added to the Hollymead Growth Area.
This arduous joumey began in 1981 when individuals and entities associated with Great Eastern
began assimilating the North Pointe parcels. We recognized then that future development in the
area of the Airport Road/Route 29 North intersection was going to be as important as the area
from Barracks Road to Hydraulic Road had been to the City and the stretch from Rio Road to the
South Fork of the Rivanna River would be to the County.
With the help of a number of local hamebuilders, architectural organizations and engineering
firms, and particularly with your input, the current North Pointe plan reflects an exciting 265-
acre mixed use, pedestrian -oriented community where multiple generations will live, work, play,
shop, go to school, attend church, and visit the library either by walking or, if by car, without
having to access Route 29 North. North Pointe's extensive proffers and design features
include:
• Substantial road improvements to both Route 29 North and Airport/Pmffit Road,
• Fully graded pad sites with utilities and mad access for an elementary school and a
branch library,
• An internal "spine" road connecting Pmffit Road with Lewis & Clark Drive (the entrance
to the University Research Park),
• Intercormectivity to a number of adjacent non -owned parcels of land,
• Considerably more open space than required by ordinance in the residential areas,
• An internal road system stmetscape that includes bicycle paths, curb and gutter,
sidewalks, and planting strips with street tines,
• Installation of ten bus stops and a ten year subsidy if bus service is introduced,
• Funding for a regional transportation study and synchronization of the traffic signals in
the area,
• A number of parks and over 10 V. miles of walkways and paths,
• Dedication of conservation areas to protect streams, stream valleys and critical slopes,

• Treatment of storm water from off -site that is currently untreated, causing severe stream
bank erosion which adds sediment to the river, and
• A significant component of affordable housing together with a large cash contribution to
the Albemarle Housing Initiative Fund.
In the current political climate, consensus on land use issues is difficult to achieve. North Pointe
represents a new paradigm for development where competing Interests of those concerned
about the environment and the very real and pressing needs of the marketplace are
mediated We believe the plan submitted integrates the best of both views: a mixed -use
community located in a designated growth area, incorporating the principles of the
Neighborhood Model, proffering needed public infrastructure improvements, remediating current
environmental degradation, and phasing construction to ensure fiscal success.
North Pointe is situated in the epicenter of the growing market between the City limits and
RuckcrsvWe, within one of the development areas designated by the County's
Comprehensive Plan. These development areas comprise only 5% of the County's entire land
mass, ensuring that County growth will not disturb the character of am rural areas, which make
up the other 95% of the County. Approval of North Pointe, with its unique mix of residential
units, provides for significant new inventory of single family homes in close proximity to
the University Research Park and NGIC facility that have been zoned by the County for
job growth. Although some in opposition look with disfavor on the larger stores ("big boxes")
planned, these stores satisfy a real demand for competitive goods and services by moderate
income families that otherwise might find it difficult to enjoy a relatively comfortable standard
of living. In addition, they will provide the draws to ensure the success of the smaller retail
merchants as well as support extensive public infrastructure improvement proffers. And, of
course, we hope you will frequent the proposed shopping areas and planned community
amenities.
Attached please find a variety of documents which detail the scope of the North Pointe
application, including a summary of the proffers and enhancements, the major infrastructure
improvements we have agreed to construct, and the significant environmental protections we are

additional information, including North Pointe's compliance with the applicable Principles of the
Neighborhood Model.
