Below are detailed responses to the comments. The applicant kindly requests you forward this letter and the plans to all of the applicable reviewers. Engineering (Emily Cox) 1. This comment is acknowledged. WPO plan approval will precede this plan's approval. 2. The WPO plan has been revised to include a mitigation plan for the disturbance in the buffer, hereby addressing this road plan comment. 3. This comment is acknowledged. All applicable permits for work in Powells Creek will be provided prior to approval. With regards to the Corps of Engineers, they have already approved the impacts associated with the proposed roadway and culvert (in 2019) and the impacts associated with the removal of the dam (in 2017). These documents have been provided with the VSMP submittal. 4-9 Previously addressed. Planning (Daniel Butch) 1 No ohiartinn Planning (Megan Nedostup) 1. The shown on sheet 1 in the section entitled Zoning has been revised to reference the special use permit. Sheet 1 has also been revised to include the conditions in the lower left corner. 2. 3. The Owner is currently working with Roudabush, Gale and Associates to address this comment under a separate plat. Also, the Owner met with Parks and Recreation onsite on November 131h to propose the optimal alignment. 4. This comment has been addressed. Sidewalks and street trees are now provided for the full length of the property frontage along Orchard Drive. Please see sheet 9 for evidence of this. VDOT (Adam Moore) 1. a. The proposed road is a local road, not a highway, and a load rating is not applicable. This was agreed upon in a phone conversation on November 161h between Mr. Murray of Collins Engineering and Mr. Greene of VDOT. b. This comment is acknowledged. Shop drawing details will be provided for VDOT approval prior to construction. The contractor, Contour, is currently working on the shop drawings for the culvert. c. VDOT standard wing wall details are now provided on sheet 5A. The plans have been updated throughout to specify standard 45-degree wing walls and foundations with a 0-degree skew. The plans have also been updated to list the design lengths and heights. d. Sheet 5A has been revised to highlight, by way of dark encompassing rectangles, the dimensions specific to the proposed triple 8'x10' box culverts. e. The embankment's fill height is in excess of SO'. The road's finished grade is approximately 703' above the culvert and the downstream culverts' inverts are 686.75'. As a result, sheet 6's details 1004.11 and 1004.12 remain at the top. f. The plans have been revised to show expanded right-of-way limits, in the vicinity of the culvert crossing, per the markups and comment provided by Mr. Chapman. g. The applicant is currently working on a CLOMR approval and it will be forwarded to VDOT once it is received. Please also see the response above to County Engineering's comment #3. h. The HEC-RAS analysis was provided with the prior submittal, and was provided again in a subsequent e-mail on November 16'h to Mr. Greene. 2. A geotechnical report will be forwarded to VDOT once it is received. 3. Sheet 4 has been revised to label distances to the nearest intersections. 4. The pavement design shown on sheet 4 is based on a CBR value of 4. A note has been added below the pavement design table that reads Contractor is required to perform CBR tests on the proposed road's subgrade during construction, which is fill for this project. The design shown on this plan conservatively assumes a CBR value of 4. In the event the CBR test results differ from the design value of 4, the final pavement design shall be based on in place material at the time of construction. In the aforementioned November 1611 phone conversation, the addition of this note was deemed an acceptable method for resolving his comment. 5. The plans have been revised to require milling and overlay to the centerline of Orchard Drive where the pavement is proposed to be widen. This is shown and noted on sheets 3 and 8. Also, the VDOT standard WP-2 detail is now shown on sheet S. 6. Sheet 10 has been added to the set to address this comment. 7. Roudabush, Gale and Associates is currently working on a separate plat to dedicate the proposed right-of-way. Also, please see the response above to comment If. In the November 16`h phone conversation with VDOT, it was determined the expanded right-of-way at the culvert, in conjunction with the easement plat, was sufficient to address this comment. 8. Sheet 3 has been updated, in the lower -right corner of the page, to include this requested note. 9. Sheet 9 has been updated and no longer proposes Princeton Elm trees. Rotundiloba sweetgums are now proposed in its place. 10. The applicant has attempted to address all of VDOT's comments, and the required modifications to the plans were relatively minor, so it is the applicant's hope that no new comments will be forthcoming. 11. Please allow this letter to serve as the comment response letter, hereby addressing this comment. Fire Rescue (Shawn Maddox) 1. No objection. ACSA (Richard Nelson) 1. Sheets 2 and 3, in the bottom -right corners of the pages, mandate the contractor abandon the five vacant water meters along Orchard Drive in accordance with minimum ACSA standards. The five vacant water meters in question are shown and labeled on sheets 2 and 3, and sheet 2 was updated to include ACSA detail TD-11. 2. The existing fire hydrant immediately north of the proposed mill and overlay area in Orchard Drive has been shown and labeled on sheets 2 and 3. GIS (Andrew Slack) 1. Previous comment addressed. 2. The connector road's name has been updated to be 'Rambling Brook Lane'. This road name has been updated throughout the plans and has been added to the reserved road name list. ARB (Heather McMahon) 1. No objection.
