Design Focused Engineering December 15, 2020 Christopher Perez County of Albemarle Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 RE: Response Letter for SDP2020-76 River's Edge — Initial Site Plan Memorandum Dear Christopher, Thank you for your review of the initial site plan submission for River's Edge. This letter contains responses to County comments dated December 14, 2020, for a complete initial site plan submission. Our responses are as follows: 1. [32.5.2(t)] Dam break inundation zones. Depict and label the limits of the state dam break inundation zone. The proposed development is located partially in the state dam break inundation zone. The site review committee shall review the initial site plan, as follows: (i) it shall review the dam break inundation zone map on file with the county for the affected impounding structure, (ii) notify the dam owner about the proposed subdivision; and (iii) within ten (10) days after the application is deemed complete, send a written request to the Virginia Department of Conservation and Recreation to make a determination of the potential impacts of the proposed development on the spillway design flood standards required for the dam as provided in Virginia Code § 10.1-606.3. RESPONSE: The dam break inundation zone is now shown on the site plan sheets (not shown on preserved slopes disturbance sheet for legibility). Please note that the perimeter of the zone is shown with a boundary hatch, so as not to crowd the sheets with additional hatching. 2. [32.5.2(d)] Topography and proposed grading. Provide a sheet which clearly labels and depicts the existing preserved slopes and managed slopes, the preserved slopes that were approved to be disturbed, and the preserved slopes remaining. Ensure this sheet also depicts all proposed improvements and depicts the limits of grading. RESPONSE: Please see C7 for an exhibit of the preserved slopes disturbance. Please refer to the legend in the upper right that depicts the limits of disturbance and the disturbed preserved slopes area. This sheet includes all proposed improvements and limits of grading. Cl has been updated to include the proposed area of disturbance. 3. [32.5.2(b)] Information regarding the proposed use. Provide written schedules for the maximum number of dwelling units by type, including the number of bedrooms for multi -family dwellings. [32.5.2(b)] Information regarding the proposed use. Provide the square footage of recreational areas. Label the recreational areas. RESPONSE: Please see C 11 for a view of the recreational area. Total square footage of recreational area is 18,257 SF, with 3,617 LF of walking trails. This information has been included in the cover sheet. Please note that details of the recreational areas and equipment will be provided with the final site plan. 5. [32.5.2(b)] Information regarding the proposed use. Provide the maximum amount of impervious cover on the site. RESPONSE: Total impervious area has been included in the Land Use Schedule on the Cover Sheet. 6. [32.5.2(e)] Landscape features. Provide the existing landscape features as described in Section 32.7.9.4(c). RESPONSE: The existing conditions sheets now include an existing treeline labeled as `wooded areas" as described in Sec. 32.7.9.4(c). 7. [32.5.2(i)] Streets, easements and travelways. Label the type of access being proposed? Is it a public street or a private street? Depict and label the easement proposed for this improvement. RESPONSE: Access in and out of the property is through a 20' travelway. This travelway is labeled on relevant sheets. No easement is proposed at this time. 8. [32.5.2(j)] Existing sewer and drainage facilities. Provide the size of existing water facilities and easements, the storm drainage system, drainage channels, and drainage easements. RESPONSE: There are no existing storm facilities on -site. Existing water and sanitary utilities serving existing residential structures will be abandoned. Existing water and sanitary facilities on Route 29 have been updated to include size and material. 9. [32.5.2(k)] Proposed sewer and drainage facilities. Indicate the direction of flow in all pipes and watercourses with arrows. Drainage facilities had direction shown on the relevant grading and utility sheets. Directional flow for sanitary facilities is now shown. Effluence is proposed to flow down to the pump station, which will pump effluence to Route 29, where it is to connect to existing ACSA service. 10. [32.5.2(m)] Ingress and egress. Show the distance to the centerline of the nearest existing street intersection. RESPONSE: This information was provided on the sight distance exhibit. Please see C6, C7, or C8. 11. [32.5.2(n)] Existing and proposed improvements. Provide the dimensions of all existing and proposed improvements including buildings (maximum footprint and height) and other structures, 912 E. High St. Charlottesville, VA 22902 1434.227.5140 1 shimp-engineering.com walkways; walls; trash containers, landscape areas and open space; recreational areas and facilities; parking lots and other paved areas; loading and service areas, signs; and the proposed paving material types for all walks, parking lots and driveways. RESPONSE: Dimensions have been provided for all existing and proposed improvements. Building square footages are now included. Please note that there are three building types used throughout the site. Dimensions and area of these building types are included on the site plan. Maximum height and open space were provided for on the Cover Sheet. Information regarding recreational areas and facilities are now included on C 1 and C 12. Parking lots and travelways are to be paved with asphalt. Please refer to the legend on C 1. Where sidewalks are proposed, there are labels specifying width and type (concrete). Regarding the trails, a detail has been added on C 13 to indicate width and type; exact material for the trails will be determined at final site plan. No loading/service areas nor signs are proposed at this time.
