Dear Josh,
Thank you for your review of the major site plan amendment for 2300 Hunter's Way, this letter contains
responses to comments dated September 3, 2020. Our responses are as follows:
Also, my previous comments in regard to the private well are still valid. The combined use, especially
with the coffee shop, will qualify the water source as a waterworks (it's currently classified as a private
well) and will require regulation by the Office of Drinking Water. This far, I have not received notice
that their office has been contacted, so I cannot comment on the suitability of the existing well as the
water source for the proposed use.
A well design exception request will be submitted to the Office of Drinking Water, we will forward this
request along to you once it has been submitted to the ODW.
I took a look at the proposed water usage rates listed on sheet C4 and for the most part they seem typical,
except for the amount of water used for handwashing and drinking from the water fountain. I doubt I
could wash one hand with only 2 oz of water. On the other hand (pun intended), 0.5 gallons from the
water fountain for each employee seems high.
Thank you for this comment; there are two tables listed on Sheet C4, a "Wastewater Calculation" table
and a "Water Consumption Calculation" table. For the purposes of VDH permitting, the "Wastewater
Calculation" table includes relevant information. Sorry for causing any confusion in the way the tables
were presented previously. Additional information about the differences between the two tables on Sheet
C4 is provided below:
The numbers that are referenced in your comment are from the "Water Consumption Calculation" table
which is provided to demonstrate adherence to Albemarle County Zoning Requirements that require sites
not connected to public water or an approved central water supply consume less than 400 gallons per site
acre per day. The "Water Consumption Calculation" table is solely for consumptive use and zoning
purposes. The .02 gal of water consumed in hand washing is assumed to absorbed by a hand towel and the
.5 gallons of water from the drinking fountain is assumed to be consumed by employees throughout the
day. To your point, this estimate for drinking water consumption may be high, all employees may not
drink their recommended eight glasses of water per day during business hours and additionally,
employees may bring beverages from home to drink throughout the day.
The "Wastewater Calculation" table demonstrates the estimated sewer demand, based on typical flow
rates for commercial sources identified in EPA's "Typical wastewater flow rates from commercial
sources" Table 3-4. In the prior submission dated July 10, 2020, the "Wastewater Calculation" table was

labeled `By -Right Use — Water Usage Calculation" and was provided as a comparison between estimated
use and consumption for zoning purposes.
As aforementioned, in the plan dated December 22, 2020, the table is now labeled "Wastewater
Calculation" and has been revised to include numbers that reflect the anticipated total demand. The gpd
flow numbers for the auto repair shop employees and vehicles served have been revised to reflect the
numbers included in the 2016 OSE/PE report for a construction permit. The number of employees in the
table on Sheet C4 has been revised to reflect the number of employees accounted for in the parking
calculation for the site plan amendment.
Please note the number of parking spaces accounted for retail store customers has been reduced from 13
to 5 to reflect a more likely distribution of parking spaces between retail employees and customers based
on the total County retail parking requirement.
Also, please note the demand for the drive-thru coffee shop is now shown as 135 gpd, this is the total
demand less the 35 gpd consumptive use for product sales anticipated based on franchise records. The
water used for product sales will not return to the drain field on site.
The estimated demand does not exceed the design capacity of 584 gpd of the sewage disposal system
permitted in 2016. An amended sewage disposal system permit will be submitted to VDH for review.
