Charlottesville, VA 22902 tJ agggq@roudabush.com RE: SDP202000079 Belvedere Community Center Preapplication Plan Mr. Taggart: Your preapplication submittal has been reviewed and comments are provided below. These comments do not constitute a final review of your project. The Agent has made a good faith effort to determine compliance with the requirements of Chapter 18 of the Code of the County of Albemarle, and to identify all deficiencies. It is possible that during the formal review of your application that additional comments may be generated. Failure to identify a deficiency during preapplication review does not relieve the project from compliance with Chapter 18 of the Code. In accord with the provisions of Section 32.4.1.4 of Chapter 18 of the Code of the County of Albemarle the agent has reviewed the above referenced preapplication plan and has the following comments: Compliance with zoning. The proposed use and density DOES comply with the Chapter 18 of the Code. Required changes. The following changes are required for the plan to comply with Chapter 18 of the Code, special exception, or code of development: 1. [32.4.1.3 (a)] Under Zoning on Sheet 1, please state that the conditions of SE202000008 apply to the property. Completion of construction for the community center must be complete by December 31, 2022. 2. [32.4.1.3 (a)] Please state all applicable overlay zoning districts that apply to this site in the Zoning note on Sheet 1. This includes the AIA Airport Impact Area Overlay District. 3. [32.4.1.3 (b)] Please identify the front entrance of the building. Per page 11 of the Belvedere Code of Development (COD), the community center building is required to be oriented toward the Village Green. The Village Green is the area located to the southeast across Belvedere Boulevard on TMP 62G-0I-A. 4. [32.4.1.3 (b)] Please show the existing on -street parking along Belvedere Boulevard and Colbert Street that is being used to meet minimum required parking. Show dimensions of the existing spaces. Currently, there are only labels state the number of spaces along each street. Staff cannot verify that there are enough existing on -street spaces to meet the minimum requirements. a) Per SDP201300045, the nine (9) existing on -street parking spaces along Belvedere Boulevard have already been used to count toward the minimum required parking for the SOCA Fieldhouse on TMP 62A3-1A. These parking spaces cannot be double counted toward meeting the minimum required spaces for the community center. An additional 9 parking spaces are required for this use unless an alternative to providing the minimum number of require spaces is approved by the Zoning Administrator in accordance with Section 18-4.12.8 of the Zoning Ordinance. 5. [32.4.1.3 (b)] There is a note on Sheet 1 stating "no landscape plan is provided as this is a community use project." The Belvedere COD does not except the community center in Block 4 from landscaping requirements of Chapter 18 of the County Code and the COD. A landscaping plan will be required prior to final site plan approval that complies with all requirements of Section 18-32.9.7 of the Zoning Ordinance and the Belvedere COD. a) [32.7.9.51 One street tree measuring between 1.5" - 1.75" caliper per every 50' feet of street frontage will be required along Belvedere Boulevard and Colbert Street. b) Sheet 5 shows existing trees adjacent to the parking area as "to be relocated." The landscape plan must identify where these trees will be replaced. 6. [32.4.1.3 (j)] Show and label all existing sewer and drainage easements with dimensions. State the recorded instrument number of the plat that created the easements. 7. [32.4.1.3 (k)] Show and label all proposed sewer and drainage easements with dimensions. Prior to final site plan approval, all proposed sewer and drainage easements must be reviewed, approved, and recorded through an easement plat application. Final site plan easement labels will need to be updated to state the recorded instrument number for all new easements. 8. [32.4.1.3 (n)] Please identify the surface materials on the ground between the community center building and the pickleball court. 9. [32.4.1.3 (n)] Please identify whether the existing well is to be demolished or retained. 10. [32.4.1.3 (n)] The final site plan must contain a lighting plan that complies with all applicable regulations in Section 18-4.17 of the Zoning Ordinance. Additional information. The following information is required to be submitted with your site plan application: - Initial Site Plan Application Staff has provided references to provisions of Chapter 18 of the Code. The Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's website which may be found via the following LINK.
