RE: SUB202000174 Woolen Mills Light Industrial Easement Plat
Dear Cameron Langille,
Below are responses to the letter addressed November 4, 2020.
Planning
1. [14-302 (A)(3)] Please state the deed book and page number for the recorded instrument that
created the rights -of -way for Franklin Street and Broadway Street in the street labels across all
applicable drawings.
a. State the widths of each road in their labels across all applicable drawings.
✓ Road widths have been added across all drawings.
b. Revise the label for Broadway Street. Per recorded plat in DB 4893, pages 401-405,
Broadway Street is a 56' wide public access easement, not a private ROW. Show the
limits of the easement across all applicable drawings. See attached email correspondence
with VDOT staff for reference.
✓ Label has been revised.
2. [14-302 (A)(4), 14302 (A)(5), and 14-303 (L)] Please show all existing easements and state their
recorded instrument number. State the easement type, width, and whether the easement is public
or private.
✓ Existing easements are shown and labeled or are to be relocated.
3. [14-302 (A)(11)] Please revise the "Recorded Deeds" note on Sheet 1 so that it states "Recorded
Instruments".
a. Please revise the instrument state in the property labels. The plat states that the most
recent recorded instrument is DB 4796 page 325. However, the most recent instrument is
DB 5256 page 213 according to Albemarle County GIS.

4. [14-302 (A)(14)] Please state the acreage of all new public easements.
✓ Sheet 6: Acreage of new public easement is shown.
5. [14-302 (A)(15)] Please state the names and addresses of each owner of record and holders of any
easements affecting the property
✓ Sheet 1: Recorded Instruments table has been expanded to include owners and
addresses
6. [14-302 (B)(1)] Please add a date of last revision.
✓ Revision date has been added on all sheets.
7. [14-302 (B)(5)] Please revise the zoning notes as follows:
a. Revise note 3 so that it states that the property is zoned LI Light Industry.

9. [14-305 (H)] Please identify and label the location and material of all permanent reference
monuments.
✓ Reference monuments have been located and material has been specified.
10. [14-303 (I)] Please identify a definite bearing and distance tie between not less than (2)
permanent monuments on the exterior boundary of the property and further tie to existing street
intersection where possible and reasonably convenient.
✓ Bearing and distances have been provided for ties to property corners for all
easements.
11. [14-303 (L)l Please identify the location and dimensions of each public utility, drainage and sight
distance easement outside of a street right-of-way; for each existing easement, include a note
stating the deed book and page number.

2. Sheet P3:
a. Please clarify — Is this an existing (provide deed reference) or proposed (label as new and
use similar hatching) easement?
✓ Sheet 3: Per ACSA regulations, ACSA easements are not recorded until
construction is completed.
b. Provide tie-in to property corner for the new easement.

3. Sheet P5:
a. Provide line length and bearing information.

✓ Acreage of F/OS easement to be vacated is shown.
5. The vacation of F/OS easement will require an amendment to WPO201600072 — with the current
amendment [WPO#4 under review]. The WPO amendment will need to be approved prior to
SUB202000174 approval.

6. Deed vacating drainage easements and F/OS easements will need to be submitted and reviewed
prior to SUB202000174 approval.
