RE: Ivy Proper — Initial Site Plan Review — SDP202000065 - Comment Response
Letter
Dear Ms. Gleason:
We have reviewed all of your comments from November 19, 2020 and made the necessary
revisions. Please find our responses to the comments below in bold lettering.
Comments that must be addressed with the initial site plan:
. [32.4.2.5(c)] Proposed water usage. The initial site plan needs to demonstrate that, as
proposed, the development on this site is viable. The estimated water usage currently
listed on the Cover Sheet (875 gallons per day), exceeds the by -right, permitted water
usage on this site (348 gallons per day). Revise the plan to demonstrate that the
proposed building does not exceed a water usage of 348 gallons per day.
The cover sheet has been revised to note the maximum water usage of 348
gallons per day.
2. [32.5.2(b)] Shared parking. Since a shared parking arrangement is being proposed,
written documentation will be needed to confirm that the adjacent parcel owner of
TMP 58A2-20A is aware and agreeable to a shared parking agreement. (Note: An email
would suffice).
Written documentation was previously submitted by BMC.
Additional comments related to the site plan:
Albemarle County Planning Services — Mariah Gleason — Reauests Changes:
1. [Comment] Project number. Now that the initial site plan has been assigned a project
number, please include the project number — SDP202000065 — within the title/heading
of the Cover Sheet.
Project number SDP202000065 has been added to cover sheet.
2. [32.5.2(i)] Easement plat. Prior to final site plan approval, an easement plat(s) will need
to be submitted, approved, and recorded. The easement plat(s) will need to address the
following:
a. Shared access easement (for the benefit of TMP 58A2-20A)
ENGINEERING I DESIGN I TECHNOLOGY
b. Vacation of property line (as shown on the Existing Conditions sheet).
c. Drainage easements.
d. Any easement areas that may be needed for improvements, construction,
maintenance, etc., along Ivy Road.
Noted. An easement plat and boundary line adjustment will be recorded
prior to final site plan approval.
3. [Comment] Critical Slopes Waiver. Special exceptions, including critical slopes waivers,
are now being processed as separate applications and fees. Please reference the
following link for more information: Approval of the special exception will be needed
prior to final plat approval.
A Critical Slopes Waiver has been submitted alongside the Final Site Plan
under separate cover.
4. [Comment] Area along Ivy Rd. The Existing Condition/Demo sheet indicates a large
area where gravel will be removed in the front of the property along Ivy Rd. What does
the site plan intend to place in this area once the gravel is removed? See related
Comment 2.
This area will be converted to turf. See Erosion & Sediment Control Plans,
sheets C3.2 and C3.3, for additional information.
S. [32.5.2(1)] Overheard power line. How is the overhead power line being
relocated/rerouted on the site?
Proposed overhead power line configuration has been added to Layout Plan,
sheet C4.0.
6. [32.5.2(n)] Building.
a. Provide the dimensions of the proposed building.
Dimensions have been added to Layout Plan, sheet C4.0.
b. Note the intended height of the proposed building.
Building height label has been added to Layout Plan, sheet C4.0.
7. [32.5.2(n)] Walkways. Label the widths of proposed walkways/sidewalks.
Walkway widths have been dimensioned.
8. [32.5.2(n)] Dumpster pad. Provide details for the proposed dumpster pad and enclosure
to demonstrate that the requirements of Sec. 4.12.19 are being met.
Dumpster enclosure rendering has been added to sheet C 1.2.
9. [32.5.2(n)] Parking area.
a. Provide dimensions for handicapped parking spaces and access aisle width.
Dimensions have been added.
b. Denote on the site plan sheet, by note or legend, proposed paving material types
for the parking lot and entrance.
Pavement hatches have been added to Layout Plan, sheet C4.0,
corresponding with details on sheet C 1.1.
10. [32.5.2(a)] Tax map and parcel number. Include in at least one (1) place, the
unabbreviated tax map and parcel numbers for the subject property. Consider providing
this information on the Cover Sheet.
Full tax map parcels have been provided on the Cover.
11. [32.5.2(a)] Setbacks. Revise the front setback from "Primary Street Frontage (Ivy Road):
10' Minimum" to align more readily with the ordinance regulations in 4.20. Replacing
this text with "Front: 10' minimum from public street right-of-way (Ivy Road)" would be
acceptable.
Setback text has been revised.
12. [32.5.2(a)] Sheet labels.
a. Revise labels for Sheet C4.0 from "SUP Concept Plan" to "Site Plan" (e.g. on the
sheet itself and in the Sheet List Table on the Cover Sheet.)
Sheet C4.0 name has been revised to "Layout Plan."
b. In the Sheet List Table, also amend the title for sheet number C2.0 to indicate
that this is the Demolition Plan sheet as well.
Sheet C2.0 name has been revised to "Existing Conditions &
Demolition Plan."
13. [32.5.2(e)] Existing landscape features. On the Existing Conditions sheet, identify
existing wooded areas and tree line and note whether the wooded area is composed of
evergreen, deciduous, or a mix.
Approximate location of existing tree line has been added. Existing trees are
deciduous.
14. [32.5.2(a)] Abutting parcel information.
a. List the present use within the information provided for each abutting parcel.
Adjacent property information has been included on sheet C3.0.
b. Update the property owner for TMP 58A2-20A.
Property owner has been revised to match current information on
Albemarle County GIS.
S. [Comment] Vicinity map. Outline the parcels/subject property on the Vicinity Map on
the Cover Sheet.
Subject parcels have been outlined on Vicinity Map.
16. [32.5.2(a)] Location information. Include the state name after the County name in the
title/heading information on the Cover Sheet.
County name has been revised to include state.
17. [Comment] Benchmarks. If not already provided, reference the benchmarks used for
surveys.
Benchmark was shown in previous submittal, along edge of Ivy Road near
overhead power line.
18. [Comment] Water connection waiver. The previous approval that was granted on June
16, 2020 in regards to SP202000005 Ivy Proper, which allowed relief from a required
connection to the public water supply, has been re -issued specific to this site plan.
Please see the approval letter attached.
Acknowledged.
Albemarle County En2ineerin2 Services — David lames - EnQineer:
1. Disturbance is over 10,000 sf and a VSMP plan & application will need to be submitted
and approved prior to FSP approval.
The registration statement and SWPPP documentation will be provided on
the next submittal.
2. A plat will need to be recorded prior to FSP approval.
Acknowledged. Applicable plats will be recorded prior to FSP approval.
3. Sheet C 1.1 — Show a 6" stone base for CG-6, CG-2 detail.
6" minimum stone base labels have been added.
4. Sheet C2.0:
a. Offsite disturbance will need to be shown in an easement.
Proposed construction & landscape easement has been added.
b. Show existing well location.
Label has been added for existing well to remain.
c. Show soils map.
Soils are shown on Erosion & Sediment Control Plans, sheets C3.2 and
C3.3.
S. Provide bumper blocks for the parking spaces in front of sidewalks that are 5-ft in width
or increase sidewalk width to 6-ft to avoid need for bumper blocks or provide 2-ft
width grass strip before the 5-ft width sidewalks to avoid need for bumper blocks.

a. If you do provide bumper blocks provide a detail drawing.
Concrete wheel stops have been added to Layout Plan, sheet C4.0.
Detail has been provided on sheet C I.I.
6. Provide 3-ft separation distance between walls, and place screening shrubs. [18-30.7.5
A.2.]
Terraced retaining walls are 3' apart. Shrubs have been added to bottom of
wall in parking lot.
7. Show roof drain, or what drainage structure will pick up drainage from building.
Approximate location of roof drain leaders have been added to Grading &
Drainage Plan, sheet C5.0.
8. Sheet C4.0:
a. Callout CG-12 ramp.
CG-12 label has been added.
b. Replace CG-2 at entrance with CG-6.
CG-6 gutter has been added to the east side of the entrance.
c. Provide safety railing for retaining walls over 30" high.
Safety railing has been added to retaining walls over 30".
d. Show SWM facility easement.
SWM easement has been added.
e. Ensure trees are outside of SWM facility easement.
Proposed trees are located outside of SWM easement.
9. Sheet C5.0:
a. Guardrail is needed before retaining wall drop-off.
Safety railing has been added to retaining walls over 30". Labels have
been added to Layout Plan, sheet C4.0.
b. Provide low -maintenance ground cover (not grass) plantings for graded slopes
over 3:1. Graded slope behind retaining walls.
Blanket matting and permanent seed mix have been provided on
sheet C3.1.
10. Sheet 7.0 — Provide/Show manhole access above weir location for inspection &
maintenance of SWM facility.
Access manholes have been added.
11. Provide landscape plan.
Landscaping information has been added to Layout Plan, sheet C4.0.
12. Ensure entrance wont flood. Provide 100% capture before entrance for the 10-yr storm.
Calculations have been provided in Calculations Book.
13. Provide necessary drainage calcs (LD-204, 229, 347, etc.) and inlet drainage area map for
analysis.
Inlet Drainage Area Map has been provided on sheet C6.1. Calculations have
been provided in Calculations Book
14. Provide VRRM, Water Quality, routing reports for the VSMP plan.
Calculations have been provided in Calculations Book.
Albemarle County Information Services (E91 1) — Brian Becker:
1. No objection.
Albemarle County Building Inspections — Michael Dellinger:
1. Depending on final use, if a sprinkler is needed NFF maybe an issue due to private well.
A sprinkler system is not being proposed.
2. Note 29 reference wrong codes, correct with current editions of codes on C-1.
Codes have been revised to current editions.
Albemarle County Dept of Fire Rescue — Shawn Maddox:
1. Due to the length of the travel way exceeding 150' an emergency apparatus turn around
will be required. This could be accomplished by marking the area in front of the
dumpster pad and associated travel lanes as No Parking Fire Lane.
"No Parking Fire Lane" signs have been added to area in front of dumpster
pad.
2. A Knox Box will be required. Please add a note to the plan indicating this requirement
and that the location can be coordinated with the fire marshal's office.
Knox Box note has been added to Layout Plan, sheet C4.0.
3. Please provide a ISO needed fire flow for the structure.
The proposed building does not have a sprinkler system.
Albemarle County Service Authority — Richard Nelson:
1. No objection.
Albemarle County Community Dev — Jodie Filardo:
. In consultation with the Albemarle County Service Authority, the Community
Development Department finds that the cost of connecting the proposed development
to the public water supply, exclusive of connection fees, exceeds the cost of installing an
on -site well and/or an onsite sewage system; therefore, pursuant to County Code 18-
4. 1 (a)(2), the connection to public water supply is not required. The development will
still be required to meet all other building code and zoning regulations for the proposed
project.
Noted. Approximate location of existing well has been shown on Existing
Conditions & Demolition Plan, sheet C2.0, and Layout Plan, sheet C4.0.
Virginia Department of Health:
1. TBD — Pending: Comments will be forwarded upon receipt.
No comments have been received upon time of resubmittal.
Virginia Dept of Transportation —Adam Moore:
