Comments to be addressed prior to initial site Plan approval
1. Building footprint is 3,700 sq. ft. Initial site plan application fees are as follows: $1,290 + $0.016 per
sq. ft. of non-residential structure + $100.00 Fire & Rescue fee + $435.00 notification fee. Therefore,
the total fee is $1,290 + $59.20 + $100.00 + $435.00 = $1,844.20. Currently, the County has only
received payment totaling $910.68. The initial site plan cannot be approved until the outstanding
$973.52 balance has been paid. Payment will need to be received prior to Wednesday, December 23,
2020 or the initial site plan will be declined.
Response: The fee was submitted to the County the week of December 14, 2020.
1. 132.5.2 (a)] Update the cover sheet to say "Rivanna Magisterial District".

2. [32.5.2 (a)] Correct owner address on left hand side of the cover sheet, under contact list.

3. [32.5.2 (a)] Add "Entrance Corridor, Airport Impact Area, and Steep Slopes — Managed" to the site
statistics on the cover sheet.
Response: Entrance Corridor, Airport Impact Area and Steep Slopes have been added to the
site statistics on the cover sheet.
4. [32.5.2(b) and 4.12] A drive through car wash or simply a car wash is not a use identified in Section
4.12.6, therefore, the proposed use would be subject to 4.12.7. The Zoning Administrator will need to
approve the number of proposed parking spaces prior to final site plan approval, although it appears
to be an appropriate amount. I would recommend changing the box to read "Parking Schedule"
instead of "Parking Requirements' and then only include the number of provided spaces. Since this
use is subject to 4.12.7 and doesn't have a parking rate and required amount this schedule is best left
without it.

5. [32.5.2 (b)] Update the "Proposed Use' section of the cover sheet so that it states "Car wash".
Response: Cover sheet updated as requested.
6. [32.5.2 (b)] Update the setbacks listed on the cover sheet so that is states the minimum and
maximum permitted setbacks. Per Section 18-4.20, there is no maximum front setback since this is a
corner lot abutting a principal arterial highway. Update the side setback so that it states "primary
structures shall be constructed and separated in accordance with the current edition of the Building
Code."
Response: Cover sheet updated as requested to add the maximum permitted setbacks as well
as to update the side setback.
7. (32.5.2 (d)] Show and label all areas of Managed Steep Slopes on the site plan. Identify the source
used to locate the areas of Managed Steep Slopes.
Response: Critical slopes have been labelled on sheet CV-101 as requested. Critical slopes
were obtained from Albemarle County GIS.
8. [32.5.2 (j)] Show all existing and proposed stormwater and drainage easements. State the
dimensions of the easements.
Response: Existing stormwater and drainage easements have been added to sheet CV-101.
No proposed stormwater or drainage easements are anticipated with this plan.
9. [32.5.2 (1)] Show all existing and proposed easements for water, sewer, and other utilities. State the
dimensions of each easement.
Response: All existing easements for water and sewer are shown on sheet CV-101 as
requested. No additional easements are proposed with this plan.
10. 132.7.9.7 (a)(3)] Please provide a construction detail in plan and profile view of the proposed
dumpster enclosure. The detail should identify materials to be used, color, dimensions, etc. Please be
aware that walls used for screening must be a minimum of 6' in height.
Response: Dumpster enclosure details added to sheet CS-502 in both plan and profile views
as requested.

11. [32.7.4.2] Prior to final site plan approval, the applicant must submit an easement application for
review that shows all proposed stormwater and drainage easements. The plat must be approved by
the County and recorded prior to final site plan approval. The final site plan will need to be updated to
state the deed book and page number of the recorded instruments associated with all new
easements.
Response: Comment noted. No stormwater or drainage easements are proposed with this
plan.
12, [32.7.5.3] Prior to final site plan approval, the applicant must submit an easement application for
review that shows all proposed ACSA water and sewer easements. The plan must be approved by
the County and recorded prior to final site plan approval. The final site plan will need to be updated to
state the deed book and page number of the recorded instruments associated with all new
easements.

13. [General Comment] Please add the Site Review Committee (SRC) signature panel (attached) to
the cover sheet.

14. [General Comment] Prior to final site plan approval, the final site plan will need to meet all
applicable requirements of Section 18-32.6 and 18-32.7 of the Zoning Ordinance.

Plan sheet.

17. [General Comment and 4.17] Prior to final site plan approval, all applicable requirements of
Section 18-4.17 must be met related to outdoor site lighting.
Response: All requirements of 18-4.17 are met. Light levels at the property line are less than
.5fc. All proposed fixtures contain 0% uptight and are full cutoff. A note has been added to
ensure that all fixtures ordered meet these requirements. See sheet CL-101 and CL-501.
18. [4.17] Lighting Loss Factor should be 1.0 and not 0.9.
Response: Lighting Loss Factor has been updated to 1.0 and new calculations have been
provided. See sheet CL-101 and CL-501.
Engineering Services
1. A VSMP plan will be required and will need to approved prior to Final Site Plan approval.

2. Include a note/detail regarding the oil/water separator required between the car wash and the

Building Inspections
1. Facilities like this normally utilize gas. None shown. Is gas proposed and need to show if above or
below ground tank is proposed.
Response: The proposed gas line connection to the building is shown on sheet CU-101. No
tanks are proposed onsite.
2. Add the following note to the general notes page: Accessible parking spaces, access isles, and
accessible route shall be installed in accordance with ICC ANSI A117.1-09 and the 2015 Virginia
Construction Code.
Response: Note added as requested to sheet CA-101.
3. Add the following note to the general notes page: ALL water lines, sewer lines, and fire lines from
the main to the structure located on private property MUST have a visual inspection performed by the
building department.
Response: Note added as requested to sheet CA-101.
4. Note to developer: Due to required distances from lot lines and structures as required by the
NFPA, underground propane tanks may be prohibited. Plan accordingly.
Response: No onsite tanks are anticipated with this development.
5. Add the following note to the general notes page: Buildings or structures built before January 1,
1985 must have an asbestos survey performed in order to apply for a demolition permit. Asbestos
removal permits are required if positive for such from Albermarle County and VDOLL Contact VDOLI
for their additional requirements and permits for demolition projects at 540-562-3580 x131.

Fire Rescue
1. A knox box will be required. Please add a note indicating the requirement and that the location can
be coordinated with the fire marshal's office.

2. Please provide an ISO needed fire flow for the structure.

Service Authority
1. Provide maximum flow demand and fixture counts to determine water meter size.

2. The existing water meter will need to be abandoned if a larger meter is needed.
Response: The existing meter has been labeled as to be removed. See sheet CV-102.
3. Confirm if the existing sewer lateral is adequately sized to serve the car wash.
Response: Confirmation of the existing sanitary sewer lateral will be provided with the next
submission.
4. Refer to ACSA's carwash certification program if the owner is interested in participating.

VDOT
1. Landscaping plants and trees adjacent to the sight distance triangle will need to be maintained in
area between 2 and 7 feet above ground as a clear zone to preserve sight lines and accommodate
pedestrians.
Response: A note has been added to sheet CP-101 as requested.
2. Note that the final plan must show conformance with the VDOT Road Design Manual Appendices
B(1) and F, as well as any other applicable standards, regulations or other requirements.

3. A VDOT Land Use Permit will be required prior to any work within the right of way. The
owner/developer must contact the Charlottesville Residency land Use Section at (434) 422-9399 for
information pertaining to this process.

Response: All lights have been updated to warm white (3k).
5. Indicate the color of the proposed fixtures on the plans.
Response: The color has been called out in the model number as BK (black).
6. Include a note on the lighting plan indicating that the 20' maximum height of the pole -mounted light
fixtures includes any base.
Response: A note has been added to clarify maximum mounting heights. The maximum height
of the pole fixture will be 14'. This is less than the 20' maximum.
7. Revise the photometric plan using an LLF of 1.0 for all fixtures.
Response: Photometrics have been updated for 1.0 LLF.
8. Add the standard lighting note to the lighting plan: "Each outdoor luminaire equipped with a lamp
that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or
shielded to reflect light away from adjoining residential districts and away from adjacent roads. The
spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning
districts shall not exceed one half footcandle."
Response: This note has been added. All proposed fixtures meet these requirements and
lighting at the property line does not exceed .4 ft.
9. Revise the landscape plan to show the large shade trees extending along the full frontage of Rt.
