Dear Mr. Svoboda,
The purpose of this letter is to provide parking calculations and justification of the proposed
parking with the Major Amendment currently under review for Crozet Elementary School (SDP2020-
00058). Per Chapter 18 (Zoning) section 4.12.6, the proposed number of parking spaces shall be
submitted by the school division (public schools) for review by the zoning administrator.
Timmons Group has worked with Albemarle County Public Schools in the design of the project
to determine the required parking for the site. Timmons Group is submitting this parking study on
behalf of Albemarle County Public Schools to meet section 4.12.6 of the Zoning Ordinance.
The parking proposed is based upon the experience and knowledge of Albemarle County
Public Schools from other schools with similar capacity. Agnor Hurt Elementary can handle
approximately 590 students with 117 parking spaces for a ratio of 5.04 students per space.
Woodbrook Elementary can handle approximately 610 students with 112 parking spaces for a ratio
of 5.81 students per space. We are proposing a ratio of 5.00 students per space on Crozet Elementary
for a total of 136 standard daily parking spaces and 12 bus parking spaces to support up to 680
students.
Crozet Elementary also has recreation fields to support for use while school is not in session
much like Agnor Hurt and Woodbrook. However, Crozet Elementary is on a slightly larger parcel of
land with a higher utilization for recreation facilities compared to the other two schools. As such
additional special use parking has been proposed within the bus loop area for times while school is
not in session, providing an additional 41 spaces. This special use parking is necessary to support the
recreation fields especially with the proposed removal of a gravel area on the property that served
as overflow parking for the recreation uses. The special use parking spaces and bus parking spaces
will be striped in separate colors to differentiate their purposes and make it clear to users. The special
use spaces will be regulated by the gates controlling access to the bus loop to keep the bus parking
clear while school is in session.
