Timmons Group has completed a desktop review of the Midway Solar project, a proposed facility for solar
power. The project encompasses approximately 132.3 acres and is located in Albemarle County, Virginia
(Figure 1: Vicinity Map). The study was developed as a preliminary planning tool to help identify potential
constraints to assist in planning the proposed Midway Solar Site (Site). The study consists of a
comprehensive review of publicly available environmental mapping and database resources to identify
local, state, and federally regulated resources that have the potential to significantly impact the feasibility
of the Site.
Protected Species Database Search
A protected species review was conducted to gain insight regarding the potential presence of Endangered
Species Act (ESA) listed species, as well as State listed species onsite or in the vicinity of the Site. The
following agencies and associated databases were reviewed for protected species:

The comprehensive database search determined there is a potential for three species with federal and state
protection to occur within the Site (see Attachment 1: Protect Species Database Searches). The potentially
present species and its associated databases are listed below in Table 1.

According to the USFWS IPaC results, the federally and state threatened northern long-eared bat (NLEB)
(Myotis septentrionalis) has the potential to occur on the Site. Based upon a review of available information,
in particular the VDGIF NLEB Winter Habitat and Roost Tree Locator, there are no known maternity roosts
or hibernacula located within or in close proximity to the Site. Therefore, the Site will not likely affect any
known NLEB areas and additional coordination with USFWS regarding this species is not anticipated.
However, under the NLEB final 4(d) rule, the USFWS reserves the right to request additional studies or
information during consultation with federal permitting agencies, if federal permits are pursued.
According to VDWR — WERMS, the state endangered little brown bat (Myotis lucifugus) has hibernacula
whose 5.5-mile buffer intersects the two-mile search radius around the Site. However, the 5.5-mile
hibernacula buffer does not intersect the Site, and therefore no restrictions are anticipated with the species.
The VDWR Little Brown Bat and Tri-colored Bat Winter Habitat & Roosts Locator indicates that the tri-
colored bat (Perimyotis subflavus) does not have hibernacula within range of the Site, and therefore should
not be impacted.
According to VDWR, the state threatened James spinymussel (Parvaspina collina) occurs within the
Mechums River. The Mechums River forms a portion of the northwest border of the Site, and is noted as a
threatened and endangered species water for the James spinymussel. The species prefers free -flowing
streams that vary in flow regimes and depths and can tolerate different substrates except silt. They are
generally found in relatively in fast -flowing, well oxygenated reaches with good to excellent water quality.
The James River spinymussel has narrow habitat constraints and requires pristine reaches of streams to
survive and reproduce. There is a time of year restriction for in -stream work where the species is present
from May 15 - July 31.
Additionally, the Center for Conservation Biology has not identified any eagle nests adjacent to the Site.
Comments from VDCR indicate that no state -listed plants or insects will be impacted.
II. Habitat Assessment
In order to assess if the Site contains any suitable habitat for the James River spinymussel, an onsite habitat
assessment field investigation was conducted. A summary of the six assessed reaches is provided below
with reach locations depicted in Figure 2. Representative photographs of each reach are provided in
Attachment B.

Reach UT1 and UT5 are both associated with moderate to slow -flowing unnamed perennial tributaries of
Mechums River. These perennial streams have a drainage area of approximately 0.39 square miles and
are generally between 8-10 feet wide. Water depths in these two channels range from less than 2 inches
in most riffles to depths of approximately 1 foot in the deepest pools. Both tributaries likely once had gravel
and cobble dominated substrate, however large amounts of sand and fine silt have aggregated along the
stream bottom as a result of highly eroding stream banks. A fine layer of silt was noted covering stream
substrate along the entirety of both reaches. Recent bank erosion has caused both streams to incise, over -
widen, and aggregate with fine sandy and silty material. The highly incised, vertical and undercut banks
ranging from 2-6 feet in height indicate that both streams harbor flashy, high flow events.
Reaches UT2, UT3. and UT4
Reaches UT2, UT3, and UT4 characterize three small (approximately 2 to 3 feet wide) unnamed tributaries
of the Mechums River. All three channels have an approximately 0.04 to 0.11 square mile watersheds.
These stream reaches were determined to be intermittent as only some sections were flowing/contained
water during the field investigation. All reaches had low baseflow and obvious signs of sediment
aggradation in channels with fine layers of silt covering substrate throughout reaches.
Mechums River
This Reach of Mechums River presented with moderate flow and a drainage area of approximately 8.25
square miles. This reach varied from 22-30 feet wide with water depths in ranging from less than 6 inches
in most riffles to depths of approximately 2 feet in the deepest pools. Portions of this reach contained coarse
sand and gravel substrate with very little amounts of silt however many areas had heavy amounts of
sediment aggradation and large amounts of fine silt and sand covering stream substrate. There were also
signs of recent bank erosion which has caused much of the channel to become incise and over -widen.
Highly incised, vertical and undercut banks ranging from 3-10 feet in height indicates this system often
experiences flashy, high flow events.
III. Cultural Resources
We conducted a Virginia Department of Historic Resources (VDHR) database search for the Site and a
one-half mile buffer surrounding the Site. An exhibit showing the approximate location of the Site with known
architectural and archaeological resources from the Virginia Cultural Resource Information Services
(VCRIS) database, along with information sheets for each of the resources within the search area are
included in Attachment C: VCRIS Database Search.
Eight architectural resources were identified within the one-half mile buffer, none of which are within the
Site boundaries. No archaeological resources were identified.

One architectural resource, the Batesville Historic District (002-2212) within the one-half mile buffer is listed
on the National Register of Historic Places (NRHP) and Virginia Landmarks Register (VLR). The remainder
of the resources have not been evaluated for listing on the NRHP.
A site conditions assessment by a registered historian is recommended to better understand the level of
work required for a Phase I Cultural Resources Assessment.
IV. Summary and Conclusions
If work is proposed in wetlands or waters of the U.S., then Section 401 and Section 404 Clean Water Act
Permits will be required. Submittal of a Section 404 Clean Water Act Permit will provide a federal nexus
that will trigger a review of threatened and endangered species that could further impose timeline
restrictions or reduce the developable footprint of the Site. Similarly, project review during the Solar Permit
By Rule process will result in state agency coordination, during which further information could be requested
by the coordinating agencies, including habitat or species surveys.
Due to the excess of finer sandy and silty substrate, lack of fast -flowing well oxygenated water, and
evidence of recent flooding events, it is believed that no suitable habitat exists within Reaches UT1, UT2,
UT3, UT4, and UT5 of the Midway Solar site for the James River spinymussel. However, there is potential
habitat for the protected species in question within the assessed reach of Mechums River.
Further work associated with the northern long eared bat and little brown bat is not anticipated.
A site conditions assessment by a registered historian is recommended to better understand the level of
work required for a Phase I Cultural Resources Assessment.

Architectural Description:
The main block of this unusual frame dwelling is basically an 1-house form: three -bays wide by one -bay deep, central -bay entrance, two exterior
end brick chimneys, weatherboard siding, and a shingled gable roof. A three-story square tower protrudes outwards from the central front bay;
this section is capped by a low-pitched concave mansard roof. A one-story porch covers the entire width of the facade; the standing -seam metal
hipped roof is supported by turned posts. There are two shed additions at the rear: a one-story addition and a two-story addition. Both additions
contain metal roofs and an interior brick chimney. There is a one-story screened -in shed -roofed porch off the side of the two story addition.

1998 NRHP nomination, Summary Description [excerpt]: The Batesville Historic District is located at the intersection of County
Routes 692 and 635 in Albemarle County. It sits between ridges to the north and south, the tree lines of which form the boundaries of
the proposed historic district. The distinguishing feature of the Batesville Historic District is its linear pattern of development along
Rts. 692 and 635. The district is one of the earliest surviving crossroads communities in Albemarle County, and has witnessed the
intrusion of very few non-contributing resources or unsympathetic additions and alterations.
Boundary Justification: The boundaries of the Batesville Historic District were drawn to incorporate the buildings of the village that
contribute to the district's significance, and follow natural topographical features where applicable, to reflect Batesville's historic
appearance as a village nestled between two ridges. The tree line along the ridges on both side of Route 692 and Route 635 (Craigs
Store Road) provides a visual boundary for the district and therefore the boundary lines are drawn along this natural feature. The west
end of the district is bounded by the intersection of Route 692 by the Mechums River. The east end of the district is bounded according
to the location of contributing buildings. North of Route 692, the boundaries are formed by Route 635 and Route 689.
Surveyor Assessment:
1998 NRHP nomination Statement of Significance: The village of Batesville, located at the intersection of Route 635 and Route 692 in
Albemarle County, exemplifies crossroads community development in Virginia during the nineteenth and early twentieth centuries.
Batesville's development was fueled by an increase in traffic along Route 692 in the early nineteenth century when the road was
incorporated as pan of the Staunton and James River Turnpike. Through the remainder of the nineteenth century and into the twentieth
century, Batesville continued to grow resulting in the construction of numerous residences and stores along Route 692 and Route 635.
The buildings represent the major trends in Virginia's architectural history: the early -nineteenth-century, Federal Style; the mid -
nineteenth -century Greek Revival Style; variations on the National and Victorian Folk styles, and the late -nineteenth- and early -
twentieth -century Classical Revival and Colonial Revival styles. Batesville's development slowed dramatically by the 1930s and since
that time, the village has witnessed few intrusions to its fabric. The significance of the Batesville Historic District is as a rural
crossroads commercial center from the mid-18& century through the World War D period. {can be understood within the Virginia
historic context "Settlement Patterns, Architecture, Transportation, and Commerce in the Northern Piedmont region from the Early
National Period (1789-1830) through World War I to World War 11 (1914-1945)." ) The Batesville Historic District stands today as
one of the earliest surviving crossroads communities in Albemarle County, and as a physical reflection of its long history. The
Batesville Historic District is eligible for the National Register at the local level under Criteria A and C with significance in the areas
of Architecture, Transportation, and Commerce.

The Batesville Historic District contains 44 buildings (33 contributing, I 1 noncontributing). The district consists of all of the properties lining
County Route 692 (Plank Road) between Mechums River at the west end and the Curtis A Haden, M House (6490 Plank Road) at the east end;
the properties along County Route 635 (Craig's Store Road (south of Route 692) and Miller School Road (north of Route 692) between Mount
Ed Baptist Church at the south end and the intersection of County Route 689 (Burch's Creek Road) at the north end; the properties along the
south side of Route 689 between Route 635 and the William B. Smith House (1524 Burch's Creek Road); and the properties on Schoolhouse
Hill.
The contributing resources in the Batesville Historic District illustrate the general trends in Virginia's architectural history: the early -nineteenth-
century Federal Style, the mid -nineteenth-century Greek Revival Style, simple late -Victorian styles from the late -nineteenth and early -twentieth
centuries, Classical Revival and Colonial Revival styles. Most of the residences are simplified styles, consistent with the vernacular building
tradition in rural Virginia. A few commercial and religious buildings of these styles are also present. For the most part, the buildings in the
district are simple frame gable -end, gable -with -wing, or 1-house types referred to stylistically as Folk National or Folk Victorian by Virignia and
Lee McAlester in "A Field Guide to American Houses."
The domestic structures dating from the early nineteenth century include both vernacular and high -style examples such as the Brooks -Martin
Log House and Federal -style dwellings such m the Walters -Page House and Westbury (which also features a Victorian -style porch addition).
Meant Ed Baptist Church and the Batesville Methodist Church are excellent examples of brick Greek Revival buildings constructed in the mid -
nineteenth century.
The largest percentage of resources in the Batesville Historic District was constructed during the late -nineteenth and early -twentieth centuries.
These buildings reflect the Folk National style, such as the Foster -Layman Store, and the Folk Victorian style, such as the Dr. Smith House, the
Barskdale House, and the Hill House. Page's Store (also known w the Charles Joseph Store) is a commercial building constructed in the
vernacular tradition at the turn of the century. The largest dwelling in Batesville, Castiebrook, is a significant example of Colonial Revival
construction. Also from this time period are a few examples of early twentieth century Classical Revival buildings such as Woodlea and the
Batesville Elementary School.
The majority of the buildings in the Batesville Historic District remain in good condition and have experienced few, if any, alterations. This
high concentration of contributing resources enables the Batesville Historic District to successfully depict the long period of development
experienced by the crossroads community from the beginning of the nineteenth century through the first three decades of the twentieth century.

Located on the west side of Route 635, 1/4 mile south of Route 692. Building stands atop a steep hill on the southern edge of the
village of Batesville. Cemetery is on the north slope of hill.
A non-contributing picnic shelter, 1-story brick parsonage (circa 1960) and 1 equipment shed.
Surveyor Assessment:
The Mount Ed Baptist Church is a contributing resource in the
Batesville Historic District.
One of two antebellum brick churches in Batesville, Mount Ed Baptist Church traces its roots to Whitesides Creek Church, founded in
1788. One of the first Baptist meeting houses in the county, it stood along Rt. 635, across from the present church. It was replaced by a
new brick building in 1806, at which time the name Mount Ed came into use. That building was tom down when the congregation
moved across the road to the present structure in 1857.
This church shares numerous similarities with the Batesville
Methodist Church of 1861, including the pedimented gable -end, double front doors, pencilled mortar joints, and triple -hung sash.
These similarities strongly suggest a common builder/brick mason.

Architectural Description:
I -story, 2-bay-wide, 4-bay-long, gable -roofed brick church with a pair of double -door entrances on the south gable end. Each bay is marked by
brick pilasters with moulded capitals. Exceptional brick work features penciled mortarjoints and a vrater table. Church has a wide cornice and a
plastered pedimented gable. Windows and doors have Greek Revival -period trim.
There have been numerous altemtionstadditions to this church including: stairs and a handicap ramp; 1-story 6-bay brick wing on west, I -story,
2-bay brick wing on northeast; and new transoms above the front doors.

Site Description:
The property is located on the southeast side of Rt. 635, less than a mile southwest of Batesville. The house sits on a rise among the
hills of the Burnt Mountain section, a very rugged coantry. There are large shade trees and mature shmbs in the yard.
There is a late 19th century log bam/granary. There is also a cemetery located to the southeast of the dwelling on a hill. It is grown
over with cedars and hardwoods.

Architectural Description:
The original house is log bodied and is covered with weatherboarding. This was one large room with a loft above. A huge stone chimney was at
one end. Several rooms have been added to the log room making a rectangular house with no cellar. It is one and a half stories with a gabled
roof. The shingle roof is now
covered with metal. The whole house is now covered with plain weatherboarding. The house is now covered with
plain weatherboarding. There
are two chimneys, the one is between two rooms and a brick one stands on the south end. The wood cornices are
plain box type. There is one, one story porch on the front and one on the back, these have square columns.
