Perez, Senior Planner Division: Planning Date: January 8, 2021 Subject: SUB202000173 Avon Park II — Road Plan The County of Albemarle Planning Division will grant or recommend approval of the Road Plan referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] IZMA2014-61 The roadside ditch along the parcel frontage of Avon Street shall be improved to VDOT standards (see sheet 6 of the application plan). Rev 1. Comment not addressed. The northern portion of the ditch has work proposed within it; however, the southern portion of the ditch on the other side of the driveway entrance does not have any work proposed. The application plan depicted both sides of this property's frontage requiring roadside ditch improvements to VDOT standards. I have posed the question to VDOT to determine if the southern portion already meets VDOT standards. Attached is the exhibit they provided me. Please work with VDOT to remedy this item for the next submittal. 2. [32.7.9.5(d)] Street Trees. Provide street tree calculations to include linear footage. Provide a planting schedule to include tree count, type, size, and caliper. Rev 1. The tree fronting Lot 19 and Lot 20 shall be relocated to avoid the drainage pipe. Also, the tree fronting Lot 9 shall be relocated, possibly to the front of Lot 10. The two trees adjacent to Lot 1 shall be relocated to the side of Lot 28 to avoid the drainpipe. The tree fronting Lot 15 shall be relocated to the front of Lot 4. 3. [SE202000005, SDP2020-50, SUB2020-120] The setbacks and rear lot lines depicted on the road plan are incorrect and do not match the conditionally approved preliminary subdivision plat and initial site plan. While the road plan does not approve these aspects of the plan it is best for all plans to be uninform to avoid confusion. Rev 1. Comment not addressed. 4. 114-3161 Vehicular Access to Site. Each entrance onto any public street shall be designed and constructed as required by the standards of the Virginia Department of Transportation. VDOT approval of the proposed entrances to the site shall be required prior to final site plan and/or final subdivision plat approval. Rev 1. Comment still relevant. Avon Park II — Ditch Review Existing Condition 1/5/2021 North segment: As seen in Image, water is being held in the ditch line on the northern border of the property. The ditch contains tall grass and brush that is affecting the flow. Brush and small trees are growing in front of the culvertjust north of the entrance to the parcel (see Image 2), Image 1: Avon Park II Frontage- North segment (Looking South) Image 2: Avon Park II Frontage- North segment (Looking North) South Segment: The southern road frontage of the property does not have a proper ditch. Water coming down the hill is pushed to the edge of pavement and has minimal flow at the southern border of the property.
