at the Office Building of said County on the 16th day of November, 1961.
Present: Messrs. John W. Williams, Edgar N. Garnett, H. Ashby Harris, George C. Palmer, II,
Y1. Y. Sutherland, Jr, and Robert Thraves.
Absent: None.
Officers present: Commonwealth's Attorney.
The meeting opened with the Lord's Prayer led by Mr. Sutherland.
Minutes of the meeting of October 19, 1961, were read and approved.
Mr. H. W. Runkle, Resident Engineer, presented final Secondary System Budget for the year
ending June 30, 1962. On motion of Mr. Palmer, seconded by Mr. Sutherland, the following resolution was
unanimously adopted:
BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia,
that the final Secondary System Budget for the fiscal year ending June 30, 1962, as presented by Mr.
H. W. Runkle, Resident Highway Engineer, be and the same is hereby approved as follows:

Communication was received from the Virginia Department of Highways advising that Warren Lane
in Meadowbrook Heights Subdivision from its intersection with Meadowbrook Road for .06 mile to dead end,
had been accepted into the Secondary System of Highways.
Mr. Sutherland advised that the road going from Route 711 to the property of Charlie Burton
was recommended by Viewers several years ago and recommended its acceptance into the Secondary System.
On motion of Mr. Sutherland, seconded by Mr. Harris, the following resolution was unanimously adopted:
BE IT RESOLVED by the Board of County Supervisors of Albemarle County,
Virginia, that the Virginia Department of Highways be and is hereby requested to
accept into the Secondary System of Highways road beginning at Route 711, 0.3 mile
east of its intersection with Route 29, and continuing for a distance of 0.4 mile
in a southwest direction to dead end at property of Charlie Burton.
BE IT FURTHER RESOLVED that a 40 ft. unobstructed right-of-way, along with
drainage easements, be and is hereby guaranteed along this requested addition.
Communication was received from Mr. H. H. Harris, State Highway Commissioner, advising that
in view of recent study and report, it was the feeling of the Highway Department that no further treat-
ment is needed at the present time with regard to the entrance to the Bellair Subdivision.
The present lighting system at the intersection of Routes 29 and 250 wan discussed at length
and on motion of Mr. Palmer, seconded by Mr. Harris, the following resolution was unanimously adopted:
WHEREAS, it is the feeling of this Board that the present traffic light
system at the Intersection of Route 29 and the Route 250 By -Pass should be changed
due to the fact that several accidents have occurred at this location. -
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Albe-
marle County, Virginia, that this Board does hereby request the Virginia Department
of Highways to resurvey the present 6raffic signals at said intersection for pro-
tective megsures.
Plat was received on redivision of land of Gilbert B. Critzer as approved by the County
Planning Commission. On motion of Mr. Garnett, seconded by Mr. Sutherland, this plat was approved and

the Chairman and Clerk were authorized to sign same on behalf of this Board.
Plat was received on Section 2, The Allen Subdivision, as prepared by Mr. J. E. Barnett and
approved by the County and City Planning Commissions. On motion of Mr. Palmer, seconded by Mr. Garnett,
Plat ,was received of 0.93 acre tract fronting on Route 635 near Batesville belonging to
Curtis A. Haden, Jr., as prepared by Mr. 0. R. Randolph and approved by the County Planning Commission.!'
On motion of Mr. Harris, seconded by Mr. Garnett, this plat was approved and the Chairman and Clerk
were authorized to sign same on behalf of this Board.
Plat was received on the revision of Lots 2 and 3, Block C, and Lots 1 and 17, Block B.,
Northerly Subdivision, to Lots 2A, 2B and 3A, Block C and Lots 1A, 1B and 17A, Block B, as prepared by
Mr. Amos R. Sweet and approved by the County and City Planning Commissions. On motion of Mr. Thraves,
seconded by Mr. Harris, this Plat was approved and the Chairman and Clerk were authorized to sign same
on behalf of this Board.
Plat was received on Revision of Lots 1, 2 and 3 of Section 1, Elkins Acres, as prepared by
Mr. Amos R. Sweet and approved by the County and City Planning Commissions. On motion of Mr. Garnett,
seconded by Mr. Palmer, this plat was approved and the Chairman and Clerk were authorized to sign same
on behalf of this Board.
Plat was received on division of Parcel D into Parcels D-1, D-2 and D-3, Carrsbrook Sub-
division, as prepared by Mr. William S. Roudabush, Jr and approved by the County and City Planning
Commissions. On motion of Mr. Harris, seconded by Mr. Palmer, this plat was approved and the Chairman
and Clerk were authorized to sign same on behalf of this Board.
Plat Was received on revision of Lots 32 and 33, Block 5, Sedion 3, Greenbrier Subdivision,
as prepared by Mr. Pulliam S. Roudabush, Jr. and approved by the County and City Planning Commissions.
On motion of Mr. Harris, seconded by Mr., Garnett, this plat was approved and the Chairman and Clerk
authorized to sign same on behalf of this Board.
Plat was received on Little Cloverhill Subdivision as prepared by Mr. William S. Roudabush,
and approved by the County Planning Commission. On motion of Mr. Thraves, seconded by Mr. Palmer, this
plat was approved and the Chairman and Clerk were authorized to sign same on behalf of this Board.
Plat was_ received on survey of a 0.94 acre tract of land for H. M. DeMasters, located near
Covesville, as prepared by Mr. William S. Roudabush, Jr, and approved by the County Planning Commission.€
On motion of Mr. Harris, seconded by Mr. Palmer, this plat was approved and the Chairman and Clerk were
authorized to sign same on behalf of this Board.
Plat was received on division of tract of land near Ivy belonging to Kyles Burrell Waller
Lots JA and 1B as prepared by Mr. William S. Roudabush, Jr. and approved by the County Planning Com-
mission. On motion of Mr. Thraves, seconded by Mr. Palmer, this plat was approved and the Chairman and
Clerk were authorized to sign same on behalf of this Board.
Plat was received on Section 6, Northfields Subdivision, for the purpose of redating, as pre-
pared by Mr. B. Aubrey Huffman and approved by the County and City Planning Commissions. On motion of
Mr. Palmer, seconded by Mr. Harris, the Rhairman and Clerk were authorized to redate this plat.
Plat was received on Lots 11, 12, 12A and 13, Block C., Flordon Subdivision, as prepared by
Mr. B. Aubrey Huffman and approved by the County and City Planning Commissions. On motion of Mr.
Garnett, seconded by Mr. Harris, this plat was approved and the Chairman and Clerk were authorized to
sign same on behalf of this Board.
Plat was received on division of land belonging to Ethel T. Makruder, located on north side of
Hydraulic Road, as ,prepared by Mr. B. Aubrey Huffman and approved by the County and City Planning Com-
missions, On motion of Mr. Thraves, seconded by Mr. Harris, this plat was approved and the Chairman and
Clerk were authorized to sign same on behalf of this Board.
Two petitions were received from landowners on the south side of the County requesting the
Board not to endorse or formally approve any petition pertaining to the location of Route 64 through
the southern section of Albemarle County prior to receipt from the State Highway Department of the
alternate routes the said Department has selected. This petitions were ordered filed and no action was
taken on the matter.

Harris, seconded by Mr. Sutherland, these Statements were examined, verified and approved.
Statement of Expenses incurred in the maintenance of the County Jail was submitted along with
Summary Statement of Prisoner Days for the month of October, 1961, On motion of Mr. Sutherland,
seconded by Mr. Garnett, these Statements were examined, verified and approved.
Claim of the Jail Physician in the amount of $24.00 was presented for the month of October,
1961, and on motion of Mr. Sutherland, seconded by Mr. Garnett, was approved for payment.
Reports of the Department of Public Welfare for the month of October, 1961, were presented
in accordance with Sections 63-67.1 and 63-67.2 of the Code of Virginia.
Claim of the University of Virginia Hospital in the amount of $2,538.95 for hospitalization
of indigent patients was received, one-half of which is reimbursable by the State. On motion of Mr.
Palmer, seconded by Mr. Sutherland, this claim was approved for payment.
Report of the County Executive for the month of October, 19610 was presented, approved, and
ordered filed.
On motion of Mr. Garnett, seconded by Mr. Harris, rules with regard to second reading were
suspended and the following resolution unanimously adopted'.,
BE IDS RESOLVED by the Board•of County Supervisors of Albemarle County,
Virginia, that the following appropriations be and the same hereby are made for
the month of December, 1961, from the funds and for the functions or purposes
indicated:

Resolution was received from the City Council in which said body requested the District
Engineer of the U. S. Army Corps of Engineers at Norfolk to make a study of this area to see whether
or not flood conditions could be relieved or eliminated in this area. Copy of letter to Col. J. D.
Snow was also received along with a letter to the Board from M. M. Pence, County Executive. After
discussion, this matter was tabled.
Petition was received, signed by 54 persons, requesting the County to authorize a downward
revision of the assessed value of mobile homes to provide a more equitable tax on such property.
After much discussion of this subject, the matter was referred to a committee consisting of Mr. Palmer
and Mr. Harris for study. This committee was requested to present its recommendation to this Board
at the regular December meeting.
Claim against the Dog Tax Fund was received from Mrs. Alfred F. DeMilia for two ewes. On
motion of Mr. Garnett, seconded by Mr. Harris, this claim was denied due to the fact that the Doges
Warden could not establish the fact that these ewes were definitely killed by dogs.
Claim against the Dog Tax Fund was received from Mr. Clarke Brooks for one ram killed by dogs.
On motion of Mr. Sutherland, seconded by Mr. Harris, Mr. Brooks was allowed $50.06 for this ram.
Claim against the Dog Tax Fund was received from Mr. W. L. Adcock for one calf killed by
dogs. On motion of Mr. Thraves, seconded by Mr. Sutherland, Mr. Adcock was allowed $40.00 for this
calf.
Claim against the Dog Tax Fund was again presented from W. W. Detamore for 83 pullets and 18
roosters killed by dogs. On motion of Mr. Sutherland, seconded by Mr. Thraves, this claim was denied
due to the fact that the owner of the dogs in this instance was known.
Mr. Garnett advised of the need of a telephone at the Crozet Filter Plant in the Crozet
Sanitary District. On motion of Mr. Garnett, seconded by Mr. Harris, the installation of a telephone
at the Crozet Filter Plant was approved.
As a result of an executive session of the Board, the Clerk was directed to request Mr.
Webb Midyette of the Commission of Game and Inland Fisheries to meet with this Board with regard to
the problem which has existed in the south side of the County for a number of years concerning hunters
who have no respect for laws and property, Also, on motion of Mr. Garnett, seconded by Mr. Sutherland,
the following resolution was unanimously adopted:
WHEREAS, this Board is deeply concerned over an incident which occurred
in Albemarle County, where someone placed a deer head in the mail box of Ellis
Jones; and
a
WHEREAS, this Board is cognizant of the fact that the Post Office Depart-
ment is investigating this act, and further, that it is the feeling of this Board
that if the person or persons responsible for this act are apprehended and convicted,
it will do much to alleviate the problems existing in this area;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Albemarle County, Virginia, that the Post Office Department be and is hereby urged
to exert every effort possible in its investigation of this case.
In response to resolution adopted by this Board with regard to a cross runway ah the Joint
Airport at the last regular meeting and forwarded to the City Council of the City of 'Charlottesville,
the following resolution was received from said Council:
"BE IT RESOLVED by the Council of the City of Charlottesville that the
Joint Airport Commission be authorized to secure estimates of the cost of an
engineering survey for a cross runway at the Charlottesville -Albemarle Joint
Airport and further that the Commission be requested, if possible, to secure
cost estimates for such runway."
Notice was received from the Stste Corporation Commission of public hearing at 10:00 AN on
January 8, 1962, Richmond, Virginia, on regulations concerning storage and handling of liquified petro-
leum gases, and was ordered filed.
On motion, duly made and seconded, the following Capital Outlay Projects were approved for
the immediate future:
(1) Scottsville School.
(2) Beaver Creek Dam.
(3) Joint Health Center.
(4) Joint Airport.
(5) Renovations to Court House.
(6) Renovations to old County Garage.
(7) Renovations to County Jail.
Claims against the County amounting to $352,643.68 were presented, examined, and allowed and
certified to the Director of Finance for payment and charged against the following funds:
