These comments do not constitute a final review of your project. The Agent has made a good faith effort to determine compliance with the requirements of Chapter 18 of the Code of the County of Albemarle, and to identify all deficiencies. It is possible that during the formal review of your application that additional comments may be generated. Failure to identify a deficiency during preapplication review does not relieve the project from compliance with Chapter 18 of the Code. In accord with the provisions of Section 32.4.1.4 of Chapter 18 of the Code of the County of Albemarle the agent has reviewed the above referenced preapplication plan and has the following comments: Compliance with zoning. The proposed use and density DOES comply with the Chapter 18 of the Code. Required changes. The following changes are required for the plan to comply with Chapter 18 of the Code, special exception, or code of development: 1. [32.4.1.2(c) and 32.4.1.3(a)] Please show the applicable setback lines on any layout drawings submitted with the Initial Site Plan. 2. [32.4.1.3(a)] Please include a reference to the rezoning of the property, ZMA201900013, to Note 8, the Zoning information of the property. 3. [32.4.1.3(b) and 4.12.6] Please include a parking schedule that identifies the required and proposed number of parking spaces on the property. According to the Zoning Ordinance the required number of parking spaces for "recreation, public' shall be determined by the Zoning Administrator. Please work with Zoning during the Initial Site Plan process to determine these requirements. 4. [32.4.1.3(b)] A landscaping plan will be required prior to Final Site Plan approval. 5. [32.4.1.3(d)] Revise the Zoning information (Note 8) to change "critical slopes" to "managed and preserved steep slopes." Please show the location of all managed and preserved steep slopes on the plans. 6. [32.4.1.3(e)] A landscaping plan should identify all existing landscape features as described in section 32.7.9.4(c). 7. [32.4.1.3(f) and (h)] Please show the location of all Water Protection Ordinance stream buffers and the limits of the Flood Plain within the site as applicable. 8. [32.4.1.3 0)] Show and label all existing sewer and drainage easements with dimensions. State the recorded instrument number of the plat that created the easements. 9. [32.4.1.3 (k)] Show and label all proposed sewer and drainage easements with dimensions. Prior to final site plan approval, all proposed sewer and drainage easements must be reviewed, approved, and recorded through an easement plat application. Final site plan easement labels will need to be updated to state the recorded instrument number for all new easements. 10. [32.4.1.3(m)] Please see the attached VDOT comments for more information regarding ingress and egress to the property. 11. [32.4.1.3(n)] Please be aware that all handicap spaces provided will need to meet ADA requirements. 12. [32.4.1.3(n)] Please provide more information and the dimensions of the proposed vault toilet. 13. [32.4.1.3(n)] Please provide dimensions of and identify all surface materials of sidewalks and other pedestrian walkways. 14. [32.4.1.3 (n)] The final site plan must contain a lighting plan that complies with all applicable regulations in Section 18-4.17 of the Zoning Ordinance. 15. [32.4.1.3(q)] Please include a note that portions of the property are within the Ragged Mountain dam break inundation zone. Additional information. The following information is required to be submitted with your site plan application: - Initial Site Plan Aoolication Staff has provided references to provisions of Chapter 18 of the Code. Please provide the anticipated traffic increases resulting from this development. 2. Show details of drainage plan. 3. Include more details for entrance, including (but not limited to) entrance width, taper lengths, curve radii, etc. 4. Show pavement on existing Route 20 that will have to be removed and replaced incidental to this construction. Limits of pavement removal and replacement should be entire lanes in width and extend beyond the length of the impacted right-of-way. 5. Provide capacity analysis showing that the provided 200' of storage for the proposed turn lanes on Route 20 is adequate for the total buildout. 6. Note that the final plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements. 7. Contact the VDOT Charlottesville Residency if you intend to pursue Recreational Access funds. Please provide a digital copy in PDF format of the revised plan along with a comment response letter.
