All comments contained in the attached comment letter dated December 9, 2020 last revised December 22, 2020 must be addressed prior to final site plan approval. This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval of the final site plan. In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the following approvals are received: 1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle. 2. Approval of all easements for facilities for stormwater management and drainage control. The final site plan will not be considered to have been officially submitted until the following items are received: 1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code. 2. Applicable fee. Please submit 11 copies of the final plans to the Community Development Department. The assigned Lead Reviewer will then distribute the plans to all reviewing agencies (for ACSA, please submit 3 copies of construction Plans directly to them, as stated in their comments). Once you receive the first set of comments on the final site plan, please work with each reviewer individually to satisfy their requirements. [32.5.2 (a)] Update the cover sheet to say "Rivanna Magisterial District" 2. [32.5.2 (a)] Correct Owner address on left hand side of the cover sheet, under the contact list 3. [32.5.2 (a)] Add "Entrance Corridor, Airport Impact Area, and Steep Slopes — Managed" to the site statistics on the cover sheet. 4. [32.5.2(b) and 4.121 A drive through car wash or simply a car was is not a use identified in Section 4.12.6, therefore, the proposed use would be subject to 4.12.7. The Zoning Administrator will need to approve the number of proposed parking spaces prior to final site plan approval, although it appears to be an appropriate amount. I would recommend changing the box to read "Parking Schedule" instead of "Parking Requirements" and then only include the number of provided spaces. Since this use is subject to 4.12.7 and doesn't have a parking rate and required amount this schedule is best left without it. 5. [32.5.2 (b)] Update the "Proposed Use" section of the cover sheet so that it states "Car wash." 6. 132.5.2 (b)] Update the setbacks listed on the cover sheet so that it states the minimum and maximum permitted setbacks. Per Section 18-4.20, there is no maximum front setback since this is a corner lot abutting a principal arterial highway. Update the side setback so that is states "primary structures shall be constructed and separated in accordance with the current edition of the Building Code." 7. 132.5.2 (d)] Show and label all areas of Managed Steep Slopes on the site plan. Identify the source used to locate areas of Managed Steep Slopes. 8. [32.5.2 (j)] Show all existing and proposed stormwater and drainage easements. State the dimensions of the easements. 9. [32.5.2 (1)] Show all existing and proposed easements for water, sewer, and other utilities. State the dimensions of each easement. 10. [32.7.9.7 (a)(3)] Please provide a construction detail in plan and profile view of the proposed dumpster enclosure. The detail should identify materials to be used, color, dimensions, etc. Please be aware that walls used for screening must be a minimum of 6' in height. 11. 132.7.4.21 Prior to final site plan approval, the applicant must submit an easement application for review that shows all proposed stormwater and drainage easements. The plat must be approved by the County and recorded prior to final site plan approval. The final site plan will need to be updated to state the deed book and page number of the recorded instruments associated with all new easements. 12. COUNTY OF ALBEMARLE Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 Phone (434) 296-6832 Fax (434) 972-4126 December 8, 2020 Craig Van Bremen Glenn Clean Holdings 5215 Colley Avenue Norfolk, VA 23508 RE: ARB-2020-117: Green Clean Initial Plan and Preliminary Architectural Review (TMP 04684-00-00-001DO) Dear Mr.Van Bremen, At its meeting on Monday, December 7, 2020, the Albemarle County Architectural Review Board unanimously voted to forward the following recommendations on the above -noted Initial Site Development Plan to the agent for the Site Review Committee: • Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and (5) and recommended conditions of initial plan approval: o Prior to Initial Plan approval the following items shall be resolved to the satisfaction of the ARB: None. The ARB recommends approval of the Initial Plan without conditions. • Regarding recommendations on the plan as it relates to the guidelines: None. • Regarding conditions to be satisfied prior to issuance of a grading permit: 1. Provide the conservation checklist in the site plan. • Regarding the final site plan submittal: A Certificate of Appropriateness is required prior to final site plan approval. The following items and all items on the ARB Final Site Plan Checklist must be addressed: 1. Provide material and color samples for all materials. 2. Add architectural details such as height variation and greater variation in the material changes along the EC -facing elevation to help better establish the elevation as the front of the building and add human scale to the building. Most ARB members agreed that the revised elevation shown during the meeting is moving in the right direction. 3. Consider revising the proposed material to a more traditional brick form and/or a natural earth -tone color. Accurately reflect the proposed material in the drawings and renderings. 4. Submit a window glass sample and specs with the next submission. 5. Add the standard window glass note to the drawings with the next submission: Visible light transmittance (VL7) shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%. 6. Provide detail drawings and color samples for the vacuum and auto sentry equipment. 7. Provide in the plan all pay station and vacuum station -related elements (canopies, trash cans, lighting, pay stations, etc.). 8. Provide a perspective view looking south into the site, with and without landscaping. 9. Provide a dumpster screen detail in the site plan. 10. Provide preliminary information on vacuum and pay station -related signage for review. 11. Revise the drawings to show where building- and car wash -related equipment is located. If the location is inside the building, note this on the plans. If located on the rooftop, provide a roof plan showing the equipment locations, show the equipment locations and heights on the elevation drawings, and illustrate methods for eliminating visibility of the equipment. 12. Add the standard mechanical equipment visibility note to the drawings with the next submission: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 13. Coordinate the light fixtures shown on the building elevations with the light fixtures listed in the lighting schedule in the site plan. 14. Revise the proposed lighting to soft, warm white (3k). 15. Indicate the color of the proposed fixtures on the plans. 16. Include a note on the lighting plan indicating that the 20' maximum height of the pole -mounted light fixtures includes any base. 17. Revise the photometric plan using an LLF of 1.0 for all fixtures. 18. Add the standard lighting note to the lighting plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle." 19. Revise the landscape plan to show the large shade trees extending along the full frontage of Rt. 29. 20. Confirm the location of electrical service on the plans. 21. Provide two large trees, one parallel to Worth Crossing and one parallel to Fortune Park Road, 2'/" caliper at planting. 22. Revise the landscape plan to show one large tree in the gap along the north side of the site near the pay stations to meet the perimeter parking area landscaping requirements. 23. Provide additional shrubs near the pay stations along the north end of the site to help mitigate the visibility of the paved area and pay stations/queuing line from Rt. 29. 24. Provide shrubs or other vegetation along the EC -facing elevation of the building. 25. Provide details on the proposed dumpster enclosure. 26. Provide the conservation checklist and associated checklist items in the site plan. 27. Sign applications are required for all proposed signs. Provide with the sign applications a sample of the color proposed for the signs. Reduce the scale of the car logo shown on the monument signage to create a more proportional sign design. Landscaping plants and trees adjacent to the sight distance triangle will need to be maintained in area between 2 and 7 feet above ground as a clear zone to preserve sight lines and accommodate pedestrians. 2. Note that the final plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements.
