We have reviewed the above referenced plans and have the following comments:
Engineering (Emily Cox)
1. WPO Plan must be approved before road plan can be approved. Rev. 1: Comment not
addressed. Rev. 2: Comment not addressed. WPO201900027 must be approved before this
road plan can be approved.
2. WPO Plan must include a mitigation plan for the disturbance in Inc buffer. Rev. r: _ummenr not
addressed. Rev. 2: Comment addressed.
3. Provide all permits required for work in the floodplain and Powell's Creek. Rev. 1: Comment
not addressed. Rev. 2: Comment will be addressed with WPO Plan.
4. Ensure the professional sea] is signed and dated .Rev. 1: Comment addressed.
5. Ensure horizontal curve information is labeled on the plan view. Rev. 1: Comment addressed.
6. Ensure all pavement markings and street signs are shown. Stop Bar, speed limit, etc. Rev. 1:

7. It appears sight distance easement may be necessary on Orchard Drive (in front of the Ludwig

1. Add a note that vacant water meters along Orchard Drive are to be abandoned per ACSA
construction details. Rev. 1: Still under review. Rev. 2: No objection per email dated 12/15/20.

1. The applicant should contact this office with a list of three (3) proposed road names to replace
`Connector Road'. That road name is not available to be used. Please contact this office with any
questions.

Comments: Per Part I, Section 4-a of the County's Road Naming and Property Numbering
Manual (page 6 of PDF):
"A proposed road name which duplicates an existing or reserved road name in Albemarle
County or the City of Charlottesville shall not be approved. An exception may be made for
cul-de-sacs which have the same name as the road from which they originate (example:
"Amberfield Court" which originates from "Amberfield Drive")."
A new road name will need to be submitted.
We recommend providing three (3) candidate names to our office for review, in case your
first choices are not acceptable.

Re: SUB-2019-00058- Pleasant Green Connector Road
Dear Ms. Cox:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced Pleasant Green Connector Road, as submitted by
Collins Engineering, dated December 9, 2020 and find the following:
1. The design plans for the proposed triple box culvert have been forward to the Culpeper
District Structure & Bridge Section, as well as the Hydraulics Section. The following
comments will need to be addressed:
a. Please confirm that Albemarle County has approved a CLOMR for the proposed
floodplain alteration.
b. Please confirm that Albemarle County has initiated the floodplain alteration process.
HEC-RAS analysis report indicates that the proposed connector road will be
adequately protected from flooding and that 100 year regulatory floodplain elevations
will be increased by 2.59 ft.
Additional comments from S&B to be addressed prior to acceptance into the State inventory:
Comments regarding some of the plan details described below.
c. Road plans
i. Sheet 3 - ROW limits look appropriate but need to be clearly identified on the
plans. Please label the proposed right of way.
ii. Sheet 3 — Please clarify on sheets 5 and 5A that the standards have been
followed but the box elements will be precast. There are a number of
references in the plans to the standard box culvert details. Since the
standards are intended for CIP boxes and this triple box is to be precast, it

should be clarified on sheets 5 and 5A that the standards may have been
followed but the box elements will be precast.
iii. Sheet 3 — Shop drawings show 15" RCPs for drainage through the wing walls.
No drainage pipes going through the wingwalls are shown on the plan. Please
have the shop drawings corrected to match the plans.
iv. Sheet 5 - Provide a description that the standards were followed but that the
boxes will be precast (if this is in fact the case).
v. Sheet 5A - Similar note regarding boxes being precast as requested on Sheet
5.
d. Box culvert shop drawings
i. Sheet 6 of 11— Shows 15" RCP openings that are not shown on the road plan
submittal. Please have the Shop Drawings corrected to match the plan.
ii. Sheets 3-6 of I I — Please include details describing the rounded section
between box culvert segments on the upstream side as described in the
standards included on road sheet 5 to be cast in place.
2. Please show the 15" RCP on profiles and cross -sections of the proposed culvert boxes. There
should be adequate buffer between the two structures. Recommend showing 15" minimum
spacing between structures.
3. Please submit a geotechnical report in accordance with Chapter 3 of the Manual of
Instructions is required, as well as structural and hydraulic details and information.
4. Easement plat will be required for establishment of the proposed right of way.
5. Please provide a comment response letter with each submission after the initial.
A VDOT Land Use Permit will be required prior to any work within the right of way. A Traffic
Maintenance Plan (TMP) may be required to obtain a permit to work within VDOT Right of
Way. The TMP preparer shall possess an Advanced Work Zone certification, verification
number is required on the TMP submittal. The owner/developer must contact the Charlottesville
Residency land Use Section at (434) 422-9399 for information pertaining to this process.
