(The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) Follow- up comments from the review of the second submittal are in bolded black font. Please address these follow- up comments as well. Each comment is preceded by the applicable reference to Chapter 18 of the Albemarle County Code (Zoning Ordinance), unless otherwise specified. (The following comments are those that have been identified at this time; additional comments may be added or eliminated based on further review.) [32.5.2(a)] General information. a. Include the application number for this project on the cover sheet, which is SDP2020-00058. b. Revise the title of the plan to state that it is a "Major Amendment," instead of a final site plan. c. On the cover sheet, provide the SDP number for the site plan that this plan is proposing to amend. d. The Health Department and the ARB signature lines can be removed from the signature panel on the cover sheet. e. Include the zoning overlay districts that are applicable to this plan on the cover sheet: Steep Slopes — Managed. f. Indicate on the cover sheet that a WPO stream buffer is located on the property and will be managed in accordance with the Albemarle County Water Protection Ordinance. Comments addressed. 2. [32.5.2(b)) Information regarding the proposed use. a. Include the proposed enclosed vestibule under the building height and square footage tables on the cover sheet. b. Label the mechanical addition on the site layout sheets. (I didn't see it; if it already is labelled, please point it out to me.) c. Include a summary of all proposed additions and uses on the cover sheet, including the basketball court, playground area, portable classroom, etc., including height and square footage of those features, as applicable, so that staff can have a full understanding of all the proposed additions to the site. d. Include all proposed parking spaces (including bus and overflow/special event) in the parking schedule on the cover sheet, broken out by each type so that staff can analyze the full amount of parking being provided. (See also comment #3 below for additional comments on parking.) e. Provide on the cover sheet the maximum amount of impervious cover on the site. Comments addressed. 3. [4.12.6] Provide a parking study for the Zoning Administrator that includes justification and calculations for the number of parking spaces proposed with this project, so that the required number of parking spaces can be determined by staff. In addition, on the cover sheet, include all proposed parking spaces, including the special event spaces and the bus parking spaces, although they can be broken out by type for easier analysis. Submission of parking study has been received and forwarded to the Zoning division for review. The determination of the Zoning division regarding the number of parking spaces required will be provided to applicant upon receipt by Planning staff. 4. [32.5.2(c)] Provide phase lines on the plan. It appears that there will be at least two phases, since the basketball court improvements will not occur until after the portable classroom has been removed. Provide a summary of the proposed timing of this phasing. Comment addressed. 5. [32.5.2(d)] Topography. a. Remove note #1 (about critical slopes) on the cover sheet and instead indicate that the site includes managed steep slopes. Since this site is in the development areas, there are no critical slopes. Comment addressed. 6. [32.5.2(k)l Proposed sewer and drainage facilities. a. It appears that new ACSA easements are proposed for this project. An easement plat will need to be submitted, reviewed, and recorded prior to the approval of this site plan. b. Are there any other new easements that are proposed with this project? If so, those easements should also be included on the easement plat for review and recordation. Comments addressed. 7. [32.5.2(m)] Ingress and egress. a. Show the distance to the centerline of the nearest existing street intersection from the proposed ingresses and egresses. Comment addressed. 8. [32.5.2(n)] Existing and proposed improvements. a. Provide the square footage and height of the proposed enclosed vestibule. Comment addressed. b. Provide the square footage and height of the portable classroom. Comment addressed. c. A sidewalk should be provided along the frontage of the parcel, parallel to Crozet Avenue. Sidewalk no longer needs to be provided along the frontage of Crozet Avenue. However, it appears that the crosswalk from the western side of Crozet Avenue toward the school does not align with the location of the ramp that leads into the sidewalk that is provided for access to the parking lot and school. The ramp and crosswalk need to be more well aligned. d. Identify the location of all outdoor lighting. (See also comment #9 below for additional comments on lighting.) Comment addressed. e. Why is the new sidewalk proposed adjacent to the new parking area in the southwest portion of the site (between Crozet Ave. and the school building) a different material than the rest of the sidewalk? It should all be concretc. Comment addressed. f. Ramps should be provided at the two crosswalks on the north and south sides of the fire lane at the front fapade of the building, similar to how ramps are provided for the center crosswalk. It appears there are only existing ramps on the building side, and not on the parking lot side of those crosswalks. Comment addressed. g. Indicate on the layout plan the line where the movement addition and the classroom addition are to be separated, so that staff can have a better understanding of the specific area of each. Comment addressed. h. What does the thick dashed line on the east side of the new courtyard represent? Comment addressed. Provide more information on the courtyard. Is it stepped, or are the areas of exposed aggregate just separating portions of the concrete? Comment addressed. What is the 8-ft. dashed line between the ADA ramp and the landscaping retaining walls on the south side of the courtyard (perpendicular to the gate and fence)? Comment addressed. k. How tall is the proposed canopy adjacent to the bus lane and parking? Comment addressed. 3 I. Provide the width of the concrete path going from the enclosed vestibule to the playground area. Comment addressed. m. Provide the width of the concrete sidewalk and ramp going from the vestibule to the playground area. Comment addressed. n. Provide more information on the play features and equipment that is propose,{ Comment addressed. o. What is the thick solid line that is depicted diagonally across the asphalt path in the lower right-hand corner of sheet C4.1? Comment addressed. p. Label the setback line on sheet C4.2, so that staff can ensure the side setbacks are being met for the proposed portable classroom. Comment addressed. q. Provide the smallest width for the curvilinear parking spaces. They must be at least nine -feet wide at their narrowest Comment addressed. r. Accessible ramps should be provided on either end of the sidewalk located between the central parking area and the building. Comment addressed. 9. [4.17] Is outdoor lighting proposed with this project? It appears as if it may be. If outdoor lighting is proposed, provide a lighting plan that complies with the requirements of 18-4.17. Cut sheets for the proposed light fixtures, including their type, design, and lumens, are required as a part of the lighting plan. In addition, the Light Loss Factor (LLF) for the lighting must be calculated from a factor of 1.0. Review 18-4.17 for more information and details on what is required as a part of the lighting plan. Provide a legend so that staff can analyze the lights shown on the lighting plan with the correct cut sheets and other information. 10. [4.12.13; 4.12.191 The dumpster pad area needs to be shifted slightly so as not to impede the loading space. In addition, the concrete of the dumpster pad must extend at least eight (8) feet in front of the dumpsters. This concrete pad cannot interfere with or impede the required area for the loading space. What are the two 4' dimensions identified adjacent to the proposed dumpsters? What are they supposed to be measuring? Comments addressed. 11. 14.12.191 Provide more information on the proposed screening and enclosure materials of the dumpster pad area. Comment addressed. 12. [32.5.1(c)] Show all existing utility easements on the drawings. Include a label or call out for each easement stating whether the easement is public or private, the owner of record and the recorded instrument number, and easement width where existing easements are visible on the plans. Comment addressed. 13. [32.5.2 (k)] Label all existing and proposed sewer and drainage easements by type and include a size/width measurement. For existing easements, state the deed book and page of the recorded instrument. Comment addressed. 14. [32.5.2 (1)] Label all existing and proposed utility easements by type and include a size/width measurement. For existing easements, state the deed book and page of the recorded instrument. Comment addressed. 15. [32.7.9.41 Provide a conservation checklist for the trees and vegetation that are proposed to be preserved for this project. A copy of this signed checklist needs to be included on one of the landscaping plan sheets. Comment addressed. 16. [32.7.9.51 Revise the street tree landscaping requirements. Street trees are required for the entire frontage (745 feet) — entrances cannot be subtracted from the total. Provide any additional trees that are needed based on the calculations. Comment addressed. n 17. 132.7.9.51 Shrubs also need to be planted to screen the proposed curvilinear parking spaces. Comment addressed. 18. 132.7.9.61 Ensure the total area of paved parking area also includes the bus lane and special event parking. Comment addressed. 19. [32.7.9.6] Identify on the landscaping plan where the parking lot landscaping is being provided. Vegetation between the parking area and the building cannot be included in this calculation. Comment addressed. 20. [32.7.9.71 The dumpster pads and loading area need to be screened on the east side (north of the building addition) and across the bus lane, screening the adjacent rural areas property. Comment addressed. 21. 132.7.9.71 Provide additional screening along the north side of the bus lane, going toward the west to where it narrows to 24 feet, as the bus parking appears to extend that far. Comment addressed. 22. [32.7.9.81 Provide more information on where these canopy areas are located, including where the proposed 20,650 sq. ft. is coming from. Depending on the tree species used, the canopy could be different. The required amount of tree canopy is proposing to use a significant amount of existing tree canopy. Provide a conservation checklist in accordance with 32.7.9.4(b)2 in order to satisfy this requirement. Also, identify those trees and landscaped areas proposed to be preserved in order to meet this requirement. Comment addressed. Stream buffer historical (foot)note earliest code ref. date (Sec. 17-600 Extent ofstream buffers; retention and establishment) appears to be 6-19-91 which is after Crozet Elementary Final Site Plan was administratively signed. d. At no point over the past thirty -plus years have ordinance or modifications to Crozet Elementary triggered a request for wholesale plantings within defined limits of the stream buffer (which may not have existed at the time Crozet Elementary School final site plan was administratively signed). e. Establishment of buffer vegetation (17-604.C.5) stipulates 2:1 offset plantings within unvegetated portions of a stream buffer. If intent of ordinance is for any applicant of any application on any parcel with stream buffer, even sections of buffer unaffected by or distant from development, to establish plantings throughout the entire unvegetated reach of buffer, there would be need to calculate a 2:1 offset, or to estimate quantities of plants required to achieve 2:1 offset plantings. Rather, ordinance would simply state requirement that mitigation requires buffer plantings throughout the entire unvegetated extent of an on -site stream buffer. Reviewer comment is inconsistent with ordinance 2:1 stream buffer mitigation planting requirement. See 17-604.C.5. f. The WPO stream buffer ordinance appears not to recognize concepts of nexus or undue burden, but recognizes proportionality via 2:1 mitigation planting requirement, which is the standard typically applied to (virtually) all applications. g. For these reasons, review comment oversteps and is withdrawn. C4.1 7. Note 1. Ensure Arch/MEP drawings (these are not reviewed by Engineering) provide temporary external containment (if required by USBC) for temporary above -ground oil fuel tank during winter months while construction is ongoing to help mitigate any impact due to accidental loss of oil that, at a school, may go undetected for hours, or days —relevant during possible extended school closure during winter holiday, or closure associated with the pandemic. Applicant: `It is not very practical to place a structure at this location on the curve of the curb line and so close to the sanitary sewer easement. This curb ramp does not serve any accessible parking spaces and is provided as a convenience for wheeling anything into the rear entrance.' Engineering accepts this position. 14. General (VSMP-related)7 Recommend Note on Site Plan that bioretention basins may not be constructed until all contributing drainage areas are stabilized, and that Note also require bioretention construction in accord with WPO202000039 plan. The VSMP plan will likely include similar note, requiring contributing drainage area stabilization prior to biofilter construction. (Rev. 1) Addressed. Applicant: `A note has been provided as recommended on Sheets C4.0 and C4.1.' 15. C5.3: Provide trench drain or similar for basketball court to minimize risk of ice on asphalt walk during winter. Court drains NW to SE. This expanse of impervious area (basketball court) will sheet rain or snowmelt to an asphalt walk. Proposed grade, 0.5%, is relatively flat. Debris trapped against chain link serves as a dam to drainage. A C 1.1 detail to supplement outdoor basketball court layout may eliminate need for trench drain if 5' chain link fence detail is included and shows —6" gap at the bottom edge to allow debris to be swept or blown through the gap. Experience with debris dam at chain link fence at Sutherland MS tennis courts advises this comment. (Rev. 1) Addressed. Applicant; `The grading of the basketball court has been revised to provide more slope (see Sheet C5.1). Additionally, the chain link fence has been removed. Therefore, we do not believe an additional trench drain is needed in this location.' 16. CLI: a.
