Charlottesville, VA. 229002 RE: Keswick Hall Spa —Minor Site Plan Amendment Review— SDP202000073 -Comment Response Letter Dear Mr. Perez: We have reviewed all of your comments from January 8, 2021 and made the necessary revisions. Please find our responses to the comments below in bold lettering. 1. [SP2018-1] Condition #3. VDH approval is required. Review comments are pending to be forwarded once received. Acknowledged. 2. [32.7.4.1, 32.7.4.2] Prior to site plan approval a WPO plan amendment is required. Acknowledged. WPO plan approved on 1/12/2021. 3. [32.5.2] Revise the site plan number on the cover sheet to SDP2020-73. Cover sheet has been revised accordingly. 4. [32.5.2(n), 32.6.2(a)] Dimension and label the dumpster area, including the dumpster pad dimensions. Dumpster area has been labeled and dimension. Per email coordination between Chris Perez and Andrew Allison on 1/14/2021, this area has been determined to be acceptable. S. [4.12.13] Load Areas. Dimension and label the loading area. Dimensions have been added to the loading area for clarification. 6. [32.5.2(n), 4.17.4] Lighting. Provide lighting cut sheets of all the proposed fixtures. Lighting cut sheets have been provided on L2.01. Building Official — Michael Dellinger Comments: No objection ENGINEERING I DESIGN I TECHNOLOGY Engineering -John Anderson Comments: 1. C0.0: Revise Stormwater Nutrient Credits Note to reference 0.09 lb./yr. surplus nutrient credits, consistent with WPO201800078 Amendment #2. Sheet C0.0 has been updated to reflect 0.09 Ib/yr of surplus nutrient credits to be consistent with WPO201800078 Amendment #2. 2. C0.0: Please revise Stormwater Nutrient Credits Note to reference WPO201800078 Amendment #2 Sheet C6.0, dated 11-09-2020. Note on C0.0 has been updated accordingly. 3. C4.0, C5.0: Provide CG-6 along lower edge of pavement of spa access, rather than CG-2. Curb with gutter is required per 18-4.12.15.g. The lower edge of spa site access concentrates runoff, which is then conveyed to storm structures inlets 118 and 120. CG-6 has been provided as noted in these areas. See Sheets C4.0 and C5.0 for updates. 4. Provide CG-6 where curb exists fronting the 3 (typ.) parking and 2 HC parking spaces (runoff is conveyed to Str. 116). Also, review item 3 above. CG-6 has been included in front of the HC parking spaces. 5. C5.0: Reinforced turf pavers grading concentrates runoff along east edge of pavers for -200' over a 5' vert. interval. Engineering recommends consider permanent measure at lower end of pavers to distribute this east edge concentrated flow. Proposed grading virtually assures problems at this location, over time, especially during or after less frequent storm events which will not have time to infiltrate pavers, but will behave more nearly as runoff from a fully impervious surface, with concentrated runoff along the east edge likely to cause erosion. A shift in design now may help avoid remediation effort, later. A swale has been added to the eastern side of the emergency access road. A Nyloplast inlet has been provided to collect concentrated runoff from this swale. See structure 136. See updates on Sheets C5.0, C6.2, C6.3 and C7.1 accordingly. 6. C7.1: Recommend revise 8" dome grate (increase size) to limit 6.593' spread at this location, given proximity to road and sidewalk. 6.6' spread at this location is, however, permissible. Inlet has been changed to 12 inches. Spread is now 5.04 ft. 7. C7.1: Please ensure storm line profiles are consistent with WPO201800078 Amendment #2, d. 11/09/2020. Outside of the addition of structure 136 and pipe 135, storm profiles match that of W PO201800078. CDD Inspections — Betty Slough Comments: 1. Accessible parking spaces, access isles, and accessible route shall be installed in accordance with ICC ANSI A117.1-09 and the 2015 Virginia Construction Code. Acknowledged.
