Receipt # Ck# By: County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Voice: (434) 296-5832 Fax: (434) 972-4126 REVISED 4/23/2018 Page 1 of 1 January 19, 2021 RE: SDP 2008 00006 Letter of Revision 43 Dear Mr. Langille: The Thomas Jefferson Foundation (the Foundation) seeks a Letter of Revision to "The Thomas Jefferson Visitor's Center and Smith History Center" site plan. The purpose of this revision is to install two (2) security gates along the primary internal travel way to allow for greater security and access control for Monticello, a UNESCO World Heritage Site, National Historic Landmark, and a popular historic site that attracts around 400,000 visitors every year. Monticello Loop is the only road leading to and from the historic mountaintop. An existing automated lift arm near the Visitor Center requires a key card or remote control for access. The simple gate is inadequate as it does not cross the width of the road and will not stop a vehicle determined to break through it. A 2018 Threat Assessment of the estate recommended that this gate be upgraded to prevent a trespasser in a vehicle from forcing their way up to the mountaintop. Additionally, a second crash -proof gate was recommended along the Loop Road to prevent unauthorized ingress up the normally one-way exit side of Monticello Loop. Exhibit 1 (attached) shows the approximate locations of two proposed crash -proof gates, in keeping with recommendations from the security consultant. Cut sheets for the gate, "Strong Arm M30," are also attached (Exhibit 2). The gate meets ASTM F2656-07 M30-P1 and is certified to stop a 15,000 lb. truck traveling 30 mph. The scope of work required for installing Gate # 1, located near the Visitor Center on TMP 78-22, are overlaid on three pages from SDP 2008 00006 (Exhibits 3 and 4). The gate is to be installed in the same general location as the existing security gate on Monticello Loop. Because proposed Gate # 1 requires a level road surface, minor regrading of the asphalt road surface is necessary. A disturbance area of —4,691 SF and removal of 3-4 trees is required for new road grade to evenly join the surrounding topography. Cylindrical concrete bollards will be installed to prevent vehicles from driving around the gate. Proposed Gate #2 is located on Monticello Loop's descent, as indicated on Exhibit 5. No grading is necessary at this site and utilities will be directionally bored. The Foundation has had preliminary conversations with Albemarle Fire and Rescue regarding this project and will work closely with Fire and Rescue to ensure access for these critical responders.
