Brich, P.E. 1401 East Broad Street Commissioner Richmond, Virginia 23219 January 14, 2020 County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Attn: Matt Wentland (804) 786-2701 Fax: (804) 786,2940 Re: SUB-2020-00216 — Glenbrook at Foothills — Phase IIB — Road Plan - Review #1 Dear Mr. Wentland: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated October 26, 2020, and find the following: 1. Sight lines location of eye do not appear to be per RDM F-40 Intersection Sight Distance detail and table 2-5 and RDM B(1)19 Sight Distance. Eye location will be a minimum 14.5 feet from the edge of travel lane. 2. Sight easement plats will be required for lots 165, 166, & 167 as shown on sheet 3 of the plan submittal prior to final road plan approval. Please note sight easement plats will be required on the adjacent phase. 3. Please provide the turn lane warrants for Eastern Ave. 4. Provide distances to nearest entrances or intersections. 5. Please show proposed entrance radii from Eastern Ave. 6. Mill and overlay for extensions/continuation of roads needs to be shown on the plans per WP-2 detail. 7. Please show No Parking within 20 feet of any intersection measured from the curb return of the intersection per RDM Appendix A(1). 8. There must be a 40' buffer between the cul-de-sac and parallel parking. 9. Plan sheet 3 appears to show a car parked after the "No Parking" sign location on Dunwood Drive. VirginiaDOT.org WE KEEP VIRGINIA MOVING 10. "No Parking" sign appears to be missing from Claibourne Road prior to intersection with Arboleda Drive. 11. Recommend bump -outs for parking per AASHTO Green Book 2011— 4.20 On -Street Parking. 12. Please show and label the cross drains on the plan sheet and show how they connect to proposed drainage structures. 13. Please provide an MOT plan in accordance with the Virginia Work Area Protection Manual. MOT plan should be on a separate sheet and designed for this project, include the proposed mill and overlay phase of construction. 14. Please place a note on the plan: A Traffic Maintenance Plan (TMP) is required to obtain a permit to work within VDOT Right of Way. The TMP shall be prepared by an Advanced Work Zone Certified person, certification card and verification number is required on the TMP submittal. 15. Note that the final plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements.
