Area Land Use Engineer Charlottesville Residency VA Department of Transportation RE: Response Letter #1 for SDP2019-064 Proffit Road Townhomes South Dear Adam, Thank you for your review of the initial site plan for Proffit Road Townhomes South. This letter contains responses to County comments dated December 1012019. Our responses are as follows: 1. ITE Trip Generation should be for multifamily housing. RESPONSE: Comment received. Please see the revised table on Sheet Cl. 2. SR 649 labeled on proposed plan sheets. RESPONSE: Comment received. 3. Please show the posted or regulatory speed limit of SR 649. RESPONSE: The posted speed limit of 35 mph has been included with the SR 649 la bet. 4. Please label the edge of pavement on both sides of SR 649. RESPONSE: The Edge of Pavement for SR 649 has been labeled. Please see the revised site plan. 5. Turn lane warrant analysis should be for multifamily housing. RESPONSE: Comment received. A revised turn lane warrant analysis will be provided as a separate submission. 6. Provide distances to nearest entrances and/or intersections on Route 649. RESPONSE: The distance from the proposed entrance to the nearest entrance is 651.65 ft. Please note that the nearest entrance considered from the right side is the Moubry Lane entrance. While the nearest entrance to the left is to State Route 1722, and the distance is 443.65'. Both of these distances are shown on the intersection sight distance sheet. 7. Provide intersection sight distance lines and profiles. RESPONSE: Sight distance lines and profiles are provided with this submission. 8. Provide a profile of the entrance and connection to SR 649 for both proposed entrances in accordance with appendix 13(1) VDOT Road Design Manual. RESPONSE: A profile has been provided with this submission. 9. Emergency entrance should be blocked in a manner that does not allow for non -emergency use, or preferably utilize reinforced turf for this access. Sidewalk should continue across emergency entrance to property line. RESPONSE: Acknowledged, the sidewalk has been extended. 11. Please show mill and overlay on plans in accordance with WP-2. Show limits of "mill and overlay" to adjacent travel lane and include the proposed utility installation areas. Also, please add the WP-2 detail to the plans. RESPONSE: Limits of mill and overlay are now provided on the plan. 12. Please provide an MOT plan in accordance with the Virginia Work Area Protection Manual. MOT plan should be on a separate sheet and designed for this project, include the proposed mill and overlay. RESPONSE: MOT plan is provided with this submission. 13. Landscaping plants and trees adjacent to the sight distance triangle will need to be maintained in area between 2 and 7 feet above ground as a clear zone to preserve sight lines and accommodate pedestrians. RESPONSE: A note regarding landscape maintenance has been added to the landscape plan. 14. Note that the final plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations, or other requirements. RESPONSE: Noted. 15. Please show how the stormwater will be discharged from the proposed curb/gutter along SR 649. RESPONSE: A utility plan including stormwater has been provided. 16. Coordination of sign placement will be in accordance with Albemarle County and/or the Charlottesville residency office, not Louisa County. RESPONSE: Acknowledged, the signs note on Sheet C1 have been updated so that the coordination of sign placement will be in accordance with Albemarle County and/or the Charlottesville residency office. 17. Please check the VDOT Notes on the cover sheet for correct contact information. RESPONSE: Comment received. 18. Has the entrance location for the proposed development across the street been determined? As previously noted, these entrances should be in line with each other. RESPONSE: We have changed the entrance so that it fines up with the entrance across the street. The entrance location for the proposed development across the street is determined based on the submission made on June 2nd 2020 for SUB202000055.
