Design Focused Engineering January 21, 2021 Adam Moore County of Albemarle Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 RE: Response Letter #1 for SDP202000045 999 Rio Road Initial Site Plan Submittal Dear Adam, Thank you for your review of the initial site plan for 999 Rio Road. This letter contains responses to County comments dated July 22, 2020.Our responses are as follows: 1. Please show mill and overlay on plans in accordance with WP-2, please add WP-2, detail to plans. Please show mill and overlay to the adjacent travel lane. RESPONSE: Comment received. Please see the updated site plan. 2. Work will require working in the center of the roadway, please provide MOT plan in accordance with the 2019 revised Virginia Work Area Protection Manual. RESPONSE: MOT plan has been provided with this submission. 3. Please refer to VDOT's Road Design Manual appendix F., pg. F-125, for design criteria on Commercial Entrance along highways with curb and gutter. Please show geometry on both proposed entrances, width needs to be a minimum of 30 ft. RESPONSE: Comment received. Please see the revised site plan. 4. Please install CG-12 detectable warning surfaces at crosswalks. RESPONSE: CG-12's are provided at crosswalks. 5. Please include turn lane warrant as appropriate. RESPONSE: Comment received. We will provide the turn lane warrant analysis as a separate submittal. 6. Please refer to appendix B(1)-pg.33, in VDOT's RDM for separation, between face of curb to the edge of the shared use path shall be a minimum of 8 ft., in order to meet the minimum lateral offset distance to install signs, for the roadway and the shared use path in accordance with the MUTCD part 2 & 9. If signs are required on the outside of the shared use path due to horizontal and vertical grade changes, then a minimum of 6.5 ft. of right of way from the edge of path shall be provided otherwise, a minimum of 3 ft. right of way shall be provided. It appears the existing shared use path along Belvedere Blvd. is outside of the existing right of way and will not be maintained by VDOT. RESPONSE: Per discussions with VDOT on January 20, 2021, the area outside of the shared use path shall be 5'. Width and clearance of shared use path, the recommended paved width for a two directional shared use path is 10 ft. However in rare instances, a reduced width of 8 ft. can be adequate. This reduced width should be used only where the following conditions prevail. • Bicycle traffic is expected to be low, even on peak days or during peak hours. • Pedestrian use of the facility is not expected to be more than occasional. • There will be good horizontal and vertical alignment providing safe and frequent passing opportunities. • During normal maintenance activities the path will not be subject to maintenance vehicle loading conditions that would cause pavement edge damage. RESPONSE: The shared use path is reduced to 8' along Belvedere Boulevard as there is an existing bike lane along Belvedere Boulevard. Cyclists would be more comfortable using the road in this circumstance with a separate, designated lane and lower traffic levels on Belvedere Boulevard, relative to Rio Road. 8. Please provide drainage calculations. RESPONSE: Drainage calculations have been provided with this submission.
