The VSMP is hereby submitted incorporating the following changes in response to items requested in the comment letter dated July
17, 2020:
A. Stormwater Pollution Prevention Plan:
1. The SWPPP is included with this resubmittal.
2. The applicant will provide two copies of the SWPPP once the plan is approved.
B. Pollution Prevention Plan:
1. The PPP will be included as required.
C. Stormwater Management Plan:
1. The calculations packet and SWPPP now include the WP0202000030 number.
2. This WPO is now consistent with the site plan most recently submitted which addresses all comments. The exception is
only the storm sewer updates necessary for the new SWM concept, which will be updated to match this plan in the next
submittal of the final site plan.
3. The applicant acknowledges the recordation and approval requirements.
4. The stormwater management analysis no longer utilizes the 1% rule, the energy balance and channel flood protection are
now met on -site, see SWM plan and calculations.
5. Additional permeable paver guidance from the DEq Stormwater Design Specs are now provided on sheet 9, in the upper -
right corner of the page.
6. Sheet 9 has been added to this set. The requested operations and maintenance tasks have been added to this sheet.
7. The existing on -site pipe system are now disconnected from the proposed improvements and left unchanged. The storm
sewer design routes to a new pipe that connects to the existing structure at Ivy Road.
8. The Engineering final site plan review comments are incorporated in this revision of the W PO set.
9. A table of contents is now provided in the calculations packet, located on the second page of the booklet.
10. Offsite runoff conveyed from beneath the CSX railroad tracks is now included as off -site runoff in the plan set. Calculations
have been updated for this drainage.
D. Erosion and Sediment Control Plan:
1. The project description timeline has been updated to the six months between spring and fall of 2021. The commercial
redevelopment is now described and the LOD is listed with black text.
2. Section 8.1 of Design Specification No. 7 from the VA DEq Stormwater Handbook is now included on the Erosion &
Sediment Control Narrative sheet.

3. The existing contours are now provided at 1' internals for Phase 1 and Phase 2.
4. Spot elevations are now provided along the proposed diversion dike west of the building and the diversion has been
updated to maintain positive drainage.
5. Phase 1 ESC symbols are now darker text.
6. A portion of existing pavement is now retained to serve as a temporary paved construction entrance, this is now noted in
the CE call out.
7. ST 2, & ST 3 now maintain the same size through all three phases of the ESC plan. STS has the same footprint in all phases,
but the floor is lowered in phase III to accommodate the switch to a pipe outfall. This is noted on the ESC Phase III plan.
The drainage divides for phases I and II sediment traps are now labeled.
8. SAF is now provided adjacent to the sidewalk along Route 250.
9. SAF and other barriers are now utilized to make improvements within Route 250, the MOT plan is included with the Final
Site Plan with all required signage for the work within the VDOT ROW.
10. VDOT permit activity will be obtained for the work within the ROW.
11. Pedestrian access along Route 250 is now prioritized in the proposed construction timeline, see construction timeline and
note on sheet 4.
12. The ESC narrative now includes the times when the pedestrian walk will be open, with signage required to alert
pedestrians of its closure. Notes are provided on the ESC plan sheets and within the construction timeline.
13. SAF along the existing paved walk shall be provided in Phase I & II, and when the walkway in open in Phase III.
14. A MOT plan is provided with the Final Site Plan which includes the required construction warning signage for work within
the VDOT ROW.
15. The LOD has been expanded and construction parking and staging is now relocated to an existing asphalt area adjacent to
the site entrance.
16. A right of way diversion is now included at the paved construction entrance to Route 250.
17. The feature between ST2 and existing inlet in parking lot is the ST weir, it is now labeled.
18. The linework between the building and RWSA MH is now labeled.
19. The volume of ST 1 has been increased with additional storage provided in excess of that required.

20. ST3 no longer changes size in the proposed plan. ST1 is made deeper in phase III and will not be reduced to the size of the
SWM facility until the site is stabilized and the pond can be converted to a dry retention basin per the SWM plan.
21. The floor dimensions of the traps are now provided.
22. The outfall weir LxWxD is now provided for each plan view.
