This form is used to request a reduction or release of a bond. A fee is required for each inspection. Please

Submit requests to: Department of Community Development, 401 McIntire Road, North Wing, Charlottesville,
VA 22902, Attention: Management Analyst — Phone 434-296-5832; Fax 434-972-4126. All roads and
stormwater facilities will require construction record drawings, inspection reports, videos/photos, plats/esmts,
certifications, and completion processes through VDOT or DEQ (refer to County acceptance procedures).
Bonds will not be reduced or released without record drawings and inspection documentation per the state
requirements and County's published procedures. A minimum 20% of the original posting is held until
acceptance of all bonded improvements. For Site Development Performance bonds, if landscape installation is
part of the bonded site work, a request for reduction should only be made once all landscaping is complete.
If all required documentation is not received within 30 days of receipt of this request, this application shall be
deemed incomplete and shall be rejected. If rejected, a new application, supporting documentation and fee will
be required. Applications may be withdrawn for a full refund within 30 days of receipt.
If this is a reduction request, the revised estimate will be prepared by the plan reviewer and sent to the owner.

Please allow this letter to serve as a Certification for the Dunlora Park project Stormwater Management. Overall,
the stormwater management pond has been built and installed to the approved plans, as detailed on the attached
asbuilt plan. Below is a summary of the asbuilt construction elements that have been completed and shown on
the swm asbuilt plan:
1. The following items have been shown on the SWM plan:
a. A signed and sealed asbuilt has been provided for final review and approval.
b. The centerline of the emergency spillway and riser/outfall have been shown on the plans and labeled.
c. The asbuilt volumes for the pond were used for the VSMP amendment #3 approval. The contours
and volume of the pond was asbuilted and this information was used as the design information in the
design for the VSMP amendment plan. This information has also been added to the asbuilt plan.
d. The contour and labels have been shown within the asbuilt pond for the design pond and asbuilt
pond contours. These contours are the same, as the asbuilt information was used for the approval of
the VSMP SWM amendment #3.
2. The plantings for the SWM facility include just grass, as this is a grass detention facility that drains completely
over a period of time after a rain event. Water quality was accommodated with a purchase of nutrient credits.
3. The information on the earthen embankment construction has been shown on the plans.
4. The recorded SWM facility and access easements have been shown and labeled on the plan sheet.
5. The owner is providing the F&R reports on the embankment compaction.
6. The details on the emergency spillway have been added to the plan.
7. Asbuilt pond and outfall structure field information has been shown on the plans and compared to the original
design information.
Please allow this letter to serve as the final certification that the stormwater management features within the
Dunlora Park project have been completed.
